Book excerpt: Cash transfer programs have increased in popularity as a mechanism to reduce present poverty by raising current incomes and investments in human capital of young children. Mexico was among the first to implement a large-scale conditional cash transfer; the Progresa/Oportunidades program, the explicit aim of which was to reduce the country's widespread extreme poverty. The program's demonstrated success ensured its continued existence as a pillar of Mexico's poverty alleviation strategy. As such, it is important to study the long-term effects of this (and similar) programs on household savings. This study uses Progresa/Oportunidades program data to analyze the effect of the receiving cash transfers on household savings. By exploiting the randomization of the program's rollout, I use OLS estimation to show that inclusion in the Progresa/Oportunidades program increases a households' monthly savings by 20%. However, these results are not significant when household debt is accounted for. This highlights the need to include both savings and debt as part of cash transfer programs to enhance their effectiveness.

Book excerpt: Conditional cash transfer programs have spread to over 80 countries in the past two decades, but little is known about their long-term effects on the youth they target. This paper estimates the impact of childhood exposure to the Mexican program Progresa on economic outcomes in early adulthood by leveraging the age structure of program benefits and geographic variation in early program penetration nationwide. The study design avoids the representativeness and attrition issues that have plagued efforts to estimate longer-run impacts of Progresa and other similar programs. Childhood exposure to the program improves educational attainment, geographic mobility, labor market outcomes, and household economic outcomes in early adulthood. Schooling impacts are similar for men and women, at roughly 1.5 years, while labor market impacts are more pronounced for women, amounting to 30-40% of mean labor force participation and 50% of mean labor income in pre-program cohorts. Indexes capturing household economic impacts increase on the order of 0.2 standard deviations.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

Using data from a controlled randomized experiment, they find that transfers from the Oportunidades program to households in rural Mexico resulted in increased investment in micro-enterprise and agricultural activities. For each peso transferred, beneficiary households used 88 cents to purchase consumption goods and services, and invested the rest. The investments improved the household's ability to generate income with an estimated rate of return of 17.55 percent, suggesting that these households were both liquidity and credit constrained. By investing transfers to raise income, beneficiary households were able to increase their consumption by 34 percent after five and a half years in the program. Book excerpt: The role of theory in ex ante policy evaluations and the limits that eschewing theory places on inference In this rigorous and well-crafted work, Kenneth Wolpin examines the role of theory in inferential empirical work in economics and the social sciences in general—that is, any research that uses raw data to go beyond the mere statement of fact or the tabulation of statistics. He considers in particular the limits that eschewing the use of theory places on inference. Wolpin finds that the absence of theory in inferential work that addresses microeconomic issues is pervasive. That theory is unnecessary for inference is exemplified by the expression “let the data speak for themselves.” This approach is often called “reduced form.” A more nuanced view is based on the use of experiments or quasi-experiments to draw inferences. Atheoretical approaches stand in contrast to what is known as the structuralist approach, which requires that a researcher specify an explicit model of economic behavior—that is, a theory. Wolpin offers a rigorous examination of both structuralist and nonstructuralist approaches. He first considers ex ante policy evaluation, highlighting the role of theory in the implementation of parametric and nonparametric estimation strategies. He illustrates these strategies with two examples, a wage tax and a school attendance subsidy, and summarizes the results from applications. He then presents a number of examples that illustrate the limits of inference without theory: the effect of unemployment benefits on unemployment duration; the effect of public welfare on women's labor market and demographic outcomes; the effect of school attainment on earnings; and a famous field experiment in education dealing with class size. Placing each example within the context of the broader literature, he contrasts them to recent work that relies on theory for inference.

Book excerpt: This book empirically analyzes the vulnerability of poor households in rural areas of Mexico and the effects of the conditional cash transfer (CCT) program called PROGRESA-Oportunidades by adopting the two most recent sets of rural household panel data for 2003−2007. The period covered by this book coincides with the unexpected reversal of the poverty trend observed in 2006 to the present which raised a question of vulnerability to poverty of Mexican households that had emerged from poverty in the early 2000s under a stable economic condition. The author applies different methodologies in defining vulnerable households in each chapter, enabling discussion of the multiple dimensions of vulnerability from varying perspectives, to identify the determinants of rural household vulnerability to poverty and the CCT effects. Empirical studies reported in this book confirmed a certain role played by PROGRESA-Oportunidades in mitigating vulnerability; however, the effect was rather partial and could not fully achieve poverty reduction during the surveyed period. By combining the existent discussions and empirical results of the CCT impacts, the author concludes that a possible limitation of PROGRESA-Oportunidades may be the excessive focus on the labor supply side, thus complementary policies must enhance the demand side, especially in creating decent employment opportunities for youth.

Rawlings and Rubio review the experience in evaluating the impact of these programs, exploring the application of experimental and quasi-experimental evaluation methods and summarizing results from programs launched in Brazil, Honduras, Jamaica, Mexico, and Nicaragua. Evaluation results from the first generation of programs in Brazil, Mexico, and Nicaragua show that conditional cash transfer programs are effective in promoting human capital accumulation among poor households. There is clear evidence of success in increasing enrollment rates, improving preventive health care, and raising household consumption. Despite this promising evidence, many questions remain unanswered about the impact of conditional cash transfer programs, including those concerning their effectiveness under different country conditions and the sustainability of the welfare impacts.

This paper contributes to this under-researched area by examining health and work impacts on the aging for the best-known and most influential of these programs, the Mexican PROGRESA/Oportunidades program. For a number of health indicators, the program appears to significantly improve health, with impacts that are larger with a greater time receiving the program. However, most of these health impacts are concentrated on women.

A feature of the program’s initial targetingwasthat indigenous and nonindigenous beneficiaries were drawn from geographically similar areas, minimizing the potential for geographic factors to lead to differential impacts.Despite an extensive literatureshowing positive average impacts of PROGRESAon health and education outcomes, few studieshave disaggregatedthese effects by indigenous status. Using the randomized assignment of initial programrollout, we estimatedPROGRESA’simpactson a range of health and education indicators, distinctly for indigenous and nonindigenousbeneficiaries.We foundthat, as of November 2000, PROGRESA had significant impacts on many health and education indicators among both indigenous and nonindigenous households in our sample; in addition, in aggregateacross most indicators, these impacts werevery similar. Our results indicate thatif geographic disadvantage for indigenous households can be minimized(a nontrivial endeavor),cultural factors may not pose an intrinsic barrier to indigenous householdsbenefiting from CCTprograms, and as such, CCTs canpromote humancapital accumulation amongboth indigenous and nonindigenous households
