Book excerpt: Developing countries commonly adopt reforms to improve their governments yet they usually fail to produce more functional and effective governments. Andrews argues that reforms often fail to make governments better because they are introduced as signals to gain short-term support. These signals introduce unrealistic best practices that do not fit developing country contexts and are not considered relevant by implementing agents. The result is a set of new forms that do not function. However, there are realistic solutions emerging from institutional reforms in some developing countries. Lessons from these experiences suggest that reform limits, although challenging to adopt, can be overcome by focusing change on problem solving through an incremental process that involves multiple agents.

Available in PDF, EPUB and Kindle. Book excerpt: From a multi-dimensional and interdisciplinary standpoint, this book challenges the teleological and unidirectional notions of development embodied in the idea of modernisation or ‘progress’ and offers a critique of the tendency to consider Africa as a basket case, which often gives the Western ‘self’ an undeserving privilege and superiority over the African ‘other’. Mostly authored by emerging African scholars, this 16-chapter volume addresses the historical application of development projects in Africa and their modern impact in economic, political, cultural, social, and infrastructural contexts, among others. The book, therefore, unearths development dynamics in specific African countries, examines the continent’s external relations, rethinks predominant ideas on development, and engages in critical examination of concepts and practices that have maintained hegemonic positions in the discussions on Africa’s development. Its uniqueness lies in the ability to bring these several voices and themes together into a concise conception of both the challenges and possibilities of Africa’s sustainable development. The book targets both the academic and policy worlds in Africa and around the world, as well as ordinary members of the public who seek to broaden their theoretical and empirical understanding on the changing dynamics on the African continent.

Book excerpt: Political coalition formation is a global strategy employed by leaders and parties in their pursuit of power. This practice takes on particular significance in post-colonial Africa, where coalition governments have emerged as responses to challenges faced by the electoral base of liberation parties. In countries like Congo Kinshasa, Zimbabwe, Nigeria, Mauritius, South Africa, and the Kingdom of Lesotho, coalition politics serves as a model for conflict resolution and democratic governance. Enhancing Democracy With Coalition Governments and Politics delves into this complex landscape, thoroughly investigating the pivotal role of coalition governments formed both before and after elections. It sheds light on the challenges posed to dominant liberation movements and the urgent need for a radical agenda to address corruption, maladministration, and the abuse of political power. The book focuses on Africa's pursuit of sound electoral democracy and democratic governance. Enhancing Democracy With Coalition Governments and Politics aims to conceptually understand coalition governments, trace their historical evolution in Africa, interrogate the triggers for coalition formation, assess their impact on electoral democracy, and explore coalition politics at both local and national levels. By providing theoretical and empirical insights, the book equips policymakers, practitioners, scholars, and researchers in the fields of Politics, Sociology, Public Administration, and Development Studies with tools to comprehend, form, manage, and sustain political coalitions as vehicles for democratic governance.

Available in PDF, EPUB and Kindle. Book excerpt: Safety nets are noncontributory transfer programs targeted to the poor or vulnerable. They play important roles in social policy. Safety nets redistribute income, thereby immediately reducing poverty and inequality; they enable households to invest in the human capital of their children and in the livelihoods of their earners; they help households manage risk, both ex ante and ex post; and they allow governments to implement macroeconomic or sectoral reforms that support efficiency and growth. To be effective, safety nets must not only be well intended, but also well designed and well implemented. A good safety net system and its programs are tailored to country circumstances, adequate in their coverage and generosity, equitable, cost-effective, incentive compatible, and sustainable. Good safety nets are also dynamic and change over time as the economy changes or as management problems are solved and new standards are set. Drawing on a wealth of research, policy, and operational documents from both academia and the World Bank s work in over 100 countries, For Protection and Promotion provides pragmatic and informed guidance on how to design and implement safety nets, including useful information on how to define eligibility and select beneficiaries, set and pay benefits, and monitor and evaluate programs and systems. The book synthesizes the literature to date and enriches it with new examples on various program options cash transfers (conditional and unconditional), in-kind transfers, price subsidies, fee waivers, and public works. It concludes with a comprehensive diagnostic for fitting safety net systems and programs to specific circumstances.

Available in PDF, EPUB and Kindle. Book excerpt: In August 2008, Heads of State of the Southern African Development Community adopted the ground-breaking SADC Protocol on Gender and Development. This followed a concerted campaign by NGOs under the umbrella of the Southern Africa Gender Protocol Alliance. The SADC Gender Protocol is the only sub-regional instrument that brings together existing global and continental commitments to gender equality and enhances these through time bound targets. Aligned to Millennium Development Goal Three, the original 28 targets of the Protocol targets expire in 2015. Now that 2015 is here, we need to step back, assess and reposition. In June 2014, SADC Gender Ministers agreed to review the targets of the Gender Protocol in line with the Sustainable Development Goals (SDGs). In May this year, ministers added that they want the Protocol to be accompanied by a Monitoring, Evaluation and Results Framework. The 2015 Barometer shows that implementation is now the biggest missing gap in the quest for gender equality. Now is the time to strengthen resolve, reconsider, reposition, and re-strategise for 2030. SADC GENDER PROTOCOL BAROMETER • 2015 2015 is here!
