Daher ist es aus diversen Gründen wichtig, dass ihre Kreativität und ihre Potenziale nicht verschenkt werden. In dieser Arbeit beschäftige ich mich mit der Jugendarbeitslosigkeit in den Staaten der Europäischen Union. Ich werde darstellen, welche Folgen Arbeitslosigkeit für Jugendliche hat und wie die Jugendarbeitslosenquote sich seit der Gründung der EU bis heute verändert hat. Der besondere Fokus liegt hier bei der Entwicklung seit dem Ausbruch der „Eurokrise“. Außerdem werde ich beschreiben, welche Maßnahmen von Seiten der Mitgliedsstaaten und der Europäischen Union ergriffen wurden, um Jugendarbeitslosigkeit zu verhindern. Damit soll die Frage beantwortet werden, wie wichtig das Thema Jugendarbeitslosigkeit für die gesamte EU ist und warum in Zukunft alles dafür getan werden sollte, um die Erwerbslosigkeit von Jugendlichen endgültig zu beseitigen. Die statistischen Daten zur Jugendarbeitslosigkeit in Europa beziehen sich auf Berechnungen von „Eurostat“. Eine wichtige Quelle für diese Arbeit ist das Buch „Jugendarbeitslosigkeit in der Europäischen Union - Integration oder Marginalisierung“ von Barabara Tham. Thams Ausführungen über die Entwicklung der Jugendarbeitslosigkeit in der EU seit ihrer Gründung und ihre Ansichten zur Relevanz von Jugendarbeitslosigkeit für die Gesellschaft sind ein wichtiger Baustein der folgenden Arbeit.

Die anhaltend hohe Arbeitslosigkeit in der Bundesrepublik Deutschland stellt gegenwärtig eines der größten innenpolitischen und sozialen Probleme dar. Nach Angaben der Bundesagentur für Arbeit waren im Dezember 2007 insgesamt 3,776 Millionen Menschen in Deutschland ohne Beschäftigung. Bundesweit lag die Arbeitslosenquote somit im Dezember bei 9,0%. In der Hauptstadt Berlin waren im gleichen Zeitraum 238.344 Menschen arbeitslos gemeldet. Eine Arbeitslosenquote von 14,2% bedeutet bundesweit den vorletzten Platz - knapp vor Mecklenburg Vorpommern. Dieser Trend ist besonders Besorgnis erregend, da die bundesweite Wirtschaftsentwicklung ohnehin weit unter den internationalen Vergleichszahlen liegt. Den Ernst der Lage zeigt auch die gesunkene Zahl der sozialversicherungspflichtigen Stellen: Die Arbeitsagentur hat ein Minus von 2,8% gegenüber dem Vorjahr ermitteln können. Besonders viele Jobs gingen bei der Erziehung, in der Baubranche, beim verarbeitenden Gewerbe, in der Verwaltung und im Dienstleistungssektor verloren. Obwohl derartige Situationen aus der historischen Entwicklung heraus hinlänglich bekannt sind, scheint sich aber immer offensichtlicher eine Tendenz abzuzeichnen, die sich grundlegend von sämtlichen vorangegangenen Zeiten erhöhter Arbeitslosigkeit unterscheidet. Ein bisher unbekanntes Phänomen ist nämlich, dass die Arbeitslosigkeit in den vergangenen Jahren zugenommen hat und es zumindest aus kurz bis mittelfristiger Sicht zu keinem drastischen Rückgang der Arbeitslosigkeit kommen wird. Damit stieg die Arbeitslosigkeit im Monat Juli 2002 auf den höchsten Juli- Stand seit drei Jahren. Eine deutliche Verringerung der Zahl der Arbeitslosen werde nach Einschätzung der Bundesanstalt für Arbeit erst Ende des Jahres erfolgen.1 Dies war leider wieder einmal eine traurige Bestätigung für das herausragende ökonomische und soziale Problem der Bundesrepublik Deutschland seit Beginn der siebziger Jahre: Die Arbeitslosigkeit. Über die Notwendigkeit der Bekämpfung und Vermeidung der anhaltend hohen Arbeitslosigkeit herrscht Einigkeit unter Wissenschaftlern und Politikern, was Letztere besonders im Rahmen des derzeitigen Wahlkampfes immer wieder explizit hervorheben, nicht zuletzt, um Stimmenanteile zu gewinnen. Dabei ist Arbeitslosigkeit in Deutschland kein wirklich neues Phänomen. Es ist sicherlich unbestritten, dass die Ölpreisschocks 1973/74 und 1979/80 erheblich dazu beitrugen, dass die Arbeitslosenzahlen in Deutschland sprunghaft anstiegen.2 Die Vermutung, dass ein Wegfall der Entstehungsursache auch die Wirkung, d.h. das Niveau der Arbeitslosenzahlen, beeinflusst, ließ sich nicht bestätigen. Ungeachtet einer substantiellen Rückbildung der Ölpreise, relativ hoher Wachstumsraten des Sozialprodukts sowie günstiger Entwicklung anderer Faktoren verharrten die Arbeitslosenzahlen nahezu unbeweglich auf dem jeweils erreichten hohen Niveau. Dieses Verhalten der Arbeitsmärkte wird in den letzten Jahren in der Literatur zunehmend mit dem sog. Hysteresis- Phänomen erklärt.3 Die Bedeutung dieses Phänomens sowie dessen Anwendbarkeit auf die Arbeitslosigkeit in Deutschland wird im Folgenden detailliert herausgestellt. 1 vgl.
