This publication contains the text of multilateral treaties that focus on nuclear weapons, other weapons of mass destruction, conventional arms, and nuclear-weapon-free zones, all of which are essential for promoting peace and security. It also includes treaties in which disarmament and non-proliferation are important elements within a larger framework of issues, such as the Antarctic Treaty or the Agreement Governing the Activities of States on the Moon and Other Celestial Bodies. The United Nations Office for Disarmament Affairs hopes this book will be a useful tool for diplomats, researchers, those in the service of States parties to the various treaties and conventions, those States not yet parties, and in promoting and furthering the universalization of these instruments.

Available in PDF, EPUB and Kindle. Book excerpt: Disarmament is integral to the safeguarding and promotion of security, development, and human rights. Hundreds of millions of dollars are spent each year on disarmament operations, yet no comprehensive guide exists to explain clearly the international rules governing disarmament. This book seeks to fill that gap. It describes the international legal rules that govern disarmament and the operational, political, and technical considerations that govern their implementation. This book aims to support compliance, implementation, and further development of international disarmament law. Traditionally, disarmament focused on weapons of mass destruction. This remains a critically important area of work. In recent decades, the scope of disarmament has broadened to encompass also conventional weapons, including through the adoption of rules and regulations to govern arms transfers and measures to eliminate specific munitions from stockpiles and to destroy explosive remnants of war. There have also been four "generations" of programmes to address small arms and light weapons at national or sub-national level through disarmament, demobilisation, and reintegration (DDR) programmes during and following the end of armed conflict. While an internationally accepted definition of disarmament does not yet exist, it is widely agreed that disarmament encompasses or interrelates with prohibitions and restrictions on the development, production, stockpiling, testing, and transfer of weapons and on their destruction. In addition to clarifying these elements, chapters of this guide will also consider the relationship between disarmament and the law of armed conflict, and with the United Nations Security Council, human security, public health, and non-state actors.

Book excerpt: This volume seeks to start a revival of the field of disarmament law scholarship. Law is a fundamental component of disarmament, yet today, most perspectives on the wide range of disarmament issues that exist come primarily from political, diplomatic and public advocacy angles. The aim of this book is to revive the field of disarmament law building on earlier, important and still relevant contributions by international lawyers to the subject. The collection brings together international scholars on various aspects of disarmament. The contributions range across a variety of weapons types, adopt different approaches - doctrinal, historical and critical - to the issues being discussed and taken together, constitute a snapshot of the ideas, concerns and issues that currently occupy disarmament law scholars. The book will be essential reading for academics, researchers and policy-makers working in the area of disarmament.

Available in PDF, EPUB and Kindle. Book excerpt: When German physicists Otto Hahn and Fritz Strassman first split the uranium atom in 1938, they might have little imagined the potential power their experiments had unleashed. Since the United States successfully detonated the first atomic weapons in 1945, the entire world has lived in fear of annihilation. Technological advances in weaponry and, importantly, their delivery systems have only heightened the sense of dread. Yet, since the end of World War II, world governments have been unable to agree on a strategy for nuclear disarmament. This led first to the Cold War and ultimately to the proliferation of nuclear weapons throughout the world. This work examines the nuclear question within the framework of international law. The advent of the nuclear age and its impact on postwar peace and law is first covered. This is followed by analyses of the initial United Nations disarmament initiatives and the reasons they were doomed from the start. The globalization of the Cold War, the expansion of the nuclear arms race, and the START treaties and the legacy of 1970s-era detente efforts in the years leading up to the end of the Cold War are then detailed. How the United Nations reacted to the end of the Cold War and the prospects for disarmament in the 21st century are the subjects of the concluding section.

Available in PDF, EPUB and Kindle. Book excerpt: Thomas Graham Jr. played a role in the negotiation of every major international arms control and non-proliferation agreement signed by the United States during the past thirty years. As a U.S. government lawyer and diplomat, he helped to shape, negotiate, and secure U.S. ratification of such cornerstones of international security as SALT, START, and the ABM, INF, and CFE treaties as well as conventions prohibiting biological and chemical weapons. Graham’s memoir offers a history of the key negotiations which have substantially reduced the threat of nuclear war. His is a personal account of bureaucratic battles over arms control in six administrations, navigating among the White House, Congress, cabinet secretaries, and agencies with overlapping responsibilities and often competing interests. No comparable text brings together detailed analyses of so many pivotal documents in the history of the Cold War; it offers abundant primary source material for historians, international lawyers, and arms control specialists around the world. Disarmament Sketches also charts the rise and fall of the Arms Control and Disarmament Agency, the only U.S. government agency with primary responsibility for arms control policy, and lays out an agenda for continuing progress in reducing weapons stockpiles around the globe. Throughout his career, Graham has worked tirelessly to reverse the nuclear arms race and to persuade leaders around the world to make their nations safer by renouncing and reducing their weapons of mass destruction.

Book excerpt: `A unique and indispensible work that serves both as a basic introduction to the disarmament scene and a reference book for experts′ - Disarmament Times `This compendium of the history and achievements of arms control and disarmament efforts is unique in its kind and is likely to remain so. This for three reasons: first, because of its unparalleled comprehensiveness; second, because of the outstanding quality of its presentation, and, third, because of its author, Jozef Goldblat, one of the world′s leading experts in the field. This triad makes the updated Second Edition of Arms Control: The New Guide to Negotiations and Agreements a must for all concerned with international security in general and arms control in particular′ - Curt Gasteyger, Graduate Institute of International Studies, Geneva `The thesaurus of arms regulation and disarmament...a precious tool for negotiators and treaty makers′ - Ambassador V Petrovsky, Former Secretary-General of the Conference on Disarmament `Being the most comprehensive and authoritative compilation and analysis of arms control agreements available, this is an indispensable reference volume for students and practitioners of arms control and international security. The author has spent a lifetime in the study and practice of international security affairs: where international law and arms control agreements are concerned, there is no one better qualified than him′ - Sverre Lodgaard, Norwegian Institute of International Affairs, Oslo The revised and updated edition of Arms Control: The New Guide to Negotiations and Agreements contains the most authoritative and comprehensive survey ever published of the documents related to arms control. All major agreements reached since the second half of the nineteenth century through to mid-2002 are critically analysed and assessed. The assessment is made in the light of the international security environment, the developments in the field of weapon technology, the threat of nuclear, chemical and biological weapons proliferation, and the efforts to strengthen the humanitarian law of armed conflict. The accompanying CD-ROM reproduces full text and carefully selected excerpts of treaties, conventions, common understandings, statutes, charters, binding decisions of international bodies, final acts of international conferences, exchanges of letters and diplomatic notes. Multilateral agreements are followed by a list of parties. Enriched with new maps, tables and figures, as well as an expanded glossary and bibliography, the book will remain the definitive resource for students of international relations, journalists, diplomats and military strategists. Jozef Goldblat, the author, is Vice-President of the Geneva International Peace Research Institute (GIPRI), Resident Senior Fellow of the UN Institute for Disarmament Research (UNIDIR) and Associate Editor of Security Dialogue, published by SAGE for the International Peace Research Institute, Oslo (PRIO). He has studied the problems of arms control since the 1950s and has been involved in arms control negotiations. From 1969 to 1989 he directed the arms control and disarmament programme of studies at the Stockholm International Peace Research Institute (SIPRI). He has lectured at various universities and has written reports, articles and books on the arms race and disarmament. His latest publications include The Nuclear Non-Proliferation Regime: Assessment and Prospects, The Hague Academy of International Law, 1997, and Nuclear Disarmament: Obstacles to Banishing the Bomb, I. B. Tauris, 2000.
