Book excerpt: This volume results from the first research conference organized by Computer Professional for Social Responsibility (CSPR). Each chapter is authored by a computer scientist addressing the social impact of computers. Four chapters describe the milieu in which computer science is managed and financed. Three chapters present software engineering analyses of cost reliability and safety and relate them to defence policy. Five chapters explore the implications of applying artificial intelligence technology in particular areas, from education to combat, and the final chapters confront present and future dilemmas from philosophical and ethical perspectives.

Book excerpt: The International Working Conference on Dependable Computing for Critical Applications was the first conference organized by IFIP Working Group 10. 4 "Dependable Computing and Fault Tolerance", in cooperation with the Technical Committee on Fault-Tolerant Computing of the IEEE Computer Society, and the Technical Committee 7 on Systems Reliability, Safety and Security of EWlCS. The rationale for the Working Conference is best expressed by the aims of WG 10. 4: " Increasingly, individuals and organizations are developing or procuring sophisticated computing systems on whose services they need to place great reliance. In differing circumstances, the focus will be on differing properties of such services - e. g. continuity, performance, real-time response, ability to avoid catastrophic failures, prevention of deliberate privacy intrusions. The notion of dependability, defined as that property of a computing system which allows reliance to be justifiably placed on the service it delivers, enables these various concerns to be subsumed within a single conceptual framework. Dependability thus includes as special cases such attributes as reliability, availability, safety, security. The Working Group is aimed at identifying and integrating approaches, methods and techniques for specifying, designing, building, assessing, validating, operating and maintaining computer systems which should exhibit some or all of these attributes. " The concept of WG 10. 4 was formulated during the IFIP Working Conference on Reliable Computing and Fault Tolerance on September 27-29, 1979 in London, England, held in conjunction with the Europ-IFIP 79 Conference. Book excerpt: Europe faces a challenge: how to apply information and communication technologies to health care. One problem is the widening gap between the expectations of citizens and the limited resources available to provide health services. It is here that advanced technology can serve as an important tool to find innovative and more efficient ways of delivering health services. This book reports the summary of a study performed under contract by a team of consultants for Directorate-General XIII of the Commission of the European Communities. It analyses the key factors governing the evolution of advanced information systems for health care and medicine in Europe and provides guidelines for placing current and future work within the framework of the Community research and development programmes.

Book excerpt: Delta-4 is a 5-nation, 13-partner project that has been investigating the achievement of dependability in open distributed systems, including real-time systems. This book describes the design and validation of the distributed fault-tolerant architecture developed within this project. The key features of the Delta-4 architecture are: (a) a distributed object-oriented application support environment; (b) built-in support for user-transparent fault tolerance; (c) use of multicast or group communication protocols; and (d) use of standard off the-shelf processors and standard local area network technology with minimum specialized hardware. The book is organized as follows: The first 3 chapters give an overview of the architecture's objectives and of the architecture itself, and compare the proposed solutions with other approaches. Chapters 4 to 12 give a more detailed insight into the Delta-4 architectural concepts. Chapters 4 and 5 are devoted to providing a firm set of general concepts and terminology regarding dependable and real-time computing. Chapter 6 is centred on fault-tolerance techniques based on distribution. The description of the architecture itself commences with a description of the Delta-4 application support environment (Deltase) in chapter 7. Two variants of the architecture - the Delta-4 Open System Architecture (OSA) and the Delta-4 Extra Performance Architecture (XPA) - are described respectively in chapters 8 and 9. Both variants of the architecture have a common underlying basis for dependable multicasting, i. e.

Book excerpt: The present book is based on the conference Software Development and Reality Construction held at SchloB Eringerfeld in Germany, September 25 - 30, 1988. This was organized by the Technical University of Berlin (TUB) in cooperation with the German National Research Center for Computer Science (GMD), Sankt Augustin, and sponsored by the Volkswagen Foundation whose financial support we gratefully acknowledge. The conference was an interdisciplinary scientific and cultural event aimed at promoting discussion on the nature of computer science as a scientific discipline and on the theoretical foundations and systemic practice required for human-oriented system design. In keeping with the conversational style of the conference, the book comprises a series of individual contributions, arranged so as to form a coherent whole. Some authors reflect on their practice in computer science and system design. Others start from approaches developed in the humanities and the social sciences for understanding human learning and creativity, individual and cooperative work, and the interrelation between technology and organizations. Thus, each contribution makes its specific point and can be read on its own merit. But, at the same time, it takes its place as a chapter in the book, along with all the other contributions, to give what seemed to us a meaningful overall line of argumentation. This required careful editorial coordination, and we are grateful to all the authors for bearing with us throughout the slow genesis of the book and for complying with our requests for extensive revision of some of the manuscripts.

Available in PDF, EPUB and Kindle. Book excerpt: The Social Impact of Computers should be read as a guide to the social implications of current and future applications of computers. Among the basic themes presented are the following: the changing nature of work in response to technological innovation as well as the threat to jobs; personal freedom in the machine age as manifested by challenges to privacy, dignity, and work; the relationship between advances in computer and communications technology and the possibility of increased centralization of authority; and the emergence and influence of artificial intelligence and its role in decision-making, especially in military applications. The book begins with background and historical information on computers and technology. Separate chapters then cover major applications: business, medicine, education, government; major social issues, including crime, privacy, work; and new technologies and problems: industry regulation, electronic funds transfer systems, international competition, national industrial policies, robotics and industrial automation, productivity, the information society, videotex. The final chapter discusses issues associated with ethics and professionalism. The material presented should be accessible to most university students who have had an introductory course in computer science. Self taught or sufficiently motivated individuals who have gained an understanding of how computers operate should also profit from this book. Especially useful are backgrounds in sociology, economics, history, political science, or philosophy.

Available in PDF, EPUB and Kindle. Book excerpt: Around the world, citizens in local communities are utilising ICTs to underpin the creation of a participatory and democratic vision of the network society. Embedded in the richness and diversity of community practice, a vision of a 'civil network society' is emerging. A society where ICTs are harnessed as tools to improve the quality of life and reflect the diversity of social networks; where people are viewed as citizens, not just as consumers, and where heterogeneity is perceived as a strength rather than a weakness. Community Practice in the Network Society looks at the broad context in which this is happening, presents case studies of local projects from around the world, and discusses community ICT research methodologies. Not only does it highlight the symbiotic relationship between community ICT practice and research, but it also provides evidence supporting the case for the development of more inclusive and participatory pathways to the network society.

Book excerpt: This major reference work represents the first attempt to confront, on a world-wide basis, the way computer associations face up to their own responsibilities in an age increasingly dominated by information and communication technology. The book deals with the codes of ethics and conduct, and related issues. It is the first book to deal with homogenous codes namely codes of national computer societies. Some thirty codes are compared and analysed in depth. To put these into perspective, there are discussion papers covering the methodological, philosophical and organisational issues.
