New permit applications for 30 reactors have been filed in the United States, and another 150 are planned or proposed globally, with about a dozen more already under construction. In the United States, interest appears driven, in part, by provisions in the 2005 Energy Policy Act authorising streamlined licensing that combine construction and operating permits, and tax credits for production from advanced nuclear power facilities. Moreover, the U.S. Department of Energy proposes to spend billions of dollars to develop the next generation of nuclear power technology.

Book excerpt: There has been a substantial resurgence of interest in nuclear power in the United States over the past few years. One consequence has been a rapid growth in the research budget of DOE's Office of Nuclear Energy (NE). In light of this growth, the Office of Management and Budget included within the FY2006 budget request a study by the National Academy of Sciences to review the NE research programs and recommend priorities among those programs. The programs to be evaluated were: Nuclear Power 2010 (NP 2010), Generation IV (GEN IV), the Nuclear Hydrogen Initiative (NHI), the Global Nuclear Energy Partnership (GNEP)/Advanced Fuel Cycle Initiative (AFCI), and the Idaho National Laboratory (INL) facilities. This book presents a description and analysis of each program along with specific findings and recommendations. It also provides an assessment of program priorities and oversight.

Book excerpt: Interest in expanding nuclear power to cope with rising demand for energy and potential climate change places increased attention on the nuclear fuel cycle and whether significant moves are being taken towards ensuring sustainability over the long term. Future nuclear power programme decisions will be increasingly based on strategic considerations involving the complete nuclear fuel cycle, as illustrated by the international joint projects for Generation IV reactors. Currently, 90% of installed reactors worldwide operate on a once-through nuclear fuel cycle using uranium-oxide fuel. While closing the fuel cycle has been a general aim for several decades, progress towards that goal has been slow. This report reviews developments in the fuel cycle over the past ten years, potential developments over the next decade and the outlook for the longer term. It analyses technological developments and government actions (both nationally and internationally) related to the fuel cycle, and examines these within a set of sustainability parameters in order to identify trends and to make recommendations for further action

Book excerpt: The material that sustains the nuclear reactions that produce energy can also be used to make nuclear weapons-and therefore, the development of nuclear energy is one of multiple pathways to proliferation for a non-nuclear weapon state. There is a tension between the development of future nuclear fuel cycles and managing the risk of proliferation as the number of existing and future nuclear energy systems expands throughout the world. As the Department of Energy (DOE) and other parts of the government make decisions about future nuclear fuel cycles, DOE would like to improve proliferation assessments to better inform those decisions. Improving the Assessment of the Proliferation Risk of Nuclear Fuel Cycles considers how the current methods of quantification of proliferation risk are being used and implemented, how other approaches to risk assessment can contribute to improving the utility of assessments for policy and decision makers. The study also seeks to understand the extent to which technical analysis of proliferation risk could be improved for policy makers through research and development.

Available in PDF, EPUB and Kindle. Book excerpt: An analysis of the current (February 2009) status and future potential of India's nuclear fuel cycle is presented in this book. Such a fuel cycle assessment is important, but relatively opaque because India regards various aspects of its nuclear fuel cycle as strategically sensitive. Any study therefore necessarily depends upon reverse calculations based on the information that is available, expert assessments, engineering judgment and anecdotal information. In this work every effort is made to provide transparency to these foundations, so that changes can be made in light of alternative expectations or subsequent information. This book should be of interest to policy experts, governmental specialists, technologists, nuclear technologists, and others seeking to understand and explain the associated facts and potential consequences of the recent U.S.-India civil nuclear accord. Table of Contents: Introduction / A Brief History of the Indian Nuclear Program / Indian Nuclear Facilities / Fuel Cycle Analysis: From Beginning to Present Day / Fuel Cycle Analysis: Future Projections / Alternate Reactor Systems / Conclusions / Acknowledgements

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, activities related to the nuclear fuel cycle have expanded globally. In addition, the complexity of the nuclear fuel cycle market has increased with the emergence of new providers of fuel cycle services. In this context, a need was perceived for a compilation of country profiles on nuclear fuel cycle activities in a form which could be easily understood both by experts and by the public, and which should lead to a greater understanding of these activities worldwide. Furthermore, such information would improve the transparency of nuclear energy development in general. The first edition was published in 2001 and showed the status of the nuclear fuel cycle at the end of 1999. Essentially, this second edition represents the status of the nuclear fuel cycle at the end of 2002 and consists of two parts: the first part is a review of worldwide activities related to the nuclear fuel cycle; the second comprises the country profiles, reflecting each country's status with regard to nuclear fuel cycle activities. The second part incorporates a graphical representation of material flow in the nuclear fuel cycle of each country.

This project sought to build consensus on common goals, address practical challenges, and engage a spectrum of actors that influence policymaking regarding the nuclear fuel cycle. The project also tackled one of the toughest issues—spent nuclear fuel and high level waste—to see if solutions there might offer incentives to states on the front end of the nuclear fuel cycle and address the inherent inertia and concerns about additional burdens and restrictions that have stalled past efforts to improve the robustness of the nonproliferation regime. This report presents the group’s conclusions that a best-practices approach to the nuclear fuel cycle can achieve these objectives and offer a path to a more secure and sustainable nuclear landscape.

Book excerpt: Current U.S. nuclear energy policy focuses on the near-term construction of improved versions of existing nuclear power plants. All of today's U.S. nuclear plants are light water reactors (LWRs), which are cooled by ordinary water. Under current policy, the highly radioactive spent nuclear fuel from LWRs is to be permanently disposed of in a deep underground repository. The Bush Administration is also promoting an aggressive U.S. effort to move beyond LWR technology into advanced reactors and fuel cycles. Specifically, the Global Nuclear Energy Partnership (GNEP), under the Department of Energy (DOE) is developing advanced reprocessing (or recycling) technologies to extract plutonium and uranium from spent nuclear fuel, as well as an advanced reactor that could fully destroy long-lived radioactive isotopes. DOE's Generation IV Nuclear Energy Systems Initiative is developing other advanced reactor technologies that could be safer than LWRs and produce high-temperature heat to make hydrogen. DOE's advanced nuclear technology programs date back to the early years of the Atomic Energy Commission in the 1940s and 1950s. In particular, it was widely believed that breeder reactors -- designed to produce maximum amounts of plutonium from natural uranium -- would be necessary for providing sufficient fuel for a large commercial nuclear power industry. Early research was also conducted on a wide variety of other power reactor concepts, some of which are still under active consideration. Although long a goal of nuclear power proponents, the reprocessing of spent nuclear fuel is also seen as a weapons proliferation risk, because plutonium extracted for new reactor fuel can also be used for nuclear weapons. Therefore, a primary goal of U.S. advanced fuel cycle programs, including GNEP, has been to develop recycling technologies that would not produce pure plutonium that could easily be diverted for weapons use. The "proliferation resistance" of these technologies is subject to considerable debate. Much of the current policy debate over advanced nuclear technologies is being conducted in the appropriations process. For FY2009, the House Appropriations Committee recommended no further funding for GNEP, although it increased funding for the Generation IV program. Typically, the Senate is more supportive of GNEP and reprocessing technologies. Recent industry studies conducted for the GNEP program conclude that advanced nuclear technologies will require many decades of government-supported development before they reach the current stage of LWRs. Key questions before Congress are whether the time has come to move beyond laboratory research on advanced nuclear technologies to the next, more expensive, development stages and what role, if any, the federal government should play.
