While the focus is Nigeria, the views canvassed apply to the military globally because of similarity in the nature of military forces and HIV/AIDS being a universal phenomenon. I argue that safeguarding the human rights of soldiers is a better way of achieving that goal. I further contend that any military policy on HIV/AIDS that fails to protect the human rights of military personnel would not be effective in controlling HIV/AIDS. With unsafe heterosexual behaviors being the major cause of HIV/AIDS in the military, change in the behaviors of soldiers is an effective means of control. Because the military as a body largely relies on coercion and sanctions to control its personnel, 'tough military measures' may seem the natural means to attain the proper behavior.
