Available in PDF, EPUB and Kindle. Book excerpt: In the late nineteenth and early twentieth century international rela tions took on new and frightening aspects. A resurgent nationalism sharpened the conflicts between states, while an increasing industrial ism afforded them the means to make war on a scale previously unimaginable. Never before had there been greater need for art and skill in the conduct of international negotiations. The statesmen in charge of this intercourse often fell far short of the ideal necessary to eliminate the tensions in international relations. They not only had to deal with problems of great complexity, but they varied greatly in their temperaments, in their abilities, and even in their inclinations to accommodate themselves to a solution. Nevertheless, traditional diplomacy made possible the orderly handling of international crises and kept open the lines of communication. With all its imperfections it contributed largely to the maintenance of the European order from the turbulent mid-century through La Belle Epoque. The colleagues and former students of Professor Case represented here share with him his interest in this aspect of history. They analyse the methods of diplomats and the policies they implemented in articles ranging from empires in Africa and Mexico to Turkey and the Eastern Question. But regardless of the diversity of the subjects treated they are never separated from the mainstream of the diplomatic policies of the great powers. Moreover, the articles represent the same approach to history and the same techniques employed by Professor Case.

Book excerpt: This is the first scholarly appraisal of relations between France and Mexico from the time Mexico achieved independence until Emperor Napoleon III decided to intervene and place Maximilian on the Mexican throne. Barker shows that economic, political, demographic, and behavioral factors led to chronic friction between the two countries and contributed to the buildup of an ideology of intervention. Book excerpt: Was Grand Admiral Alfred von Tirpitz' plan for naval expansion and the development of a "risk fleet" as a way to position Wilhelmine Germany as a world power to rival Britain so unique? This comparative study of the modern naval strategy of Germany, Britain, France, and the United States seeks to answer that question. First, Hobson is the only naval scholar to simultaneously compare the "Tirpitz Plan" with plans of the other leading nations of that time. Second, Hobson also interacts with how other scholars have assessed the complex interplay between naval history--both in and outside Germany--maritime law, and naval strategy. Hobson offers a unique interpretation of the causes and objectives of the German Imperial Navy at the end of the nineteenth century, forces that ultimately led to the First World War.

Available in PDF, EPUB and Kindle. Book excerpt: DIVIn America today, a public official’s lawful income consists of a salary. But until a century ago, the law frequently authorized officials to make money on a profit-seeking basis. Prosecutors won a fee for each defendant convicted. Tax collectors received a cut of each evasion uncovered. Naval officers took a reward for each ship sunk. The list goes on. This book is the first to document American government’s “for-profit” past, to discover how profit-seeking defined officials’ relationship to the citizenry, and to explain how lawmakers—by banishing the profit motive in favor of the salary—transformed that relationship forever./div

Available in PDF, EPUB and Kindle. Book excerpt: This book explores not only the formal constraints on the conduct of war throughout Western history but also the unwritten conventions about what is permissible in the course of military operations. Ranging from classical antiquity to the present, eminent historians discuss the legal and cultural regulation of violence in such areas as belligerent rights, the treatment of prisoners and civilians, the observing of truces and immunities, the use of particular weapons, siege warfare, codes of honor, and war crimes. The book begins with a general overview of the subject by Michael Howard. The contributors then discuss the formal and informal constraints on conducting war as they existed in classical antiquity, the age of chivalry, early modern Europe, colonial America, and the age of Napoleon. They also examine how these constraints have been applied to wars at sea, on land, and in the air, planning for nuclear war, and national liberation struggles, in which one of the participants is not an organized state. The book concludes with reflections by Paul Kennedy and George Andreopoulos on the main challenges facing the quest for humanitarian norms in warfare in the future.
