Book excerpt: Smart financial management means more students served Community College Finance provides an introduction to best practices for community college leaders and their boards, with guidance on the complex regulations, processes, and considerations surrounding the financial management of these unique institutions. As community colleges continue to increase in importance, this book provides non-technical yet extensive information to guide current and future leaders toward the establishment of effective processes to secure and maintain the funding that is so crucial to the education and future of millions of students nationwide. Readers will gain insight into the background and foundation of community college finance and learn the essentials of practice in today's economic and political climate. The discussion covers student financial aid, tuition, budgeting, and more, and explores the future of federal policy and what it means for the institutions that play such a critical role in the nation's educational system. Over eight million students attend more than a thousand community colleges in the United States today, and those colleges are now facing the retirement of their founding generation of leadership. Meanwhile, the balance between traditional funding sources is shifting as new models and approaches are being implemented, and comprehensive, guiding resources are lacking. This book fills that need with expert insight reflecting current realities and a true understanding of the challenges community colleges face. Readers will: Delve into factors affecting funding and the cost of attendance Develop a budgeting style and process that serves the institution Learn to manage fiscal crises effectively without reducing standards Consider the future of federal policy and how it will affect budgeting At a time when a difficult economy raises questions about the value of higher education, the value that community colleges offer becomes ever more clear. Community College Finance provides the guidance leaders need to help their institutions flourish.

Book excerpt: Welch (2003) believed that one of the most significant challenges facing community colleges is generating enough revenue to promote the mission, goals, and objectives of the community college. According to Kenton (2005), community colleges thrive on revenue generated from tuition and fees, federal and state programs and endowments. Resource development is income generated activities established by community colleges (Glass & Jackson, 1998b). This dissertation explores resource development at Mississippis Community and Junior Colleges. Secondly, it determines whether revenue generated from fundraising serves the colleges needs. Thirdly, it distinguishes the various types of resource development activities the colleges and junior colleges used to raise funds. Lastly, this research explores the operation integration and organizational structure of resource development at Mississippis Community and Junior College. The results of this study demonstrated how the community and junior colleges in Mississippi operate their grants office while in concert with their foundation office. This study revealed the connection between grants functions and grant development at the community and junior college level. The trend has shifted from capital campaigns to cooperative funding in conjunction with community based organizations affiliated with the colleges. Community colleges have to initiate annual fund drives, capital campaigns, special events, and business partnerships in order to secure the necessary resources to survive in the competitive educational environment.

Fundraising in a recession is not fun, but is necessary. As bad as this economic downturn has been for community and junior colleges in Mississippi, those who survive will have learned lessons that will prove invaluable later, whether times are good or times are bad. Community and junior colleges will have to compare strategies used by four year colleges for developing sufficient revenues from fundraising.

Book excerpt: Urban community colleges--and the cities they serve--are undergoing rapid, multidimensional changes in response to new conditions and demands. The challenge for all community colleges, regardless of size or location, is to reinvent themselves so they can better meet the particular needs of their respective communities. This national higher-education mandate is vital to democracy itself, especially given the multiracial nature of metropolitan areas, where challenges and opportunities have always been most pronounced. This volume looks at how urban colleges are vigorously exploring new strategies for sustainability and success. Some of the most prominent practitioners examine every major aspect of the change-engagement process, including the role of governing boards, workforce development, community partnerships, and redesign of outdated business and finance models. This is the 162nd volume of this Jossey-Bass higher education quarterly report series, an essential guide for presidents, vice presidents, deans, and other leaders in today's open-door institutions, this quarterly provides expert guidance in meeting the challenges of their distinctive and expanding educational mission.

Book excerpt: Decades before Occupy Wall Street challenged the American financial system, activists began organizing alternatives to provide capital to “unbankable” communities and the poor. With roots in the civil rights, anti-poverty, and other progressive movements, they brought little training in finance. They formed nonprofit loan funds, credit unions, and even a new bank—organizations that by 1992 became known as “community development financial institutions,” or CDFIs. By melding their vision with that of President Clinton, CDFIs grew from church basements and kitchen tables to number more than 1,000 institutions with billions of dollars of capital. They have helped transform community development by providing credit and financial services across the United States, from inner cities to Native American reservations. Democratizing Finance traces the roots of community development finance over two centuries, a history that runs from Benjamin Franklin, through an ill-starred bank for African American veterans of the Civil War, the birth of the credit union movement, and the War on Poverty. Drawn from hundreds of interviews with CDFI leaders, presidential archives, and congressional testimony, Democratizing Finance provides an insider view of an extraordinary public policy success. Democratizing Finance is a unique resource for practitioners, policymakers, researchers, and social investors.

This book was released on 1988 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: This review of state approaches to community college financing includes information from 42 states, representing 97% of the total community college enrollments in the country. Section I offers a brief analysis of the status of community college financing in 1988, highlighting several changes in resource allocation methods. The report notes that funds are directed to institutions on the basis of individual and/or system negotiation instead of by full-time student equivalent (FTE); that the political influence of the system/institution has increasingly become a major factor in determining allocations; and that states are increasingly computing allocations based on a "cost to continue" with an increased number of instances of funding for defined categorical aid. Section II presents tables showing, for each state: (1) operating funds by source; (2) sources of state appropriations by percent for general operating and unrestricted funds; (3) mean expenditures of operating costs for credit programs; (4) rank order of states by reported expenditure per FTE student; (5) states reporting or anticipating changes in methods of financial support; (6) state funds which are categorical or for limited use; (7) sources of funds for capital outlay; (8) sources of funding for noncredit courses; (9) tuition/fee changes; (10) financial aid changes; (11) state provisions for colleges experiencing enrollment declines; and (12) state financial problems. Section III offers brief case studies of the financial situation in each state, grouped by type of funding method. Finally, section IV suggests revised criteria for financing community colleges. A 23-item bibliography is included. (UCM)

Book excerpt: Drawing from a national survey of state-level community college financial policies and procedures, this report reviews trends in financial support, community college expenditures, tuition, and financial aid. Introductory material examines the relationship among enrollment, tuition, and financial aid. Based on data from 37 states, part I focuses on community college funding indicating an increase in overall levels of support. Data are provided on sources of operating funds by percentage of total funds available, state appropriations for all education, sources of state funds for general operating expenditures; funds allocated on the basis of program costs; reported changes in support mechanisms since fiscal year 1986; sources of funding for non-credit programs; funding for operations by means other than enrollment calculations; percentage of total state funds in support of categorical programs; sources of funds for capital outlay; and sources of local tax revenue in support of community colleges. Part II contains data on mean expenditures per full-time equivalent (FTE) student, including comparable data for 1985. This section also provides information on full-time and part-time headcount enrollments, as well as annual FTE student enrollment figures. States are listed in rank order by expenditure per FTE. Part III offers additional information on the financial support of community colleges, pointing to tuition and fee increases by state and changes in student financial aid. This section concludes with survey responses regarding the most critical problems facing community colleges. The questionnaire and a list of respondents are included. (JMC)

Available in PDF, EPUB and Kindle. Book excerpt: Sustaining fiscal support for community colleges has becoming increasingly difficult in an era marked by recurrent recessions, legislator reluctance to raise taxes, and intense competition for scarce resources from health care, K-12 education, and other pressing demands on state treasuries. After introductory chapters that provide historical, political, and economic perspectives on the fiscal environment in which commuity colleges operate, this volume describes institutional approaches to securing adequate funding in the face of fiscal uncertainty. Chapter authors provide guidelines for fundraising, leveraging corporate support through cooperative education programs, securing government grants for workforce development, managing mill levy elections for increased local tax support, and realigning budget priorities in the face of economic downturns. The volume also discusses the implications of today's changing fiscal environment for community college presidents and the skills they need to sustain adequate funding in the face of unpredictable revenue streams. This is the 132nd volume of the Jossey-Bass quarterly report series New Directions for Community Colleges.
