Hierzu soll die Frage „Führt die Digitalisierung im öffentlichen Sektor zu signifikant positiven Veränderungen des Vertrauens in die öffentliche Verwaltung?“ als Forschungsfrage der Arbeit dienen. Der grundlegende Theorieteil dieser Arbeit wird in drei Abschnitte unterteilt. Im ersten Abschnitt wird das Vertrauen in die Verwaltung thematisiert. Dazu werden zuerst die Bildung und der Verlust von Vertrauen erörtert und eine Arbeitsdefinition von (politischem) Vertrauen aufgestellt. Daran anschließend wird der Konflikt zwischen Bürokratie und Demokratie behandelt, um abschließend den spezifischen Forschungsstand zum Vertrauen in die Verwaltung zu präsentieren. Gegenstand des nachfolgenden zweiten Abschnitts des Theorieteils ist die Digitalisierung im öffentlichen Sektor. Hierbei werden zunächst die bisherigen Reformen im öffentlichen Sektor diskutiert, um sich daraufhin mit der Digitalisierung in Form von E-Government und Open Government auseinanderzusetzen. Durch die Konkretisierung am Beispiel Deutschland soll gezeigt werden, wie sich die Digitalisierung im öffentlich tatsächlich gestaltet und auswirkt. Der dritte und letzte Theorieabschnitt wird die beiden vorigen Abschnitte verknüpfen und den potenziellen Zusammenhang zwischen Digitalisierung im öffentlichen Sektor und Vertrauen in die Verwaltung behandeln. Dabei soll auch der einschlägige Forschungsstand zu diesem Themenkomplex dargestellt werden. Auf Grundlage der theoretischen Erkenntnisse erfolgt im Anschluss die Hypothesenbildung. Hieran knüpft die Operationalisierung der nachfolgenden Analyse an. Es werden die verwendeten Datensätze sowie die unabhängigen und abhängigen Variablen vorgestellt und die Wahl der Analysemethode begründet. Die Analyse selbst erfolgt mithilfe der Daten des Eurobarometers und des World Values Surveys, den beiden einzig verfügbaren Datensätzen zum Vertrauen in die Verwaltung. Im Analysefazit werden die Ergebnisse mit Hinblick auf die Hypothesen diskutiert und etwaige Limitationen erörtert. Abschließend werden im Gesamtfazit die zentralen Befunde dieser Arbeit mit Hinblick auf die Forschungsfrage zusammengefasst und weiterführende Fragen thematisiert.

Die Akzeptanz und das gegenseitige Vertrauen in diesem dualen System bilden den Kern von Einfluss und Möglichkeiten der Digitalisierung in und für die öffentliche Verwaltung in ihrer Umsetzung und setzen gleichzeitig die Grenzen für Erfolg oder Misserfolg für die Transmission einer zukünftigen „digitalen Verwaltung“ Zur Vereinfachung der Analyse des Themas sind die Akteure und ihre Partikularinteressen zu identifizieren und gegenüberzustellen. Dazu muss berücksichtigt werden, dass bei einer sich neu entwickelnden Technologie sich auch interessierte Gruppen nach ihren Individualinteressen im politischen Raum für ihre Belange und Sichtweise Gehör verschaffen wollen und, in einer offenen Gesellschaft, auch sollen und somit als Akteur Einfluss auf andere Akteure nehmen. Unzweifelhaft hat die Politik die Zeichen der „digitalen Zeit“ später als die Wirtschaft erkannt. Waren hier die ökonomischen Vorteile zunächst für den Anwender offensichtlich und für die Nutzer bequem, muss bei der öffentlichen Verwaltung berücksichtigt werden, dass zunächst der politische Wille über alle Bereiche in der Legislative und Exekutive zusammengeführt werden muss.

Die heutige Digitalisierung beschreibt auch die Auswirkungen des Einsatzes digitaler Medien in Politik und Verwaltung sowie Wirtschaft und Zivilgesellschaft. Diese technologische Entwicklung spielt auch für die öffentliche Verwaltung eine wichtige Rolle. Als Schlagwörter sind hier beispielsweise „E-Commerce“, „E-Government“, „E-Akten“ und „Verwaltung 4.0“. zu nennen. Dabei soll die Digitalisierung im öffentlichen Sektor unter anderem zur intelligenten Steuerung und Verbesserung kommunaler Infrastrukturen beitragen. Die Bundesregierung veröffentlichte dazu bereits im September 2014 ihr Regierungsprogramm „Digitale Verwaltung 2020“ um den Rahmen für das Handeln der Verwaltung in Bezug auf die Herausforderung einer nutzerorientierten, effizienten und innovativen Digitalisierung zu schaffen. Bereits ein Jahr später hieß es im Jahresbericht 2015 des Nationalen Normenkontrollrates: „E-Government lohnt sich und trägt entscheidend dazu bei, Gesetze und Verordnungen bürokratie- und kostenarm zu vollziehen“. Jedoch ist die Digitalisierung nicht das Endergebnis, sondern ein vielschichtiger Prozess der zunächst Investition, Innovation und manchmal langjährige Transformation beinhaltet. Book excerpt: Two stars of contemporary architecture explore the unique handling of light and heat in the architecture of Burkina Faso Across the African continent, but especially in the sub-Saharan regions, the light has a particularly stark quality, which becomes most apparent in relation to older buildings. Before electricity, architecture was required to make use of the sun as a light source within a building, while also protecting its inhabitants from the heat. This resulted in vernacular architecture that features very few or small openings, which consequently render the inside of a building near pitch black, while the outside is illuminated by sunshine that bears down mercilessly. On the initiative of the lighting technology company Zumtobel Group, photographer Iwan Baan (born 1975) and architect Francis Kéré (born 1965) set out to capture how the sun's natural light cycle shapes vernacular architecture in Burkina Faso with little to no artificial light sources. They traveled to three exemplary locations: communal compounds in Gando; the main mosque of Bobo Dioulasso; and the terraced houses in Dano. Baan's pictures are accompanied by architectural sketches by Francis Kéré, who himself grew up in this light environment and whose architecture is inspired by it. The stunning photographs are printed using a special technique, to give a sense of being immersed in the very light conditions documented here.

The memorandum declares the new Administration’s commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens’ trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous.
