Book excerpt: Radioactive waste is stored in 149 3,785 m3 (million gal) single-shell tanks on the US Department of Energy's Hanford Reservation in eastern Washington. To minimize leakage as the tanks age, the free liquid has been pumped out, leaving concentrated solidified salt cake and sludge deposits. Now methods to dislodge and remove this waste are being developed so that the waste can be retrieved and processed for permanent storage. This paper presents research and development on ultrahigh-pressure water-jet technology to fracture and dislodge the wastes in these tanks. A water-based prototype scarifier with an integral conveyance system is being developed, and its performance demonstrated in a coupled analytical and experimental investigation. This paper describes experimental objectives and approach and results of the single jet experiments. Previous testing indicates that the method can be readily applied to salt cake waste forms; retrieval and conveyance of sludge and viscous fluid waste forms may present additional challenges.

The key tenet of the strategy is that process testing with real waste material from the Hanford Site underground tanks is necessary to design processes and measure their effectiveness. This document provides the criteria for selection of the limited number of tanks to be sampled. A phased, iterative approach is used for the single-shell tank (SST) waste sampling. In the first sampling phase, samples are taken from 25 tanks which provide a good representation of the waste types of interest. Results from process testing of these samples will be considered in final selection of a limited number of additional SSTs to sample (currently expected to be an additional 14 tanks).

Four of the 149 SSTs at the U.S. Department of Energy (DOE) Office of River Protection (ORP) Hanford facility are being retrieved to meet Tri-Party Agreement commitments. An additional tank is being retrieved to demonstrate an alternate technical approach. As the Hanford Site transitions to an accelerated retrieval and closure mission, these methods will be the baseline methods for SST retrieval. The five SSTs are located within the Hanford 200- Area tank farms operated by CH2M HILL Hanford Group (CH2M HILL) for ORP. Included in this paper will be discussions on the technologies selected for retrieval of each tank; electrical resistance technologies that are being evaluated for ex-tank leak detection and monitoring; and the Cold Test Training Facility (CTTF) used for testing of and training on the different retrieval systems.

Book excerpt: Work conducted for the Underground Storage Tank Integrated Demonstration supports technology demonstration for tank remediation operations at the US Department of Energy's (DOE) Hanford Site and other DOE sites. Several technical areas within the demonstration are being investigated by the Waste Pretreatment Technology Development task to support final treatment and disposal of Hanford tank waste. The experimental work includes waste characterizations; dissolution, leaching and extraction tests; bulk salt separations by freeze crystallization; and radiochemical separations with extraction chromatography resins. Chemical species and particle size data provide background information for interpreting waste leaching and dissolution data. Tie major crystalline phases in one single-shell tank (SST) waste are sodium nitrate and bismuth phosphate, while the major phases in another SST waste are boehmite, gibbsite, and sodium nitrate. A scanning electron microscopy (SEM) method of particle size analysis shows that many of the sub-micron particles in the two SST wastes appear to be aggregates of smaller, spheroidal particles. In turn, leaching, dissolution, and extraction studies, performed with tank wastes, provide fundamental information needed to evaluate existing pretreatment technologies. Preliminary results from the dissolution of one SST waste indicate that 2M nitric acid may effectively leach enough transuranic material that the sludge could be disposed of as low level waste.

Book excerpt: The purpose of the Underground Storage Tank Integrated Demonstration (USTID) is to identify and evaluate technologies that may be used to characterize, retrieve, treat, and dispose of hazardous and radioactive wastes contained in tanks on US Department of Energy sites. Simulated wastes are an essential component of the evaluation process because they provide controlled samples for technology assessment, and minimize costs and risks involved when working with radioactive wastes. Pacific Northwest Laboratory has developed a recipe to simulate Hanford single-shell tank, (SST) waste. The recipe is derived from existing process recipes, and elemental concentrations are based on characterization data from 18 SSTs. In this procedure, salt cake and metal oxide/hydroxide sludge are prepared individually, and mixed together at varying ratios depending on the specific tank, waste to be simulated or the test being conducted. Elemental and physical properties of the stimulant are comparable with analyzed tank samples, and chemical speciation in the simulant is being improved as speciation data for actual wastes become available. The nonradioactive chemical waste simulant described here is useful for testing technologies on a small scale.

Book excerpt: This report describes the initial work that has been performed to select technologies for immobilization of wastes that may be retrieved from Hanford single-shell tanks (SSTs). Two classes of waste will require immobilization. One is the combined high-level waste/transuranic (HLW/TRU) fraction, the other the low-level waste (LLW) fraction. A number of potential immobilization technologies are identified for each class of waste. Immobilization technologies were initially selected based on a number of considerations, including (1) the waste loading that could likely be achieved within the constraint of producing acceptable waste forms, (2) process flexibility (primarily compatibility with anticipated waste variability), (3) process complexity, and (4) state of development. Immobilization technologies selected for further development include the following: for HLW/TRU waste -- borosilicate glass, lead-iron phosphate glass, glass-calcine composites, glass-ceramics, and cement based forms; for non-denitrated LLW -- grout, laxtex-modified concrete, and polyethylene; and for denitrated LLW -- silicate glass, phosphate glass, and clay calcination or tailored ceramic in various matrices.
