Book excerpt: We study whether higher gender equality facilitates economic growth by enabling better allocation of a valuable resource: female labor. By allocating female labor to its more productive use, we hypothesize that reducing gender inequality should disproportionately benefit industries with typically higher female share in their employment relative to other industries. Specifically, we exploit within-country variation across industries to test whether those that typically employ more women grow relatively faster in countries with ex-ante lower gender inequality. The test allows us to identify the causal effect of gender inequality on industry growth in value-added and labor productivity. Our findings show that gender inequality affects real economic outcomes.

Book excerpt: This paper analyzes the relation between gender inequality and economic growth in both developing and developed countries, particularly with respect to the positive effects of reducing gender gaps in employment and education on the economic growth and development potential of a country. For this it seeks first of all to define the basic concepts of gender discrimination and economic growth in a macroeconomic perspective. In a first main chapter, the recent discussion on the topic of 'womenomics' - i.e. the importance of women and of gender equality in and for today's economy - is illustrated. The World Economic Forum's Gender Gap Reports and further strategic studies of non-governmental organizations focusing on the effects of gender inequality on economic growth - especially in developing countries - are at the origin of this discussion and, in the last decade, have triggered a wider discussion in the broad public as well as first scientific studies on the relation. In a second main chapter, approaches and implications of gender gaps in employment and education in general and when differentiating between developing and developed countries are discussed. The general findings do indicate a negative correlation between gender inequality and economic growth and emphasize the prospects of reducing gender discrimination. The theoretical and empirical studies on this relation are though still very limited and, hence, many questions and issues - such as counterintuitive and contending findings, the nature and causality of the relation and the credibility and practicality of the results - are left open.

This report on the experiences of several Pacific island nations indicates that in remote villages, solar photovoltaic (PV) technologies are supplying reliable power at costs lower than those of the more commonly used diesel systems. Although the supply of electricity to households is limited, PV does provide isolated peoples with access to light and to information through television and VCRs. The study shows that the success of these programs depends not only on the technology itself but on personnel training, good fee collection systems, and careful financial management. Where managerial and technical expertise was lacking, maintenance by local, cooperatively owned utilites proved to be the best option. The authors present a case study from Tuvalu, where the solar PV system exemplifies the program's effectiveness in serving remote areas. The successful Tuvalu Solar Electric Cooperative Society (TSECS), formed in 1984, has been maintained by a well-trained technical staff with local and visiting technicians. It has also benefited from fee collection through an outside agency that prevents diversion of funds to other projects, local user committees to communicate with the utility, and an exclusive focus on PV systems. Environmentally attractive at both the global and local levels, PV solar technology appears highly promising for small-scale applications in developing countries.

This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

The paper concludes by identifying priority areas for future research.

Book excerpt: A growing body of empirical evidence suggests that inequality—income or gender related—can impede economic growth. Using dynamic panel regressions and new time series data, this paper finds that both income and gender inequalities, including from legal gender-based restrictions, are jointly negatively associated with per capita GDP growth. Examining the relationship for countries at different stages of development, we find that this effect prevails mainly in lower income countries. In particular, per capita income growth in sub-Saharan Africa could be higher by as much as 0.9 percentage points on average if inequality was reduced to the levels observed in the fastgrowing emerging Asian countries. High levels of income inequality in sub-Saharan Africa appear partly driven by structural features. However, the paper’s findings show that policies that influence the opportunities of low-income households and women to participate in economic activities also matter and, therefore, if well-designed and targeted, could play a role in alleviating inequalities.

We argue that this happens through at least two channels: first, gender gaps in opportunity, such as lower educational enrollment rates for girls than for boys, harm diversification by constraining the potential pool of human capital available in an economy. Second, gender gaps in the labor market impede the development of new ideas by decreasing the efficiency of the labor force. Our empirical estimates support these hypotheses, providing evidence that gender-friendly policies could help countries diversify their economies.

Most development institutions and partner governments acknowledge this in laws, policies, institutional structures, and programming. When the Millennium Challenge Corporation developed its Gender Policy in 2006, its mandate was to address gender equality in the context of MCC's focused mission: poverty reduction through economic growth. Rather than adopting a rights-based perspective on gender equality, MCC's Gender Policy recognizes women as economic actors, and that gender inequality can be a significant constraint to economic growth and poverty reduction.1 The connection between poverty and gender inequality has been on the agenda of development practitioners, policy makers and researchers for over 30 years. Much progress has been made in the social sectors, such as health and education. Recently, gender equality has been directly linked to economic growth in the "smart economics" advocated by the World Bank. Research on the productivity impacts of inequalities in access to assets2 and in wages and employment empirically demonstrate these linkages.3 MCC recognizes that the relationships among growth, equality and poverty reduction are complex and multi-dimensional. Critical engagement across disciplines is required to find the best tools and methods for effectively taking these relationships into account in practice. The dynamics among MCC's priority on gender equality and its core principles of country ownership, policy performance and focus on results can also be complex, presenting tradeoffs. This paper, like others in the Principles into Practice series,4 describes how MCC and its partner countries address challenges that arise in practice within the context of an agency committed both to its core principles and learning from its experience.
