Book excerpt: This major six-volume project, co-published with Macmillan, covers the historical experience of the peoples and societies of the Caribbean region from the earliest times to the present day. The sixth volume brings this series to an end as it takes in the whole of the modern period from colonial conquest and domination to decolonization; the Cold War from start to finish; the disintegration of the Soviet Union; and the renewed instability in certain areas. Not only did the colonial regimes lay a new patina over the region, but nationalism remoulded all old identities into a series of new ones. That process of the twentieth century was perhaps the most transformative of all after the colonial subjugation of the nineteenth. While it has been the basis of remarkable stability in vast stretches of the region, it has been a fertile source of tension and even wars in other parts. The impact and the results of such changes have been astonishingly variable despite the proximity of these states to each other and their being subject to, or driven, by virtually the same compulsions.

Available in PDF, EPUB and Kindle. Book excerpt: Agriculture plays a pivotal role in the economy and development of Pakistan providing food to consumers, raw materials to industries, and a market for industrial goods. Unfortunately, agricultural production is stagnant due to several barriers including a fixed cropping pattern, reliance on a few major crops, a narrow genetic pool, poor seed quality, and a changing climate. In addition, the high cost of production, weak phytosanitary compliance mechanisms, and a lack of cold chain facilities makes Pakistan agriculturally uncompetitive in export markets. Despite all these issues, agriculture is the primary industry in Pakistan and small farmers continue to dominate the business. Small farmers grow crops for subsistence under a fixed cropping pattern and a holistic approach is required to develop agriculture to improve the livelihoods of the rural populace. This book presents an exhaustive look at agriculture in Pakistan. Chapters provide critical analyses of present trends, inadequacies in agriculture, strategic planning, improvement programs and policies while keeping in view the natural resources, plant- and animal-related agricultural production technologies, input supplies, population planning, migration and poverty, and balanced policies on finance, credit, marketing, and trade.

Available in PDF, EPUB and Kindle. Book excerpt: The 1990s opened with dramatic readjustments in the world. Nations that had been governed for decades by single-party socialist regimes were suddenly rejecting their traditional systems of socioeconomic development, and new leaders were searching for modes of planning and management that could bring their people economic prosperity and political freedom. These events are of particular concern to educators who have been concerned over the past four decades with the effectiveness of the educational provisions inserted into national development programs. Such interest is not limited to Eastern bloc communist countries, but extends as well to other nations, socialist and capitalist alike, that have adopted centralized national planning. This book identifies the place that education has been assigned in the national development programs of a varied selection of nations--large and small, capitalist and socialist, industrialized and agrarian, Eastern and Western, Northern and Southern. The authors consider the problems these nations (Soviet Union, German Democratic Republic, Pakistan, Egypt, People's Republic of China, South Korea, Indonesia, Papua New Guinea, Tanzania, and Zaire) have encountered in managing educational components, and assess the effectiveness of the plans and of the measures adopted for solving the educational problems.

Book excerpt: The book addresses why the Pakistani state is facing persistent challenges in extending and consolidating its governance (authority) throughout its territories, especially in the former Federally Administered Tribal Areas (ex-FATA)? Even after the de jure merger, the question still remains valid that how Pakistani state could establish its governance in these tribal areas? Through multi-dimensional approaches and multi-pronged analysis of state-centric (top-down), society-centric (bottom-up) and state-in-society (mixed-horizontal) approaches, the book explains factors and dimensions that pose challenges to Pakistani state governance in ex-FATA. The main hypothesis is that societies, where state governance is absent, turn to informal governance and create informal institutions as a substitute for the weak central state governance thereby challenging the domination and control/authority of the state. The book presents policy recommendations for bringing these tribal areas into the mainstream governance system of Pakistan.

Book excerpt: Although it achieved independence in 1947, Pakistan still has not succeeded in integrating its diverse peoples into a nation?as its short yet turbulent history vividly demonstrates. The nation's search for stability is traced in this revised and updated introduction to Pakistan's political, economic, and social development. New chapters detail political developments since 1991, including the elections of 1993 and 1996. Economic changes, including the financial crisis that led to the fall of Benazir Bhutto's government in 1996, are given particular attention. Also included is an extensive analysis of the nuclear arms race between India and Pakistan, an issue of global concern.

Book excerpt: This title was first published in 2000: An investigation of the performance of the electric power and telecommunication sectors of Pakistan at the firm level as well as the sector as a whole, seeking to identify and quantify the extent of inefficiencies. Since physical or financial or productivity indicators alone are not able to explain the duality of public infrastructure purposes, the financial and productivity indicators have been used in evaluating the performance of these sectors. Further, a Cobb-Douglas production function has also been used to calculate the trend in the growth of total factor productivity. Economies of scale have also been studied in the case of electric power generation. The results of the study show that in Pakistan one of the usual motives for privatization (to avoid the poor financial results of state enterprises) is not relevant for electricity and telecommunications enterprises. This, however, appears to be due to the financial subsidies they received, through access to low cost loan finance and grants, rather than to their efficiency in operations. By the economic criteria of growth of TFP none of the enterprises do well and two have a negative TFP growth. The case for reforming these enterprises is strong and alternative modes of organization, finance and ownership need to be considered.
