Book excerpt: Analysis of risk in critical infrastructure is one of the major problems facing Homeland Security today. Defining risk and applying it to systems, as opposed to individual assets, is a relatively new idea in Homeland Security policy. Thus, there is a need for a decision support tool to inform decision makers in Homeland Security of resource allocation strategies to harden assets that reduce overall network risk. Model Based Risk Assessment (MBRA) is a quantitative method designed to (1) identify the most critical assets of the network in such a way as to reduce expected loss over the entire network, (2) quantify allocation strategies that strategic planners and risk managers can apply across multi-sector systems, and (3) compute vulnerability and total risk reduction of the network. We formalized the definition of network risk in terms of the connectivity of the network as an extension to the accepted risk equation R=f(T, V, C). We use node degree as a heuristic for criticality of an asset to the overall function of the network. We then modeled the relationship between budget and vulnerability reduction and show how an exponential reduction model compares to a linear or random model. Using the stated definition of network risk, all models rank order assets exactly the same but they reduce risk differently. Lastly, we introduce a two party model that combines both the defender's and attacker's points of view using a game theory approach. We show the results of this model and compare them to a similar model we refer to as the "arms race model" where we allow both attacker and defender to know each other's budget. Results show that the techniques developed here are useful in conducting a systematic and repeatable analysis of an infrastructure network of assets for risk and then informing resource allocations that serve to reduce risk on the entire network, not just the selected assets.

Book excerpt: Executive Summary The National Infrastructure Advisory Council (NIAC) set out to determine whether the right people are receiving the right intelligence information at the right time to support robust protection and resilience of the Nation’s critical infrastructure. More than 200 interviews and extensive open-source research uncovered a wealth of insights on this complex problem. First, there have been marked improvements in the sharing of intelligence information within the Federal Intelligence Community, and between the Federal Government and regions, States, and municipalities. However, this level of improvement has not been matched in the sharing of intelligence information between the Federal Government and private sector owners and operators of critical infrastructure. Despite some notable successes, this bi-directional sharing is still relatively immature, leaving a large gap between current practices and an optimal system of effective public-private intelligence information sharing. We observe that trust is the essential glue to make this public-private system work. Trust results when partner capabilities are understood and valued, processes are tailored to leverage these capabilities, and these processes are tested and proven valuable to all partners. When breakdowns in information sharing occur, it erodes trust and is counterproductive to risk management. Information sharing is perhaps the most important factor in the protection and resilience of critical infrastructure. Information on threats to infrastructure and their likely impact underlies nearly every security decision made by owners and operators, including which assets to protect, how to make operations more resilient, how to plan for potential disasters, when to ramp up to higher levels of security, and how to respond in the immediate aftermath of a disaster. We looked at intelligence information flowing from the Federal Government to critical infrastructure owners and operators as well as risk information flowing from critical infrastructure owners and operators to the government. Our study reveals the complex ways information is gathered, analyzed, packaged, and shared among government and the owners and operators of critical infrastructures. In tackling this complex subject, we examined the different stages of the intelligence cycle, including requirements generation, information collection, analysis, and dissemination. To gather a variety of perspectives, we conducted extensive interviews with security directors, chief executives, subject matter experts, and government executives and managers. Recognizing that distinct sector characteristics shape information sharing needs, we conducted case studies of five sectors: Commercial Facilities, Healthcare and Public Health, Energy (Oil and Natural Gas), Banking and Finance, and Chemical. While we found some information sharing approaches to be effective, others were not. As a result, we adopted a “capability maturity approach,” which acknowledges that different Federal agencies have different abilities to share information effectively, and we sought to build on what is working.

Book excerpt: Following recommendations made in Homeland Security Presidential Directive 7, which established a national policy for the identification and increased protection of critical infrastructure and key resources (CIKR) by Federal departments and agencies, the U.S. Department of Homeland Security (DHS) in 2006 developed the Enhanced Critical Infrastructure Protection (ECIP) program. The ECIP program aimed to provide a closer partnership with state, regional, territorial, local, and tribal authorities in fulfilling the national objective to improve CIKR protection. The program was specifically designed to identify protective measures currently in place in CIKR and to inform facility owners/operators of the benefits of new protective measures. The ECIP program also sought to enhance existing relationships between DHS and owners/operators of CIKR and to build relationships where none existed (DHS 2008; DHS 2009). In 2009, DHS and its protective security advisors (PSAs) began assessing CIKR assets using the ECIP program and ultimately produced individual protective measure and vulnerability values through the protective measure and vulnerability indices (PMI/VI). The PMI/VI assess the protective measures posture of individual facilities at their 'weakest link, ' allowing for a detailed analysis of the most vulnerable aspects of the facilities (Schneier 2003), while maintaining the ability to produce an overall protective measures picture. The PMI has six main components (physical security, security management, security force, information sharing, protective measures assessments, and dependencies) and focuses on actions taken by a facility to prevent or deter the occurrence of an incident (Argonne National Laboratory 2009). As CIKR continue to be assessed using the PMI/VI and owners/operators better understand how they can prevent or deter incidents, academic research, practitioner emphasis, and public policy formation have increasingly focused on resilience as a necessary component of the risk management framework and infrastructure protection. This shift in focus toward resilience complements the analysis of protective measures by taking into account the three other phases of risk management: mitigation, response, and recovery (Figure 1). Thus, the addition of a robust resilience index (RI) to the established PMI/VI provides vital information to owners/operators throughout the risk management process. Combining a pre-incident focus with a better understanding of resilience, as well as potential consequences from damaged CIKR, allows owners/operators to better understand different ways to decrease risk by (1) increasing physical security measures to prevent an incident, (2) supplementing redundancy to mitigate the effects of an incident, and (3) enhancing emergency action and business continuity planning to increase the effectiveness of recovery procedures. Information provided by the RI methodology is also used by facility owners/operators to better understand how their facilities compare to similar sector/subsector sites and to help them make risk-based decisions. This report provides an overview of the RI methodology developed to estimate resilience and provide resilience comparisons for sectors and subsectors. The information will be used to (1) assist DHS in analyzing existing response and recovery methods and programs at facilities and (2) identify potential ways to increase resilience. The RI methodology is based on principles of Appreciative Inquiry, which is 'the coevolutionary search for the best in people, their organizations, and the relevant world around them' (Cooperrider et al. 2005). Appreciative Inquiry identifies the best of 'what is' and helps to envision 'what might be.' The ECIP program and the RI represent a new model (using Appreciative Inquiry principles) for information sharing between government and industry (Fisher and Petit 2010). A 'dashboard' display, which provides an interactive tool - rather than a static report, presents the results of the RI in a convenient format. Additional resilience measures can be modeled to illustrate how such actions would impact the asset's RI value.
