Book excerpt: "As military conflicts come to an end, it is not uncommon for societies to expect a 'peace dividend' and to engage in elite and popular conversations about how much defense spending is still needed. The issues are similar across countries and time periods: How can defense planners preserve capabilities, avoid the reversibility problem, and plan for the long term? How can they guide the development of technologies and doctrines in a climate of austerity? This manuscript draws lessons from previous historic situations and applies them to today"--Publisher's web site.

Book excerpt: At a time of fiscal constraint and global uncertainty, should the United States retrench geopolitically or seek to reinvigorate its international leadership? This collection of essays puts this pressing question in historical and theoretical context. The contributors to this text examine past episodes in which U.S. policymakers confronted similar choices, and draw insights from the strategies that they fashioned in response. The essays also consider the major theoretical and policy debates pertaining to the issues of retrenchment and renewal today. Historians, political scientists, military strategists and international relations scholars may value the historical, theoretical, and comparative policies contained within this text. Book excerpt: A Detailed Military Spending Cost Analysis by the CBO to Better Inform Policymakers and the Public In this report, the Congressional Budget Office (CBO) analyzes the structure and cost of the military from the perspective of major combat units, such as Army brigades, Navy aircraft carrier strike groups, Marine Corps task forces, and Air Force squadrons. CBO allocates most of the O&S budget and DoD's total number of military personnel among major combat units-- and their associated support units and overhead activities--to provide a clearer picture of the size and cost of the major elements of the military's force structure. Such information can help policymakers evaluate proposals to change the structure or budget of the armed forces and better inform the general public. Tables and Figures, including illustrations of equipment, personnel and other data are included to provide an easy method to understand this topic. Book excerpt: The link between gender and corruption has been studied since the late 1990s. Debates have been heated and scholars accused of bringing forward stereotypical beliefs about women as the “fair” sex. Policy proposals for bringing more women to office have been criticized for promoting unrealistic quick-fix solutions to deeply rooted problems. This edited volume advances the knowledge surrounding the link between gender and corruption by including studies where the historical roots of corruption are linked to gender and by contextualizing the exploration of relationships, for example by distinguishing between democracies versus authoritarian states and between the electoral arena versus the administrative branch of government—the bureaucracy. Taken together, the chapters display nuances and fine-grained understandings. The book highlights that gender equality processes, rather than the exclusionary categories of “women” and “men”, should be at the forefront of analysis, and that developments strengthening the position of women vis-à-vis men affect the quality of government.

Available in PDF, EPUB and Kindle. Book excerpt: This book looks at several troop categories based on primary function and analyzes the ratio between these categories to develop a general historical ratio. This ratio is called the Tooth-to-Tail Ratio. McGrath's study finds that this ratio, among types of deployed US forces, has steadily declined since World War II, just as the nature of warfare itself has changed. At the same time, the percentage of deployed forces devoted to logistics functions and to base and life support functions have increased, especially with the advent of the large-scale of use of civilian contractors. This work provides a unique analysis of the size and composition of military forces as found in historical patterns. Extensively illustrated with charts, diagrams, and tables. Available in PDF, EPUB and Kindle. Book excerpt: Comparative case studies are an effective qualitative tool for researching the impact of policy and practice in various fields of social research, including education. Developed in response to the inadequacy of traditional case study approaches, comparative case studies are highly effective because of their ability to synthesize information across time and space. In Rethinking Case Study Research: A Comparative Approach, the authors describe, explain, and illustrate the horizontal, vertical, and transversal axes of comparative case studies in order to help readers develop their own comparative case study research designs. In six concise chapters, two experts employ geographically distinct case studies—from Tanzania to Guatemala to the U.S.—to show how this innovative approach applies to the operation of policy and practice across multiple social fields. With examples and activities from anthropology, development studies, and policy studies, this volume is written for researchers, especially graduate students, in the fields of education and the interpretive social sciences.

Available in PDF, EPUB and Kindle. Book excerpt: What are the grand dynamics that drive the accumulation and distribution of capital? Questions about the long-term evolution of inequality, the concentration of wealth, and the prospects for economic growth lie at the heart of political economy. But satisfactory answers have been hard to find for lack of adequate data and clear guiding theories. In this work the author analyzes a unique collection of data from twenty countries, ranging as far back as the eighteenth century, to uncover key economic and social patterns. His findings transform debate and set the agenda for the next generation of thought about wealth and inequality. He shows that modern economic growth and the diffusion of knowledge have allowed us to avoid inequalities on the apocalyptic scale predicted by Karl Marx. But we have not modified the deep structures of capital and inequality as much as we thought in the optimistic decades following World War II. The main driver of inequality--the tendency of returns on capital to exceed the rate of economic growth--today threatens to generate extreme inequalities that stir discontent and undermine democratic values if political action is not taken. But economic trends are not acts of God. Political action has curbed dangerous inequalities in the past, the author says, and may do so again. This original work reorients our understanding of economic history and confronts us with sobering lessons for today.

Book excerpt: This paper investigates the short-term effects of fiscal consolidation on economic activity in OECD economies. We examine the historical record, including Budget Speeches and IMFdocuments, to identify changes in fiscal policy motivated by a desire to reduce the budget deficit and not by responding to prospective economic conditions. Using this new dataset, our estimates suggest fiscal consolidation has contractionary effects on private domestic demand and GDP. By contrast, estimates based on conventional measures of the fiscal policy stance used in the literature support the expansionary fiscal contractions hypothesis but appear to be biased toward overstating expansionary effects.

Book excerpt: This is an open access book. The start of the 21st century has seen the world shaken by protests, from the Arab Spring to the Yellow Vests, from the Occupy movement to the social uprisings in Latin America. There are periods in history when large numbers of people have rebelled against the way things are, demanding change, such as in 1848, 1917, and 1968. Today we are living in another time of outrage and discontent, a time that has already produced some of the largest protests in world history. This book analyzes almost three thousand protests that occurred between 2006 and 2020 in 101 countries covering over 93 per cent of the world population. The study focuses on the major demands driving world protests, such as those for real democracy, jobs, public services, social protection, civil rights, global justice, and those against austerity and corruption. It also analyzes who was demonstrating in each protest; what protest methods they used; who the protestors opposed; what was achieved; whether protests were repressed; and trends such as inequality and the rise of women’s and radical right protests. The book concludes that the demands of protestors in most of the protests surveyed are in full accordance with human rights and internationally agreed-upon UN development goals. The book calls for policy-makers to listen and act on these demands.
