Book excerpt: In response to the terrorist attacks of September 11th, 2001 President Bush created the Department of Homeland Security and issued Homeland Security Presidential Directive 5 (HSPD-5). HSPD-5 is mandatory and communities must comply in order to remain eligible for federal funding in the future. The problem was that the City of Park Ridge was not in compliance with HSPD-5, and would therefore not be eligible to receive federal funding. The purpose of this research was to examine a HSPD-5 compliance implementation plan. A descriptive research methodology was utilized by answering the following research questions: 1. What are the benefits of adopting and implementing HSPD-5? 2. What are other communities in the State of Illinois doing to become compliant with HSPD-5? 3. What are the steps that the City of Park Ridge must take to become compliant with HSPD-5? The procedures used in this research were a comprehensive review of current literature and surveying communities in the State of Illinois to ascertain their plans for compliance. The results of this research included: -The benefits of adopting and implementing HSPD-5.-The specific implementation plans of other communities in the State of Illinois.-An implementation plan for the City of Park Ridge. This research culminated with the recommendation of an implementation plan for the City of Park Ridge to comply with HSPD-5. [STAR#: 145570].

PPD-8 is aimed at strengthening the security and resilience of the United States through systematic preparation for the threats that pose the greatest risk to the security of the Nation. PPD-8 defined five mission areas--Prevention, Protection, Mitigation, Response, and Recovery--and directed the development of a series of policy and planning documents to enhance national preparedness. As part of this effort, PPD-8 required the development of a National Planning System to integrate planning across all levels of government and with the private and nonprofit sectors around key capabilities that can be mixed and matched, as needed, to provide an agile, flexible approach to prevent, protect, mitigate, respond, and recover. The National Planning System includes the following elements: (1) a set of National Planning Frameworks that describe the key roles and responsibilities to deliver the core capabilities required to prevent, protect, mitigate, respond, and recover; (2) a set of Federal Interagency Operational Plans (FIOPs)--one for each mission area--that provides further detail regarding roles and responsibilities, specifies the critical tasks, and identifies resourcing and sourcing requirements for delivering core capabilities; (3) Federal department and agency operational plans to implement the FIOPs; and (4) comprehensive planning guidance to support planning by local, state, tribal, territorial, and insular area governments, nongovernmental organizations (NGOs), and the private sector. This FIOP builds upon the National Mitigation Framework (NMF), which sets the strategy and doctrine for how the whole community builds, sustains, and delivers the Mitigation core capabilities identified in the National Preparedness Goal. This FIOP describes the concept of operations for integrating and synchronizing existing national-level Federal capabilities to support local, state, tribal, territorial, insular area, and Federal plans, and is supported by Federal department-level operational plans, where appropriate.
