The research entailed a thorough evaluation of the construction quality levels achieved on recent Wisconsin JPC projects and the formulation of a Level 1 PRS using the results of the quality evaluation and defined Wisconsin Department of Transportation (WisDOT) pavement practices as a basis. Feedback from WisDOT and the contractor indicated that this first PRS implementation in Wisconsin was successful, particularly with respect to the layouts of lots and sublots. Several suggestions were received to improve and streamline the PRS process.

Book excerpt: "The current performance-related specifications (PRS) methodology has been under development by the Federal Highway Administration (FHWA) for several years and has now reached a level at which it can be implemented by State highway agencies. PRS for highway pavements depend heavily on performance prediction models to determine the impact of varying levels of construction quality. This study focused on the improvement of the key distress and smoothness prediction models used in the PRS for jointed plain concrete pavement (JPCP). Performance models for transverse joint faulting, transverse slab cracking, transverse joint spalling, and smoothness (International Roughness Index [MI]) were evaluated and then improved substantially. This was accomplished using a comprehensive national database of JPCP performance data, along with sound statistical and engineering techniques. Performance model calibration guidelines were also developed so that a State cari calibrate any of these models specifically to its pavement performance data. The PaveSpec PRS demonstration software was upgraded to Version 3.0 under this study. Some of the specific improvements incorporated in PaveSpec 3.0 include: 1) incorporation ofyim proved distress indicator models, as well as the ability to calibrate or modify the default models, 2) sensitivity analysis capabilities, 3) expected pay charts, and 4) online help. Book excerpt: The goal in highway construction and operation has shifted from method based specifications to specifications relating desired performance attributes to materials, mix designs, and construction methods. Shifting from method specifications to performance based specifications can work as an incentive or disincentive for the contractor to improve performance or extend pavement life. This literature search was directed at a review of existing portland cement concrete performance specification development, and the criteria that can effectively measure pavement performance. The criteria identified in the literature include concrete strength, slab thickness, air content, initial smoothness, water-cement ratio, unit weight, and slump. A description of each criterion, along with the advantages, disadvantages, and test methods for each are identified. Also included are the results from a survey that was sent out to various state, federal, and trade agencies. The responses indicated that 53% currently use or are developing a performance based specification program. Of the 47% of agencies that do not use a performance based specification program, over 34% indicated that they would consider a similar program. The most commonly measured characteristics include thickness, strength, smoothness, and air content. Lastly recommendations and conclusions are made regarding other factors that affect pavement performance and a proposed second phase of the research is suggested. The research team suggests that a regional expert task group be formed to identify performance levels and criteria. The results of that effort will guide the research team in the development of new or revised specifications.

The primary intent was to quantify the air content of fresh concrete before and after it has gone through the slipform paver. The air-void system parameters of hardened concrete were then assessed using cast and extracted core specimens. The results of the air content testing on fresh concrete and the concrete cylinder specimens cast in the field suggested that there is some loss of air as the concrete passes through the paver. Laboratory testing performed on cores extracted from the pavement did not provide any conclusive evidence that entrained air is lost during the slipform paving process. In fact, many of the extracted cores had measured air content values that were much higher than the specification requirement. If excessive, this could result in increased permeability and low-strength related issues. Although a rigorous statistical analysis was not performed, the results suggest that the air content testing on fresh concrete is not capturing the true air content of the concrete placed with a slipform paver. The fresh concrete air content is generally lower than the air content measured in the cores.
