Book excerpt: This book, first published in 1989, explores the ideas, proposals and counterproposals surrounding the thorny issue of Cold War conventional force disarmament in Europe. European nations acknowledged the need to reduce military tensions, but divergences remained as to the concrete ways and means for the attainment of the security objectives on the basis of mutually acceptable reductions of their respective forces. A UNIDIR-organized conference examined these issues, and presented here are the conference reports and findings, together with speaker responses.

Book excerpt: Strange Allies examines three intersecting themes of fundamental importance to the international history of the period between the two world wars. First, and most broadly, it is a study of the international history of the pivotal ‘hinge years’, running from the onset of the Depression in late 1929 to the Nazi capture of power in Germany in early 1933. The second theme is the strategic relationship between Britain and France, the critical dynamic in the management of global and European international relations during this time of great fluidity and uncertainty. The most contentious and intractable issue that divided the two countries was the pursuit of international disarmament, which forms the third theme of the book. Strange Allies is based upon extensive research in British and French archives, as well as in the archives of the League of Nations in Geneva. The book’s focus on 1929–31 in particular makes a major contribution to the international history of the interwar period by re-examining the security and strategic policies of the second Labour government in Britain and of foreign minister Aristide Briand in the post-Locarno years in France. For 1931–33, the book looks at the impact of the great financial and economic crisis of 1931 on security and disarmament planning in Britain and France. It then considers the impact of the Anglo-French relationship on the instability of Europe and on the failure of the World Disarmament Conference. This book is the first detailed study of the Anglo-French relationship during a critical period which saw a reshaping of the boundaries of global security. Although the Anglo-French alliance is rightly seen to be pivotal to both the initial phase of implementing the Versailles settlement of 1919 and the efforts to contain Hitler and protect Europe after 1936, Strange Allies demonstrates the degree to which these states’ conflicting views of security were central to international relations in the years leading up to Hitler’s accession to power.

Available in PDF, EPUB and Kindle. Book excerpt: This business history analyzes the connections between private business, disarmament, and re-armament as they affected arms procurement and military technology transfers in Eastern Europe from 1919 to 1939. Rather than focusing on the negotiations or the political problems involved with the Disarmament Conferences, this study concerns itself with the business effects of the disarmament discussions. Accordingly, Schneider-Creusot, Škoda, Vickers, and their respective business activities in Eastern European markets serve as the chief subjects for this book, and the core primary sources relied upon include their unpublished corporate archival documents. Shifting the scope of analysis to consider the business dimension allows for a fresh appraisal of the linkages between the arms trade, disarmament, and re-armament. The business approach also explodes the myth of the 'merchants of death' from the inside. It concludes by tracing the armaments business between 1939 and 1941 as it transitioned from peacetime to war.

Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1985 The Decision to Disarm Germany offers a fresh approach to Britain’s First World War and Paris Peace Conference policy on the question of German military disarmament. It offers interpretations based on extensive research into unpublished records and private papers and provides important new conclusions about British policy. The book shows the interaction of domestic concerns and strategic considerations in the wartime development of British thinking on the issue of post-war German disarmament and in the post-Armistice formulation and implementation of Britain’s German disarmament policy. It establishes the crucial interrelationship in British thinking and policy between German disarmament and general disarmament. It also shows the interwar consequences of wartime attitudes and peace conference policy.

Book excerpt: During the Cold War, Europe - at both sides of the Iron Curtain - was the area with the highest concentration of nuclear weapons in the world. These weapons were integrated into the security policies and military strategies of either side and would have probably used early in a military confrontation. The revolution of 1989/1991 has changed the parameters of European security completely. The huge conventional forces of the Warsaw Treaty Organization have disappeared, the Soviet Union dissolved, as did the WTO. The rationale for keeping thousands of tactical nuclear weapons in Western Europe did thus no longer exist, and NATO reduced the number of these deployed weapons drastically. Yet, nuclear weapons play still a role in Western as well as in Russian military strategy, and they have a major impact on the way NATO enlargement is viewed in Moscow in the ways Russia reacts to this process, even though NATO has declared not to station muclear arms in any of the new member states. This is the framework within which the authors of this book inquire the thinking in European countries about nuclear weapons, security, arms control and disarmament. Their findings point to a considerable inertia of thinking. While in the United States, a major debate is under way to question the utility of nuclear weapons altogether and to explore possible pathes towards complete nuclear disarmament, such a debate is not discernible in Europe. Political elites are rather cautious; while they support the disarmament process in principle, and have clear ideas what the next steps might be, they are the more cautious the more far-reaching measures are proposed, and display considerable skepticism towards the ultimate goal of a world free of nuclear arms.

Available in PDF, EPUB and Kindle. Book excerpt: The development of the European Security and Defence Policy means that the EU also needs to respond to the global armaments agenda. However, as this book shows, this is a contested and under-researched policy space. There are conflicting pressures between the claims of trade and security. Should the EU armaments policy be aimed at securing defence industry competitiveness or military capabilities? Can it be autonomous or must it be transatlantic? What are the security priorities of the Union? Similar conflicts exist with the EUís commitment to the global disarmament agenda. Are its policies weakened by the pursuit of agendas using armaments for security and economic gain? Another dilemma of politics in the age of globalisation is the contradiction between system effectiveness and citizen participation. This book asks if supporters of Europeanisation of armaments and disarmament policy are really considering the question of continued democratic accountability. The contributions to this book map these contradictory pressures by critically analysing the EU as an armaments actor, as a disarmament actor and finally as a provider of a democratically accountable armaments policy space.
