Book excerpt: The frequency of natural disasters, especially storms and floods, has been increasing globally over the last several decades. Developing countries are especially vulnerable to such disasters but are often the least capable of coping with the associated impacts because of their limited adaptive capacity. Despite the increased interest in strengthening institutional capacity, it remains a challenge for many developing countries. Institutional capacity for disaster management and risk reduction can be built through various mechanisms. One key approach is via the agriculture sector, where climate-resilient agriculture has become an effective tool for adapting to climate change and developing resilience in the long run – resulting in increased capacity for disaster management and risk reduction at the system, institutional, and individual levels. This paper presents the experiences of four countries, which we have evaluated to develop an institutional strengthening framework.

Book excerpt: On top of a decade of exacerbated disaster loss, exceptional global heat, retreating ice and rising sea levels, humanity and our food security face a range of new and unprecedented hazards, such as megafires, extreme weather events, desert locust swarms of magnitudes previously unseen, and the COVID-19 pandemic. Agriculture underpins the livelihoods of over 2.5 billion people – most of them in low-income developing countries – and remains a key driver of development. At no other point in history has agriculture been faced with such an array of familiar and unfamiliar risks, interacting in a hyperconnected world and a precipitously changing landscape. And agriculture continues to absorb a disproportionate share of the damage and loss wrought by disasters. Their growing frequency and intensity, along with the systemic nature of risk, are upending people’s lives, devastating livelihoods, and jeopardizing our entire food system. This report makes a powerful case for investing in resilience and disaster risk reduction – especially data gathering and analysis for evidence informed action – to ensure agriculture’s crucial role in achieving the future we want.

Available in PDF, EPUB and Kindle. Book excerpt: The challenges related to disaster risk management (DRM) in the agricultural sector are now widely linked to sustainable environment. The fact remains that almost every day a disaster strikes in some part of the world. The regular occurrence of natural and man-made disasters has forced the worldwide communities to look for novel solutions to prevent and mitigate such disasters. This volume brings together probing studies to disseminate the work of outstanding scholars and practitioners, especially in South Asian countries. Thus, it highlights the need to amalgamate and coordinate the resources and agencies involved in DRM in agriculture to ensure the quality of life to the victims after disasters. The authors incorporate specific themes correlated with DRM in South Asia. They intend to assess: (i) the consequences of distinct disaster risks in agriculture, (ii) the ways in which diverse disaster risk problems are handled in distinct settings, and (iii) the different methodologies embraced by different sectors to prepare for disaster risk.

Book excerpt: This discussion paper aims to help practitioners work in a more informed and politically sensitive way to integrate actions on disaster risk reduction (DRR) and climate change adaptation (CCA) in agriculture. It illustrates some typical governance and political economy-related barriers that may hamper convergence or integration of DRR and CCA actions. It also provides guidance for in-depth governance analysis, putting the analytical focus at national and subnational levels, while considering the international context as an important factor for convergence. The FAO Governance and Policy Support Discussion Paper series provides perspectives and concepts on critical governance and policy issues that are relevant to FAO work at country, regional and global levels. Discussion Papers are often based on work in progress, and we welcome suggestions and ideas by email at: [email protected]. The series is available at: http://www.fao.org/policy-support/resources/

It has contents that explicitly state that: - Weather is a non-monetary input in all agricultural operations. If weather based farming is done, the cost of cultivation of crops can be reduced at least by 10% and quality of the agricultural produce be improved by 2-3% - Past 10 days weather is as important as 10 day forecast of weather, in developing weather based technologies and making farm management decisions - Growing Degree Days are very much useful in predicting pests and helio- thermal units are highly useful in predicting diseases on crops. Reflecting on his teaching experience, research findings and extension activities the author provided a roadmap through this book for not only profitable agriculture in the odd events of weather disasters but also ways that enhance the prestige and dignity of the farmers.

Book excerpt: This report presents the findings of a multi-year FAO study undertaken on over 900 farms in ten different countries that measured, using field data, benefits gained through the use of innovative farming practices designed to boost the resilience of farmers in the face of natural disasters and other shocks. Its findings show that the use of good disaster risk reduction practices offer significant economic gains at the household level, and also that – because they are usually low-cost and easily implemented – they hold significant potential for reducing disaster risks at the national and regional scales as well. These results can guide farmers in making choices about how to manage risks, and have important implications for disaster risk policymaking as well.

Book excerpt: Globally, the number of natural disasters, the number of people affected and the impact of disaster are increasing. FAO assists countries in reducing disaster-related risks by providing early warnings of food production emergencies and helping to restore food production systems in disaster-affected areas. The urgency of emergency situations, however, often prevents the collection of sufficient georeferenced information. This publication introduces RADAR, a rapid disaster impact assessment tool for agriculture. Successful implementation of RADAR could improve disaster preparedness, facilitate timely relief operations and integrate risk and hazard awareness into longer-term agricultural development planning.

Book excerpt: This report aims to highlight the current strengths of the institutional disaster risk reduction (DRR) system for agriculture in Serbia as well as indicate existing gaps and capacity needs to further enhance it. A comprehensive assessment is conducted, which includes a general overview of the country’s agriculture sector and outlines the most frequent natural hazards that are impacting the sector. It is followed by an analysis of the existing legal, policy and institutional structure and discusses various components of the system, including the functioning of early warning systems, assessments of disaster risks, post-disaster needs assessments, including damages and losses assessments, and the availability of agricultural insurance for farmers. It concludes by providing recommendations for capacity-building interventions to strengthen the current system to reduce the adverse impacts of natural hazards, in particular, floods, landslides and droughts, and climate change on agriculture in Serbia.
