Book excerpt: This August 2015 issue of Direction of Trade Statistics (DOTS) Quarterly provide, for about 160 countries, tables with current data (or estimates) on the value of imports from and exports to their most important trading partners. The quarterly issues, yearbook, and CD-ROM of the DOTS present, for most member countries of the IMF, current figures on the value of merchandise exports and imports disaggregated according to their most important trading partners. Estimation occurs if a reporting country does not report trade with its partners for a specific period. Data are estimated for all partners and not for some of the partners. In the absence of some or all the monthly DOTS, quarterly or annual reported DOTS are used. When information is not reported and is inadequate to support the estimation techniques, the data are extrapolated using a matrix of trade among broad country groups.

Available in PDF, EPUB and Kindle. Book excerpt: International trade policy, including the trade policies of the European Union (EU), has become controversial in recent years. This book illuminates the politicised process of the EU’s contemporary trade negotiations. The book uses the notion of ‘contentious market regulation’ to examine contemporary EU Free-Trade Agreements (FTAs) with industrialised countries: the Transatlantic Trade and Investment Partnership with the USA (TTIP), the Comprehensive Economic and Trade Agreement with Canada (CETA), the EU-South Korea Agreement (KOREU), and the EU’s agreement with Japan (EU-Japan). It also analyses cross-cutting issues affecting trade policy, such as business dimensions, social mobilisation, parliamentary assertion, and investment. This book was originally published as a special issue of the Journal of European Integration.

Book excerpt: This book gives a detailed and precise analysis of the rise of Russian foreign policy in this decade. Russia's military interventions in Ukraine from 2014, and Syria from 2015, caused widespread surprise among Western policy communities including the United States. However, these interventions represented the culmination of two well-established trends that had been clearly identified by Russia-watchers over preceding years. These were first, a mounting perception of direct threat against Russia from the West, and second, Russia's own greatly increased capability for military or other action to respond to this perceived threat. In addition to the examination of Russia's use of military force in Ukraine and Syria, this book gives a complete insight into Russian diplomacy by analyzing the interference into the U.S. presidential elections, engagement with Latin America and interests in Sub-Saharan Africa. Contents: The Rise of Russia's Strength Prehistory Threat Perception Instability Before Libya The Arab Spring Libya Information Warfare Exclusion of Russia The Near Abroad Syria—2013 Syria—2015 Russia Is Back Outlook and Implications Summary of Policy Recommendations The Muscovite Mindset Russian Interference Into the U.S. Presidential Elections Description Technical Details Injection Flaws Cross-Site Scripting (XSS) Vulnerabilities Server Vulnerabilities Recommended Mitigations Detailed Mitigation Strategies Russian Engagement With Latin America Country-by-Country Impacts on the Region and on the United States Recommendations for U.S. Leadership Russian Interests in Sub-Saharan Africa History Russia's Presence Today — Political Priorities Economic Aims Resource Interests — Minerals Resource Interests - Energy Trade Arms Trade Brazil, Russia, India, China, and South Africa Implications for U.S. Policy Outlook

But new challenges have emerged in the region’s economies, including demographics and aging, the need to diversify from bank-dominated systems, urbanization and infrastructure, and the rebalancing of economic activity. This book takes stock of the challenges facing the region today and how economic systems in Asia’s advanced and emerging market economies compare with the rest of the world.

Available in PDF, EPUB and Kindle. Book excerpt: A Foreign Affairs Best Book of 2016 Today, nations increasingly carry out geopolitical combat through economic means. Policies governing everything from trade and investment to energy and exchange rates are wielded as tools to win diplomatic allies, punish adversaries, and coerce those in between. Not so in the United States, however. America still too often reaches for the gun over the purse to advance its interests abroad. The result is a playing field sharply tilting against the United States. “Geoeconomics, the use of economic instruments to advance foreign policy goals, has long been a staple of great-power politics. In this impressive policy manifesto, Blackwill and Harris argue that in recent decades, the United States has tended to neglect this form of statecraft, while China, Russia, and other illiberal states have increasingly employed it to Washington’s disadvantage.” —G. John Ikenberry, Foreign Affairs “A readable and lucid primer...The book defines the extensive topic and opens readers’ eyes to its prevalence throughout history...[Presidential] candidates who care more about protecting American interests would be wise to heed the advice of War by Other Means and take our geoeconomic toolkit more seriously. —Jordan Schneider, Weekly Standard

Book excerpt: This paper assesses external trade statistics in Lao PDR by looking at mirror statistics, and with reference to international experience in compilation and dissemination of external trade data. We find that exports could be underreported by 8 to 50 percent, while imports could be underreported by 30 to 70 percent, and the trade deficit could be 20 percent to 280 percent higher. Underreporting is concentrated in trade with major partners, including Thailand (17 percent of total trade), China (10 percent of total trade) and Vietnam (3 percent of total trade). On the export side, underreporting is concentrated in wood and wood products, while for imports it is concentrated in a much wider variety of products, including food, fuel, vehicles, machinery, chemical products, plastics and rubber, and construction materials. Possible sources and implications of these discrepancies are discussed.

Available in PDF, EPUB and Kindle. Book excerpt: The track record of military rapid response mechanisms, troops on standby, ready to be deployed to a crisis within a short time frame by intergovernmental organizations, remains disappointing. Yet, many of the obstacles to multinational actors launching a rapid and effective military response in times of crisis are largely similar. This book is the first comprehensive and comparative contribution to explore and identify the key factors that hamper and enable the development and deployment of multinational rapid response mechanisms. Examining lessons from deployments by the AU, the EU, NATO, and the UN in the Central African Republic, Mali, Somalia and counter-piracy in the Horn of Africa, the contributors focus upon the following questions: Was there a rapid response to the crises? By whom? If not, what were the major obstacles to rapid response? Did inter-organizational competition hinder responsiveness? Or did cooperation facilitate responsiveness? Bringing together leading scholars working in this area offers a unique opportunity to analyze and develop lessons for policy-makers and for theorists of inter-organizational relations. This work will be of interest to scholars and students of peacebuilding, peacekeeping, legitimacy and international relations.

Book excerpt: Growth in sub-Saharan Africa has weakened after more than a decade of solid growth, although this overall outlook masks considerable variation across the region. Some countries have been negatively affected by falling prices of their main commodity exports. Oil-exporting countries, including Nigeria and Angola, have been hit hard by falling revenues and the resulting fiscal adjustments, while middle-income countries such as Ghana, South Africa, and Zambia are also facing unfavorable conditions. This October 2015 report discusses the fiscal and monetary policy adjustments necessary for these countries to adapt to the new environment. Chapter 2 looks at competitiveness in the region, analyzing the substantial trade integration that accompanied the recent period of high growth, and policy actions to nurture new sources of growth. Chapter 3 looks at the implications for the region of persistently high income and gender inequality and ways to reduce them.
