India employs a three-tier federal tax structure, clearly demarcating authority among the Central Government, State Government, and Local Bodies. The Indian Constitution, in Article 265, explicitly decrees that taxes can only be levied or collected in accordance with the law. Article 246, in conjunction with Schedule 7, allocates legislative powers between the Central (Parliament) and State Government (State Legislative) through three distinct lists. Taxes represent an obligatory commitment imposed by a public authority, irrespective of the specific quantum of services rendered to the taxpayer and not as a punitive measure for any legal transgression. Among the issues addressed here are: the role of high taxation and excessive controls in fuelling tax evasion and hence black income; the adverse effects of black income on the macro economy; the resultant inefficiency, waste and sub-optimality in the economy and society; the limited success of technical remedies like the VDIS; and the need for structural remedial measures to curb speculation in real estate and electoral reform. This book traces the history of the growth of the size of the state over the last 100 years whilst also making international comparisons. There is a particular focus on recent and projected future developments which shows that, though the total level of government spending has not decreased significantly in recent years, there has been a big redirection of spending from some areas to others. The authors then examine the evidence on the relationship between taxation and economic growth. As well as reviewing recent literature, they also undertake new modelling that higher taxes are detrimental for growth. In the final part of the book, the whole UK tax system is reconsidered in a proper economic framework. The UK has one of the world’s most complex tax systems and its incoherence has increased over the last five years. Sweeping reforms are proposed to the system which wold involve abolishing around 20 taxes and the development of a simple, predictable tax system based on principles that should gain wide acceptance.
