But is there convincing evidence that this is true? Skeptics have three objections: 1) quot;Participation is not objective -- project rankings are subjective; 2) this subjectivity leads toquot; halo effects quot;; 3) better project performance may have increased beneficiary participation rather than the other way around -- a statistical association is not proof of cause and effect. The authors show methodologically how to answer each of these objections. Subjectivity does not preclude reliable cardinal measurement. Halo effects do not appear to induce a strong upward bias in estimating the effect of participation. Finally, instrumental variables estimation can help establish a structural cause and effect relationship between participation and project performance -- at least in the rural water supply projects they studied.

Book excerpt: This study examines the question of private versus public performance in a natural monopoly setting. It analyzes data from 301 utilities with private sector participation (PSP) and 926 utilities without PSP in 71 developing and transition economies to evaluate the impact of PSP on firm performance in electricity distribution and water and sanitation services. Private participation is shown to be associated with an increase in connections, labor productivity, and bill collection rates, and a decrease in employment and electricity distributional losses.

Book excerpt: This paper reviews the World Bank's experience with community participation (CP) in a sample of its projects selected from three different sectors; urban housing, population, health and nutrition (PHN), and irrigation. The sample was chosen on a judgmental basis and consisted of forty projects which were known to have the potential for the use of CP or incorporated it in their strategies, and ten successful projects from the same sectors which did not make use of CP. The focus of the paper is on the approaches to participation employed by the first set of projects and the lessons to be learned from their experience. An analysis of the second set of projects sheds light on the reasons why community participation was neglected by them.

Book excerpt: Forming project teams to implement various services are prevalent in many organizations today as organizations believe a project team's performance is exceeding the total sum of individual outputs. According to Project Management Institute (PMI), one of the critical interpersonal skills expecting from a project manager is team building as this skill can motivate the team to achieve the project goals. However, there is limited study to evaluate how team building & participation can influence team trust, team cohesion and project performance among project managers in Malaysia. This study has developed a research model extended from the research work conducted by Cohen and Bailey (1997). Based on the data collected and analysis conducted, this study provides empirical evidence that project managers need to initiate more team building & participation sessions as these can increase the team trust and improve the project performance. Moreover, project managers also need to promote team trust as this can improve team cohesion. However, project managers also need to be mindful about the negative consequence when their project teams are too cohesive. At the same time project managers need to manoeuvre wisely the project team size and project duration so that these two factors are not negatively impacting the team cohesion and the project performance. The outcome of this study has shed some lights in explaining the relationships among attitudinal, behavioral and performance outcomes derived from Cohen and Bailey (1997). Moreover, this study also provided some guidance to project managers how to improve team trust and project performance through team building & participation. Discussion, conclusion, limitation and future research are also incorporated in this paper.

Book excerpt: Assessing Aid determines that the effectiveness of aid is not decided by the amount received but rather the institutional and policy environment into which it is accepted. It examines how development assistance can be more effective at reducing global poverty and gives five mainrecommendations for making aid more effective: targeting financial aid to poor countries with good policies and strong economic management; providing policy-based aid to demonstrated reformers; using simpler instruments to transfer resources to countries with sound management; focusing projects oncreating and transmitting knowledge and capacity; and rethinking the internal incentives of aid agencies.

Book excerpt: Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.

Book excerpt: Employees of different labor sectors are involved in different projects and pressed to deliver results in a specific period of time, which increases their mental workload. This increase can lead to a high mental workload, which in turn leads to a decline in job performance. Therefore, strategies for managing mental workload and promoting mental health have become necessary for corporate success. Evaluating Mental Workload for Improved Workplace Performance is a critical scholarly book that provides comprehensive research on mental workload and the effects, both adverse and positive, that it can have on employee populations as well as strategies for decreasing or deleting it from the labor sector. Highlighting an array of topics such as psychosocial factors, critical success factors (CSF), and technostress, this book is ideal for academicians, researchers, managers, ergonomists, engineers, industrial designers, industry practitioners, and students.
