Book excerpt: The United States and other countries around the world face problems of an increasingly global nature that often require major contributions from science and engineering that one nation alone cannot provide. The advance of science and engineering is an increasingly global enterprise, and in many areas there is a natural commonality of interest among practitioners from diverse cultures. In response to challenges, the National Academies held a workshop in Washington, DC, in February 2011, to assess effective ways to meet international challenges through sound science policy and science diplomacy. U.S. and International Perspectives on Global Science Policy and Science Diplomacy summarizes issues addressed during this workshop. Participants discussed many of the characteristics of science, such as its common language and methods; the open, self-correcting nature of research; the universality of the most important questions; and its respect for evidence. These common aspects not only make science inherently international but also give science special capacities in advancing communication and cooperation. Many workshop participants pointed out that, while advancing global science and science diplomacy are distinct, they are complementary, and making them each more effective often involves similar measures. Some participants suggested it may sometimes be more accurate to use the term global science cooperation rather than science diplomacy. Other participants indicated that science diplomacy is, in many situations, a clear and useful concept, recounting remarkable historical cases of the effective use of international scientific cooperation in building positive governmental relationships and dealing with sensitive and urgent problems. To gain U.S. and international perspectives on these issues, representatives from Brazil, Bangladesh, Egypt, Germany, Jamaica, Kazakhstan, Malaysia, Morocco, Rwanda, South Africa, and Syria attended the workshop, as well as two of the most recently named U.S. science envoys, Rita Colwell and Gebisa Ejeta.

Digital technology has changed the ways firms conduct business, individuals conduct social relations, and states conduct governance internally, but states are only just realizing its potential to change the ways all aspects of interstate interactions are conducted. Gabriella Paár-Jákli's study aims to advance theory and practice by examining the networks used by specialists in North America and Europe to achieve their policy goals in the area of science and technology. Her book suggests that to overcome policy problems transnationally, three critical factors should be considered. First, as science and technology policy becomes increasingly critical to resolving global issues, it should be regarded as an integral element of the foreign policy process. Second, as liberal international relations theory argues, the increasing role of NGOs must be taken seriously alongside states as vital agents of policy reform. Utilizing various techniques of social network analysis, her research indicates an active and structurally discernible network in cyberspace among transatlantic organizations, and demonstrates the role of virtual networks as facilitators of cooperative arrangements in transatlantic relations. Paár-Jákli's original research uses social network analysis to investigate transatlantic cooperation, a new approach that will be noteworthy to network and transatlantic scholars as well as policymakers.

Instead, informal, and often unwritten practices, form the basis of negotiations. Inside the UN Security Council analyses informal practices within Security Council decision-making, both in general and focused on the case of Darfur in the west of Sudan, to pull back the curtain on decision-making. Security Council negotiations on Darfur are analyzed in depth across issue areas of agenda-setting, sanctions, referral to the International Criminal Court, and peacekeeping. One way of understanding these informal practices is via the lens of legitimation. This is a useful approach because it brings to the fore the ways in which states seek legitimacy for themselves, and for Security Council decisions, as part of the negotiation process. Inside the UN Security Council introduces and develops the concept of legitimation practices to analyse the UN Security Council's decision-making. Legitimation practices shape the process and outcome of negotiations in two different ways. Internal legitimation practices, which relate to the legitimation of Security Council decisions, such as prioritizing unanimity, constrain and enable the text of resolutions. External legitimation practices such as 'doing something', even when it is known that it cannot be implemented, relate to the legitimation of actors in the negotiations and shape whether decisions can be reached at all. Foregrounding legitimation practices sheds light on seemingly contradictory moments within Security Council decision-making, such as the United States enabling the referral of the situation in Darfur to the International Criminal Court, despite its longstanding objections to the court and the capacity to veto the decision. The book draws on a wide range of primary and secondary sources, including original interviews with key decision-makers, to show that legitimation practices are an integral aspect of Security Council negotiations.
