Using historical case studies, Escaping the Deadly Embrace examines how great powers try to escape the two-front war problem and seek to preserve their security. Encirclement is a geographic variable that occurs in the presence of one or two great powers on two different borders of the surrounded great power. The surrounding great powers may not have the capacity to initiate a joint invasion. Yet their threatening presence triggers a double security dilemma for the encircled great power, which has to disperse its army to secure its borders. When the surrounding great powers become capable of launching a two-front attack, the encircled great power initiates war. This situation, disastrous in itself, can also lead to war contagion when other great powers intervene in the new conflict owing to the rival-based network of alliances. Combining archival work and historiographical analysis, Escaping the Deadly Embrace demonstrates the efficacy of this by assessing three major wars: the Italian Wars, the Thirty Years' War, and World War I. These findings, Bartoletti shows, have important implications for future major wars. Challenging the current focus on the US-China rivalry, he argues that the most concerning strategic scenario is the encirclement of China by India and Russia.

And though Western governments did not bring about the creation of Poland on their own or determine all of its eventual borders, their attempts to do so left many lingering grudges and made the years immediately following the war a crucial period in Polish and international history. Passion and Restraint examines how British, French, and American foreign policymakers interacted with Poles and the idea of an independent Poland during this period. Western policymakers knew little about Poland in 1914, but by war’s end they were drawing the new country’s borders, sending humanitarian aid, and imposing minority protections. Attitudes regarding national character and emotional restraint were central, intertwined themes in British, French, and American diplomacy during this period of Polish rebirth, and policymakers’ opinions of national character evolved based on personal experiences, political conditions, and dominant understandings of the Polish people in the early twentieth century. Amid these changing attitudes, policymakers emphasized the necessity of Polish emotional restraint. Demonstrating how emotions and stereotypes were integral to diplomatic decision-making, Passion and Restraint brings attention to these often-overlooked historical factors, advancing a new lens for the study of Polish, European, and international history.

Book excerpt: Maximilian Harden, editor of the magazine Die :(,ukunft (The Future), which appeared weekly from 1892 until 1922, was Wilhelminian Germany's greatest publicist. Bismarck and Clemenceau as well as Max Reinhardt and Pirandello recognized his political and literary genius. Thomas Mann sent early works to him with the inscription: "To the hero and savior";1 and when Paul Valery learned that Harden had attended one of his lectures, he wrote that there was "nothing more flattering and. . . intimi dating than to know that you were among those who had listened to me. "2 Today Harden is misunderstood, if not forgotten. It is known that he was an actor who turned to journalism and became famous as a champion of the retired Bismarck. He was the most persistent and daring critic of Kaiser Wilhelm II. He befriended Friedrich von Holstein, the disgraced "evil genius" of the Foreign Office. He entered the First World War a flaming patriot, but later became the voice of the "good German. " He vainly aspired to a post of high responsibility under the Weimar Repub lic; and he died in 1927, allegedly a bitter, misanthropic radical. His name is associated with the homosexual scandals of 1907-1909, which were the result of his public campaign against Prince Eulenburg, the Kaiser's close friend and advisor. More than anything else, the Eulenburg affair has obscured Harden's accomplishments as the master critic and guide to a generation of German intellectuals and politicians.

In 1914, Germany's opening offensives against France were to be accompanied by a simultaneous offensive by her ally, Austria-Hungary, against Russia. The Austrian offensive was intended to hold the Russians until Germany defeated the French—six weeks, no more. Then, the German army would turn east to support the Austrians. The Austrian offensive was a catastrophic failure. After only days of fighting Russia, Germany was obliged to send troops to support Austria lest she capitulate while most of the German army was still in France. The Austrian army’s severe deficiencies were a constant drain on the German effort throughout the war. After the war, German memoirists and historians claimed that the German leadership had been unaware of these deficiencies before the war broke out. These claims have been accepted by historians down to today. The book presents recently re-discovered documentary evidence that the German general staff and Germany’s political leadership had known of the Austrian army’s weaknesses for decades before the war. The book also reveals a new perspective of Bismarck’s diplomacy beginning shortly after he engineered the Dual Alliance between the two countries in 1879. It demonstrates that as early as 1882 Bismarck became aware that the Austrian army was far weaker than assumed when he concluded the alliance. It was primarily his concern about Austria’s weakness that spurred Bismarck’s energetic diplomacy, seeking alliances and understandings with other countries in the region, and which became the main consideration that guided his foreign policy from then on. For if Austria suffered a defeat, Germany would find itself alone between two dangerous powers: France and Russia. The consequences of his policies resulted in peace down to his departure in 1890. His successors, for a variety of reasons addressed in the book, were not as careful, ignored Austria’s weaknesses despite the warnings of the military attachés, and permitted Austria to become involved in a war. The result was tragically foreseeable.

Scholars concerned with the diplomatic history of the United States have largely neglected the subject of American relations with the Middle East during the four decades before World War I. With this study, Professor DeNovo fills the gap by describing and assessing the United States' cultural, economic, and diplomatic relations with Turkey, Persia, and the Arab East in that period. He traces, chronologically and topically, the activities of such American interest groups as Protestant missionaries, educators, philanthropists, archaeologists, businessmen, and technical advisers, as well as the official actions of their government. The account falls roughly into three chronological periods. The first section traces the interest groups through the pre-World War I years of political and cultural stirring in the Ottoman Empire and Persia. Special attention is given to the Chester Project for railroad development in Turkey. The second part deals with the upheavals accompanying World War I and the tasks of peacemaking from the Mudros armistice through the Lausanne settlement of 1923. The latter chapters detail the rise of the Turkish national movement, the deepening Persian and Arab nationalism, and the accommodation of American cultural and economic groups to these conditions. The author points out that before World War II began, Americans had acquired a significant interest in Middle Eastern oil and had become emotionally involved in the Arab-Zionist tension. In 1939 the United States was on the verge of a new phase in its Middle Eastern relations when that region would become more intimately linked to America's national security.

However, while appearing regional, the war itself in fact had a major global impact. The conflict and Japanese victory stimulated the Russian revolutionary movement in 1905 and hence the Russian Revolution of 1917. In addition, the Peace Treaty of Portsmouth created a tension between the United States and Japan that would establish the starting point for the road directly leading to Pearl Harbor in 1941. Eventually the war had a major impact on Germany, whose diplomats wanted to use the war to bind St Petersburg to Berlin, and whose military planners closely observed the events to prepare themselves for the next possible conflict. This book makes a strong argument for the consideration of initially minor events in the analysis of global history. By describing and analyzing the interrelationship between the events in East Asia and the major developments in Europe and the United States, it shows the significance of the Russo-Japanese War as a key factor in determining the most momentous historical events of the twentieth century: The First World War, the Second World War, and the Cold War.
