In the years since, the scope and range of governmentally sanctioned kidnappings has spread exponentially, making enforced disappearances a truly global problem. This volume provides an in-depth legal investigation of involuntary disappearances as defined by national and international law. Beginning with a detailed discussion of what constitutes an enforced disappearance, it goes on to consider how various international organizations such as the United Nations view this problem. Using the Multiple Rights Approach, enforced disappearances are examined as a violation of internationally defined basic rights such as the right to personal freedom, the right to protection against torture and the right to a judicial remedy. Viewpoints of the Inter-American Court of Human Rights and the European System of Protection are scrutinized with special consideration regarding the international laws applicable to the problem. It relates how, starting in 1976, Argentina's military government tried to cripple the UN's human rights machinery in an effort to prevent international condemnation of its policy of disappearances. Initially this attempt succeeded, but in 1980—with encouragement from the Carter administration—UN officials regained the initiative and created a special working group on disappearances that rejuvenated the UN's efforts. This progress was abruptly halted in 1981 when the Reagan administration sided with the Argentinian regime. The result, claims the author, not only undercut the UN's actions against disappearances but also weakened its chances of playing a positive role in aiding Latin America's transition from dictatorship to democracy.

Focused empirically on contemporary (1985-2015) police killings and disappearances in favelas, particularly in Rio de Janeiro, the books argues that the invisibility of this phenomenon is the product of a colonial mindset – one that has persisted throughout Brazil’s experience of both dictatorship and re-democratisation and is traceable to the legacies of the Portuguese empire and the plantation system implemented. Analysing the development of the police as a colonial mechanism of social control, Villenave shows how the "war on drugs" reproduces this same colonial logic and renders some, overwhelmingly black, lives disposable and thus vulnerable to unchecked police brutality and death. It will be of interest to students and scholars of international politics and also contributes to critical security studies, postcolonial and de-colonial thought, global politics, the politics of Latin America and political geography.

It was established in 1983 by constitutional president Raúl Alfonsín to investigate the fate of thousands of people who had been disappeared by the state during the seventies. Upon publication in 1984, Nunca Más became a bestseller, was translated into several languages and won greater public importance when the military juntas were brought to trial and the court accepted the report as key evidence. The report’s importance was further enhanced with the adoption of CONADEP and Nunca Más as models for truth commissions established in Latin America, and when it was postulated as a means for conveying an awareness of this past to Argentina’s younger generations.
