The second part concentrates on three sUbstantive questions about housing demand and how they can be answered using discrete choice models. Why combine these two distinct parts in one book? It is the interaction between theory and application in empirical microeconomics on which we focus in this book. Hence, emphasis in the methodological part is on practicability, and emphasis in the applied part is on the usage of the proper econometric specifications. Econometrics means measuring economic phenomena. Because nature (ironically, in the case of economics, this is most often the government) rarely provides us with well-defined economic experiments, measurement of economic phenomena usually requires an elaborate statistical apparatus that is able to separate concurrent and confounding phenomena. Discrete choice models have proved to be a very convenient apparatus to study the complex issues in housing demand. A simple test for the successfulness of any economic system may therefore be the extent to which it succeeds in providing the population with these commodities. One would conjecture that in the countries that are generally considered as highly developed there would be no problems at all with their availability. And although this conjecture is to a large extent, confirmed by the evidence, it is nevertheless surprising that in western economies with the high per capita incomes housing is still an important object for public concern. Food and clothing are abundantly available in these countries, but the provision of housing is often an object of serious policy concern. To mention one striking example : in the Netherlands there still exist official figures that mention housing shortages of ten thousends of dwellings. This state of affairs is not mentioned here to motivate an exaggerated view on housing problems in Western countries. The situation in the Netherlands and comparable countries is indeed much better than that in underdeveloped countries and a comparison with developing countries would presumably show figures which are comparable to those for food or clothing. The point I want to make is that even in highly developed market economies where the availability of food and clothing is quite satisfactory, the availability of dwellings often is not.

The economy of the Kurdistan Region of Iraq (KRI) is mainly dependent on oil revenue. The oil export revenue constitutes more than 90% of the government’s fiscal revenue. In addition to that, the public sector plays an excessive role in the economy, with public spending to GDP being over 70% while revenue from taxation constitutes less than 30% of total revenue. As the economy is not diversified, there is a large gap between demand and supply of locally produced tradeable goods, leaving the KRI economy highly dependent on imports. Another structural challenge of the KRI economy is its dependence on cash and a weekly financial system. Although the region has witnessed extraordinary economic growth from 2008 to 2014, the growth rate decreased from 8 to 1 percent, trade and investment dropped to 5 percent, and the unemployment rate significantly increased to over 20% by the end of the year 2019. To maintain the progress of economic development, it is necessary to upgrade the country’s industrial structure in order to be able to generate more value-added products, which requires advancement in technological infrastructure to employ more sophisticated technologies. There is not much written about Kurdistan and its economy, and yet there is a comprehensive development plan and resources to be used for education, research, rehabilitation, development, and reconstruction. As such, this book would be of interest to researchers, decision-makers, governmental and non-governmental organizations, undergraduate and graduate students, and the general public with an interest in the Middle East and contemporary Kurdish issues.
