E, discorre acerca das pessoas com deficiência e o direito à educação para esse grupo, de forma histórica, expondo o tratamento legal para a educação inclusiva, na ordem jurídica brasileira e portuguesa. E, por fim, trata do princípio da igualdade e a tutela das minorias que consolidam pressupostos lógicos do direito fundamental à educação das pessoas com deficiência, e aduz sobre a educação inclusiva como meio de efetivação do direito fundamental à educação às pessoas com deficiência.
