[...] Um den Umfang der Arbeit nicht zu sprengen, habe ich eine Auswahl getroffen, die mir in Zusammenhang mit der Fragestellung interessant erscheint und die möglichst aktuell ist. Eine grobe Unterteilung ergibt sich gemäß der inhaltlichen Perspektive, unter der die Untersuchung stattfindet. Beispielsweise unter der Prämisse herauszufinden, welche Auswirkungen sich für den Rezipienten ergeben, forschen etliche Wissenschaftler. Untersucht werden die Auswirkungen und Folgen der Internetnutzung auf alle Bürger, wie von Leggewie, und mit besonderem Augenmerk auf die junge Generation, unter anderen von Tapscott. Inwiefern das Internet überhaupt für politische Information genutzt wird, in welcher Weise und mit welcher Auswirkung auf das politische Wissen, untersuchen Hagen und Mayer sowie Horstmann. Letzterer setzt sich dabei ebenso wie Saxer damit auseinander, ob Medieninhalte die Wissenskluft zwischen Rezipienten und Nichtrezipienten verbreitert. Andere Forscher hingegen untersuchen die Rückkoppelungen der Politikvermittlung via Internet auf die Vermittler, beziehungsweise das politische System an sich. So gehen beispielsweise Leggewie und Maar sowie Woyke der Frage nach, ob sich in Deutschland eine Medien-, ja sogar Beteiligungsdemokratie entwickelt - dank des Zusammenspiels von Internet und Demokratie. Auch letzterer Zusammenhang wird häufig thematisiert, unter anderen von Marschall, Müller-Gerbes und Kamps. Chancen und Risiken, die in der neuen Aufgabe liegen, Politik via Internet zu vermitteln, wägen Harth, Kruggel, Rilling sowie Jarren ab. Die Ergebnisse stelle ich hier nicht im Einzelnen vor, da ich zu den relevanten im Verlauf der Arbeit an geeigneter Stelle kommen werde. Neben diesen verschiedenen inhaltlichen Schwerpunkten lassen sich nach Winkel drei grundsätzliche Positionen unterscheiden. Die Netzoptimisten, die ein demokratisches Potenzial des Internets rückhaltlos befürworten. Ihnen gegenüber stehen die Netzpessimisten, die uneingeschränkt davor warnen, politische Funktionen ins Netz zu übertragen. Eine gemäßigte Position vertreten die Netzneutralisten, die Vor- und Nachteile abwägen. In meiner Bilanz werde ich auf die Inhalte und Argumente der einzelnen Richtung eingehen und in der Schlussbemerkung selbst Stellung beziehen.
