Book excerpt: Publicly available archives of an internet discussion list for people who operate disability service offices at colleges and universities across the U.S. provided a unique insight into the values, interactions, and norms of this professional group. This study critically analyzed the discourse practices of this community. In and through their online interactions, these professionals define and construct the concept of "disability", attitudes toward students with psychiatric disabilities, and ideological positions on "reasonable" accommodations on the part of their institutions. It was found that some of these professionals are talking in a way that can bring harm to the subjects of their discussions ; it is important that this practice is revealed and remedies are taken. The analysis has provided many examples of how psychiatric disability is socially constructed as well as several examples of the decisionmaking process for accommodations. These features included unbalanced posting patterns, attempts at closure of discussions or debates, invoking greater expertise-experience or the Grand Discourse of law, and allowing misinformation, sarcastic humor, and damaging stereotypes to go unchallenged. The presence of hegemonic discourse in an archived list dedicated to disability support services in higher education has been confirmed. The use of power by DSS officials that results in prejudicial and discriminatory treatment of students with psychiatric disabilities was indicated by the discourse.

Book excerpt: The institution of disability, as it is perceived in the United States and most of Western civilization, signifies a site of oppression that has been historically neglected if not actively rejected by the hegemonic population of nondisabled people. While disability studies has congregated as a concerted effort of academic inquiry, scholars have largely approached disability from cultural and sociological perspectives and have focused on physical rather than cognitive disabilities. The field of rhetoric, as the study of discourse and its relation to the production and reception of meaning, offers vital perspectives for better understanding the institution of disability and may serve as a framework for first illuminating and then disempowering the discursive structures that have heretofore suggested that people with disabilities are deviant and inferior. This exposition aims to trace how and in what contexts the concept of disability has been formed as a rhetorical object via Foucauldian discourse analysis. The findings of this research elucidate how the disabled person has come to be known as a subject of the domain of disability through discursive knowledge-power relations. Though a rhetorical analysis may not alleviate the physical, intellectual, or emotional obstacles that may occur from the phenomena of disability, this project represents one step toward reshaping the oppressive paradigm of cultural thought regarding disability and the unjust hierarchization of human ability and worth.

Book excerpt: What happens when a group traditionally defined as lacking the necessary capacities of citizenship is targeted by government programs that have made 'citizenship inclusion' their main goal? Combining theoretical perspectives of political philosophy, social theory, and disability studies, this book untangles the current state of Western intellectual disability politics following the replacement of state institutionalisation by independent and supported living, individual rights, and self-determination. Taking its cue from Foucault's conception of 'biopolitics', denoting the government of the individuals and the totality of the population, its overarching argument is that the ambiguous positioning of people with intellectual disabilities with respect to the ideals of citizenship results in a regime of government that simultaneously includes and excludes people of this group. On the one hand, its members are projected to become ideal-citizens via the cultivation of citizenship capacities. On the other, the right to live independently and by their own choices is curtailed as soon as they are seen as failing with respect to the ideals of reason and rationality. Therefore, coercion, restraints, and paternalism, which were all supposed to end with deinstitutionalisation, are still ingrained in services targeting the group. In equal parts a theoretical work, advancing debates of critical disability theory, social theory, and post-structural philosophy, as well as an empirical engagement with the history of intellectual disability politics and the ways in which present day politics target the group, this book will be of interest to all students and scholars of disability studies, disability politics, and political theory.
