It is also a theater of new experiments in regional cooperation that could redefine global order. Whose Ideas Matter? is the first book to explore the diffusion of ideas and norms in the international system from the perspective of local actors, with Asian regional institutions as its main focus. There's no Asian equivalent of the EU or of NATO. Why has Asia, and in particular Southeast Asia, avoided such multilateral institutions? Most accounts focus on U.S. interests and perceptions or intraregional rivalries to explain the design and effectiveness of regional institutions in Asia such as SEATO, ASEAN, and the ASEAN Regional Forum. Amitav Acharya instead foregrounds the ideas of Asian policymakers, including their response to the global norms of sovereignty and nonintervention. Asian regional institutions are shaped by contestations and compromises involving emerging global norms and the preexisting beliefs and practices of local actors. Acharya terms this perspective "constitutive localization" and argues that international politics is not all about Western ideas and norms forcing their way into non-Western societies while the latter remain passive recipients. Rather, ideas are conditioned and accepted by local agents who shape the diffusion of ideas and norms in the international system. Acharya sketches a normative trajectory of Asian regionalism that constitutes an important contribution to the global sovereignty regime and explains a remarkable continuity in the design and functions of Asian regional institutions.

Book excerpt: The Association of Southeast Asian Nations (ASEAN) is strategically significant because of its size, dynamism, and role in the Asian economic and security architectures. This paper examines how ASEAN seeks to strengthen these assets through "centrality" in intraregional and external policy decisions. It recommends a two-speed approach toward centrality in order to maximize regional incomes and benefit all member economies: first, selective engagement by ASEAN members in productive external partnerships and, second, vigorous policies to share gains across the region. This strategy has solid underpinnings in the Kemp-Wan theorem on trade agreements. It would warrant, for example, a Trans-Pacific Partnership (TPP) agreement with incomplete ASEAN membership, complemented with policies to extend gains across the region. The United States could support this framework by pursuing deep relations with some ASEAN members, while broadly assisting the region's development.

Recounting the geographical and historical origins behind Laos’ diplomacy, this book traces the journey of the country, surrounded by its five larger neighbors China, Thailand, Vietnam, Myanmar and Cambodia, and influenced by superpower rivalries, from the Cold War to the post-Cold War eras. The book is written from an integrated perspective of a French-educated Lao diplomat with over 40 years of experience in various senior roles in the Lao government, leading major groups and committees at the UN and ASEAN; and the theoretical knowledge and experience of an American-trained Lao political scientist and international civil servant who has worked for the Lao government and the international secretariats of the UN and MRC. These different perspectives bridge not only the theory-practice divide but also the government insider-outsider schism. Transitional polycentrism is intrinsically awkward as a description of the security of states and their populations; it implies the loosening of state control and the emergence of newly asserted authority by mixed constellations of intergovernmental organizations and non-state actors. It implies a competition of agendas: threats to the integrity of borders and human security threats such as natural disasters, airliner crashes, and displacement by man-made pollution and food scarcity. Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described from the perspective of studied detachment as polycentric order.
