Book excerpt: The transportation of hazardous materials keeps increasing across the United States due to the growing consumption of goods and rising need for manufactured materials. Furthermore, concerns are mounting over the safe surface transportation of hazardous materials. Highways and rails are the most common modes of transport for hazardous materials, although the risk posed from highway transport of hazardous materials may be higher due to the fact that highways are public while rails are mostly private. The majority of hazardous material cargo is carried on the highway network by trucks. Due to possible adverse effects on human and animal populations in the event of an accident involving hazardous materials, there is a need for the development of a highway route risk assessment tool that precisely represents transportation risks associated with hazardous cargos and to build a framework for designating a set of risky routes based on different factors. The research presented in this thesis explains a methodology to analyze the spatial patterns of truck accident data, discern potentially risky routes of truck traffic carrying hazardous materials, and estimate the impact area of an identified risky route by quantifying the human population affected in that area. Lancaster County in Nebraska was used as the study area and the hazardous material exposure from a theoretical truck-involved accident was estimated. It was concluded that the developed procedures successfully identified vulnerable areas in terms of hazardous material transport and estimated the affected areas and human population.

Book excerpt: In the last few years, logistics has become a strategic factor for development and competition. In fact, research and development activities have traditionally faced the management of supply chain and international transport focussing on two main aspects: speed and efficiency. However, several vulnerabilities have recently been highlighted under a safety and security viewpoint. The weakness of the logistic chains has become more evident with the beginning of the new millennium. Terrorist attacks, such as the 11th of September 2001 in the USA, have caused the introduction of new rules and procedures, which affect the overall logistics showing the vulnerability of the global economy. So, nowadays, it would appear anachronistic to carry out an exhaustive research activity on the supply chain with no relation to the various typologies of risk, which may affect it. This book aims to effectively represent the current status of research on dangerous goods transport.

To begin with, each transport mode and its relation to security vulnerability, analyses, figures, and approaches is discussed separately. Secondly, the optimization process of a hazmat supply chain is examined from a holistic, integrated viewpoint. Finally, the book discusses and compares the various hazmat transport security policies and strategies adopted in various regions around the world. The result is a must-have source of high-quality information including many case studies.

Book excerpt: This book addresses a key issue in today’s society: the safer transport of dangerous goods, taking into account people, the environment and economics. In particular, it offers a potential approach to identifying the issues, developing the models, providing the methods and recommending the tools to address the risks and vulnerabilities involved. We believe this can only be achieved by assessing those risks in a comprehensive, quantifiable and integrated manner. Examining both rail and road transportation, the book is divided into three sections, covering: the mature and accepted (by both academia and practitioners) methodology of risk assessment; the vulnerability assessment – a novel approach proposed as a vital complement to risk; guidance and support to build the tools that make methods and equations to yield: the Decision Support Systems. Throughout the book, the authors do not endeavor to provide THE solution. Instead, the book offers insightful food for thought for students, researchers, practitioners and policymakers alike.

This book was released on 2013-06-06 with total page 297 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Pipeline and Hazardous Materials Safety Administration of the U.S. Department of Transportation defines hazardous materials (hazmat) as a substance or material capable of posing an unreasonable risk to health, safety, or property when transported in commerce. Hazmat accidents can result in significant impact to the population (death, injuries) and damage to the environment (destroyed or damaged buildings and infrastructure). Further, hazmat, especially explosive materials, can potentially be used by terrorists to attack civilians or to destroy critical infrastructure. This handbook provides models from Operations Research and Management Science that study various activities involving hazmat transportation: risk assessment, route planning, location decisions, evacuation planning, and emergency planning for terrorist attacks. There are two important research areas in hazmat transportation that are widely studied in the literature: risk assessment and shipment planning. In the risk assessment area, important issues include measurement of accident probabilities and consequences in hazmat transport. Example works in the risk assessment area include modeling risk probability distribution over given areas, considering hazmat types and transport modes, and environmental conditions. The first half of this handbook covers the two fields of risk assessment and shipment planning, while the second half of this handbook provides useful models and insights on other important issues including location problems for undesirable facilities, network interdiction, terrorist attack, and evacuation.
