Book excerpt: Social Security Disability Insurance (SSDI) and Veterans Disability Compensation (VDC)--administered by the Social Security Administration (SSA) and the Department of Veterans Affairs (VA) respectively--are two of the largest federal disability programs, but strongly differ along several dimensions, including the populations served, how each program defines a "disability," as well as varying eligibility requirements. First, SSDI is an insurance program that replaces a portion of earnings for an eligible worker whose illness or injury--while not necessarily caused by a work-related incident--results in an inability to work. SSDI is one of several federal programs funded through the Federal Insurance Contributions Act (FICA) payroll tax and the Self-Employment Contributions Act (SECA) tax to which all workers and employers in covered occupations (including military personnel) and self- employed individuals make contributions. On the other hand, VDC is not insurance, but is a compensation program in that payments are made to veterans who develop medical conditions that are related to their service in the military. VDC is non-contributory and neither veterans nor active military personnel pay into the program, which is funded through a mandatory appropriation as part of the VA annual budget. Many of these people are barely able to make ends meet, and are forced to make difficult decisions about paying for one basic necessity over another. This often leads to stress-related conditions such as heart disease, depression and anxiety, and many poverty-stricken people who cannot afford to treat these medical problems themselves. Fortunately, federal and state governments provide income, health care and other benefits as safety nets for impoverished and economically vulnerable people. These come in the form of Social Security benefits, Medicaid and unemployment insurance. Government benefits are an important aspect of a healthy, productive society and serve as a fail-safe against widespread poverty. Without them, many would go without basics such as food, shelter clothing and health care. EXCERPT FROM THE BOOK Once the application is submitted, the SSA usually does not need require documentation from the applicant because the information can be easily verified by various government databases. However, if the Social Security Administration does request proof or other documentation of any information on the application, potential beneficiaries must turn in the required paperwork within the specified time frame to avoid a delay in receiving benefits. The most commonly requested documents include photo identification, Social Security cards, birth certificates, marriage certificates and tax returns. The SSA does not accept photocopies or faxes of these documents; applicants must send the original documents by mail. The Social Security Administration will mail them back at the end of the application process. Survivors Benefits When a worker dies, the Social Security Administration provides their family with survivor's benefits to help fill the income gap left behind. These come as both one-time and monthly payments. A worker must have earned at least six credits in the three years before his death for his family to receive survivors benefits... Book excerpt: The three largest federal disability programs providing cash assistance, which are administered by the Social Security Administration (SSA) and the Department of Veterans Affairs (VA), in 2001 collectively provided $89.7 billion in cash benefits to approximately 10.2 million adults with a physical or mental condition that reduced their earning capacity. With such an extensive cash outlay and such a large beneficiary population, it is important to use updated scientific, workforce, and economic information to evaluate claims for disability benefits. Over time, progress in the fields of medicine and technology has provided a better understanding of how disease and injury affect the ability to work. Likewise, changes in the labor market have affected the skills needed to perform work and the settings in which work occurs. Together, scientific advances and labor market changes redefine the extent that physical or mental conditions affect the ability of people with disabilities to work. If federal disability programs do not update scientific and labor market information used in assessing program eligibility, they risk overestimating the limiting nature of some disabilities while underestimating others. Moreover, not keeping abreast of this information puts federal programs at risk of undermining their efforts to help some persons with disabilities achieve economic independence or work to their full potential. Although the three largest federal disability programs differ in their underlying purpose, they face a similar underlying challenge. SSA administers both the Disability Insurance (DI) program and the Supplemental Security Income (SSI) program. DI provides benefits to workers with severe long-term disabilities who have enough work history to be insured for coverage under the program.

Out of the 1.9 million DOD nondisability and disability retirees, this report identified 59,251 individuals who received concurrent payments in FY 2013 from DOD retirement, VA disability compensation, and SSDI.
