Unfortunately, the methods and specifications for current mix design provide little in terms of guidance or criteria to assure that the aggregate gradation selected will result in a favorable aggregate structure that increases mixture resistance to rutting and cracking. Consequently, there is a clear need for mix design guidelines and criteria, particularly as related to the gradation of the coarser aggregate used in the mixture. The main purpose of this research was to develop an approach to analyze and evaluate mixture gradation to determine whether the coarse aggregate will interlock sufficiently to provide necessary resistance to deformation and fracture. The approach would provide the basis for developing mix design guidelines and specifications for improved performance of asphalt mixtures.

Warm mix asphalt (WMA) refers to asphalt concrete mixtures that are produced at temperatures approximately 50°F (28°C) or more cooler than typically used in the production of hot mix asphalt (HMA). The goal of WMA is to produce mixtures with similar strength, durability, and performance characteristics as HMA using substantially reduced production temperatures. There are important environmental and health benefits associated with reduced production temperatures including lower greenhouse gas emissions, lower fuel consumption, and reduced exposure of workers to asphalt fumes. Lower production temperatures can also potentially improve pavement performance by reducing binder aging, providing added time for mixture compaction, and allowing improved compaction during cold weather paving. Appendices to NCHRP Report 691 include the following. Appendices A, B, and D are included in the printed and PDF version of the report. Appendices C and E are available only online.

Book excerpt: A research project was conducted to identify and document current modifications to ARIZONA 815c (75-blow Marshall method) used to develop gap-graded asphalt rubber asphalt concrete (GG AR AC) mix designs, and to develop and test improvements to provide a standard mix design method for use by contractors and consultants. Based on field performance data provided by the Arizona Department of Transportation (ADOT), the existing mix design method was successful and should serve as the standard for comparison of proposed improvements. Best practices were synthesized to develop proposed improvements. Three aggregate sources and two asphalt rubber (AR) binders were used for initial testing of the existing (control) mix design method and of the proposed changes. Rebound of compacted AR AC specimens was evaluated, as were Rice test results at 6% and 7% AR binder by weight of mix. The composition of the AR binders (rubber gradation and content) had more effect on the results than which mix design method was used. Additional replicate testing was performed by MACTEC and ADOT to confirm these findings. Changes to the AR AC mix design method consist primarily of making and curing Rice specimens in the same manner as Marshall specimens, tighter temperature ranges for mixing and compaction, incorporating Asphalt Institute calculations in a "User's Guide," and improving presentation. An ADOT construction project was used as an "acid test" to pilot the proposed mix design method and provide materials for a four-laboratory round robin to evaluate the precision of testing AR AC materials. The precision of round robin testing appears very similar to that of conventional asphalt concrete mixtures based on data from Proficiency Sample Programs of the AASHTO Materials Reference Laboratory and ADOT. The results indicate that the mix design method developed can be used by qualified laboratories to provide suitable AR AC mix designs

In addition, there are several new additives, polymers, rubbers, and high-quality binder types incorporated into asphalt mixtures today. Volumetric mixture design methods are not capable of capturing the benefits of using all these new technologies on asphalt mixture performance. Furthermore, the interaction of virgin binders with reclaimed asphalt pavement (RAP) mixtures with high binder replacement contents and the level of RAP binder blending into the asphalt mixture are still not well understood. Due to all these complications related to the more complex structure of today's asphalt mixtures, simple volumetric evaluations to determine the optimum binder content may not result in reliable asphalt mixture designs. Two volumetrically identical mixtures may provide completely different rutting and cracking performance according to laboratory tests. For all these reasons, in this study, a procedure to incorporate performance tests for rutting and cracking (with a new long-term aging protocol developed in this study) into current asphalt mixture design methods was developed to be able to validate or revise the optimum binder content determined by the volumetric mix design method. Developed balanced mix design method is expected to improve the long-term performance of asphalt-surfaced pavements in Oregon.

Book excerpt: The Virginia Department of Transportation (VDOT), as with many owner agencies, is interested in ways to facilitate the increased durability of asphalt mixtures in an effort to make its roadway network more sustainable, longer lasting, and more economical. The balanced mix design (BMD) method addresses this through the incorporation of performance criteria into mix design and acceptance. VDOT has committed to the implementation of the BMD method in an effort to improve asphalt mixture performance. The purpose of this study was to continue advancing efforts toward VDOT’s implementation of BMD by developing a performance-based mix design roadmap for application in Virginia. The proposed roadmap was developed to provide guidance on the specific needs and activities necessary for VDOT to adopt the BMD concept. A specific need outlined in the roadmap was to validate and/or refine the selected initial performance tests and associated test threshold criteria. To accomplish this, 13 asphalt mixtures were evaluated using performance-measuring laboratory tests. The results of these tests were used to assess the initial performance tests and test threshold criteria selected for BMD use. The proposed roadmap is intended to be an evolving resource for outlining the agenda of activities necessary for implementation of BMD. The roadmap identified specific needs addressed in this study. Based on the results for the mixtures evaluated as part of those needs, the Asphalt Pavement Analyzer (APA) rut test (hereinafter “APA test”); indirect tensile cracking test (IDT-CT) (hereinafter “IDT-CT test”); and Cantabro mass loss test (hereinafter “Cantabro test”) are suitable for continued use in BMD. The current threshold criteria for all three tests were reasonable, based on additional testing and analysis. The study recommends that the roadmap for BMD continue to be refined to provide a clear direction of the activities necessary for implementation and serve as a resource to evaluate progress. VDOT should continue to use the APA, IDT-CT, and Cantabro tests for BMD. The APA and IDT-CT test results should be compared and correlated with those of fundamental rutting and cracking tests, respectively, and with performance predictions obtained from mechanistic-empirical pavement design simulations and field performance for full assurance that test threshold values are appropriate. In addition, the differences in test results attributable to mixture reheating and different specimen types, such as laboratory-compacted specimens and field cores, should be addressed. The study further recommends evaluating the Cantabro, IDT-CT, and APA test results to determine acceptable variability and establish precision statements.

Book excerpt: This dissertation integrates and assesses in-service hot mix asphalt pavement data from several typically available but disconnected data sources to inform pavement policy and specification development. This in-service pavement data approach captures connected pavement data from different stages of pavement projects (e.g. mix design, construction, performance after completion) to better understand the relationship between actual in-service performance and mix design, structural design, and construction variables. The dissertation addresses the following research question: what is the value of the in-service pavement data approach in developing hot mix asphalt pavement policy and specifications? To test this question, the dissertation applies this approach using data from 2007 to 2017 to investigate several current Washington State Department of Transportation (WSDOT) research questions. Using the in-service pavement data approach, WSDOT pavement performance questions regarding (1) 3/8-inch versus 1/2-inch nominal maximum aggregate size (NMAS) mixtures, (2) the influence of elevated in-place density mixtures and other mixture characteristics, and (3) high-reclaimed asphalt pavement (RAP) (> 20%) versus up-to-20%-RAP mixtures are analyzed. High level findings include: (1) there is no statistical evidence to suggest a difference in performance between 3/8-inch and 1/2-inch NMAS mixtures; however, the cracking/rutting performance of 3/8-inch NMAS mixtures may be trending higher for older mixtures (ages 9-10); (2) there is no field evidence to suggest an apparent trend between elevated density and increased cracking/rutting performance; however, fine-graded mixture cracking performance may be trending higher than coarse-graded mixtures for older contracts (ages 8-10) and no contracts with a density of 94% or higher perform poorly ([less than or equal to] 50 cracking/rutting condition value); and (3) there is no statistical evidence to suggest a difference in performance between high-RAP (> 20%) and up-to-20%-RAP mixtures. Ultimately, the in-service pavement data approach is a repeatable framework that can be used to better understand the relationship between actual in-service performance and mix design, structural design, and construction variables. Additionally, it is generalizable to any field with large data sets on in-service pavements (e.g. airfields, highways, etc.). Towards this end, the in-service pavement data approach and high-level findings of the WSDOT case studies may be applicable to the U.S. Air Force pavement program.
