Book excerpt: The Chinese government promulgated a carbon emissions trading system (ETS) pilot in 2011 and gradually expanded its scope. Based on energy-related green patent applications in 285 Chinese cities from 2003 to 2018, this study investigates the impact of the ETS pilot on green technology innovation in the energy sector (GTIES). By employing a spatial difference in difference (SDID) model and multi-dimensional empirical tests, our results show, first, that the pilot policy has induced GTIES to a certain extent. Second, ETS has enhanced the green technology innovation ability of both pollution intensive industries and non-pollution intensive industries, and the effect of the pilot policy on pollution intensive industries is twice that on non-pollution intensive industries. Third, the pilot has promoted the development of GTIES in pilot locations but restrained GTIES development in the vicinity. This study provides empirical evidence for the evaluation of the pilot policy at the city-industry-regional level, providing enlightenment on industrial policy and the need for regional collaboration in the presence of spatial spillover effects.

Book excerpt: China’s national carbon market, the world’s largest emissions trading scheme (ETS), kicked off its first online trade recently. This can be called a milestone for the country towards the nation’s goals of having CO2 emissions peak before 2030 and achieving carbon neutrality by 2060. China’s national ETS initially covers the power sector, before being expanded to a much broader set of energy-intensive industries. On one hand, the electricity sector, the largest carbon-emitting industry, is responsible for about 40% of China’s emissions, and it has great significance to response to global climate change. On the other hand, the effectiveness of China’s ETS will rest on how well it is coordinated with power market regulations and policies. In this regard, the deepening of reform, as well as the advanced technology and its applications in the electricity market will add new challenges and opportunities to electricity trade, which, in turn, influences national ETS. Therefore, this brings urgency to accurately capture the dynamic interactions between national ETS and electricity market to transform carbon trading into a practical and effective way to decarbonize the power sector.

We focus on firms' heterogeneity in driving innovation and explore policy variations across pilots. Using a matched difference-in-differences design with a zero-inflated Poisson model, we find that the low- carbon innovation is driven by firms at the intensive margin. On average, a firm files 0.16 additional low-carbon patents annually at the intensive margin. In addition, when looking across pilots, the effect on low-carbon innovation is significant in two pilots, Beijing and Shanghai. We further find that, when looking at firms with different productivity levels mea- sured by output per worker, the pilot ETS encourages low-carbon innovation at the intensive margin but reduces entry into low-carbon innovation at the extensive margin for the more productive firms. Our results suggest that innovation inertia matters, and future policies should encourage smaller firms covered by ETS to start innovation in low-carbon technologies.

Book excerpt: Using China's CET policy as a quasi-natural experiment, we systematically investigated the mechanism that how the CET schemes promote companies' green innovation from the perspective of price-induced, R&D-induced, or learning-induced technological change, and the perfection of market system. We used the data of listed companies from the Chinese “A” stock market, and matched the data with green patent data from the CNRDS platform. We employed the difference-in-difference-in-difference model to account for the unobserved cause of the CET policy regarding companies' green innovation. The benchmark regression results reveal that the CET policy significantly promoted companies' green innovation. The mechanism analysis revealed that the CET policy could promote companies' green innovation in high-carbon industries through price-induced, R&D-induced, and learning-induced technological change. Meanwhile, the perfection of market system can further promote the CET policy to improve companies' green innovation in high-carbon industries. Additionally, the CET scheme's impact on companies' TFP is heterogeneous in terms of ownership, region, and financial constraints. We suggest that the Chinese government should provide a perfect market platform for carbon emission trading entities, formulate and optimize a portfolio of public policies, further deepen ESG investment philosophy, and optimize the supporting environment to facilitate green technological innovation.
