Book excerpt: The implementation of the Empirical-Mechanistic Pavement Design Guide (MEPDG) method for flexible and rigid pavements requires numerous input parameters. Most of these parameters can be easily determined while some require best estimates that are usually extracted from available literature. This thesis identifies the most critical input parameters in terms of their effects on the damage of pavements and their influence on the determination of the number of corrective maintenance cycles to be performed during the design life of pavements. It was found that for flexible pavement, change in the average monthly temperature by as little as results in large differences in the number of corrective maintenance cycles. Also, consistently with simple mechanics concepts, pavements on stiffer foundations performed better under the load and hence, required fewer number of the corrective maintenance cycles than those founded on more flexible soils. Also, variations in truck weights affected the outcome in terms of the estimated number of corrective maintenance cycles for flexible pavement. Hence, better estimates of the number of corrective maintenance cycles can be obtained when the analysis was based on larger numbers of truck samples. On the contrary, no significant difference in the final estimation of the number of corrective maintenance cycles was found for rigid pavements even when the average monthly temperatures were increased or decreased by as much as . Moreover, no major difference was observed when a larger sample of trucks was used as input for the analysis. Similarly, change in ambient temperature which is directly related to the differential temperature on the top and the bottom of the slab that may lead to the curling of the slab and faulting, was found not to be critical. Similar to the results obtained for flexible pavements, rigid pavement with stiffer foundation properties performed better in terms of the number of corrective maintenance cycles as they required fewer corrective maintenance cycles.

Book excerpt: "Highway agencies across the nation are moving towards implementation of the new AASHTO Mechanistic- Empirical Pavement Design Guide (MEPDG) for pavement design. The objective of this project was to implement the MEPDG into the daily operations of the Utah Department of Transportation (UDOT). The implementation of the MEPDG as a UDOT standard required modifications in some UDOT pavement design protocols (i.e., lab testing procedures, equipment, and protocols, traffic data reporting, software issues, design output interpretation, and others). A key requirement is validation of the MEPDG's nationally calibrated pavement distress and smoothness prediction models when applied under Utah conditions and performing local calibration if needed. This was accomplished using data from Long Term Pavement Performance (LTPP) projects located in Utah and UDOT pavement management system (PMS) pavement sections. The nationally calibrated MEPDG models were evaluated. With the exception of the new hot-mix asphalt (HMA) pavement total rutting model, all other models were found to be reasonable. The rutting model was locally calibrated to increase goodness of fit and remove significant bias. Due to the nature of the data used in model validation, it is recommended that further MEPDG model validation be accomplished in the future using a database that contains HMA pavement and jointed plain concrete pavement (JPCP) exhibiting moderate to severe deterioration. This report represents Phase II of the UDOT MEPDG implementation study and builds on the Phase I study report completed in 2005 for UDOT. An important aspect of this process is the evaluation of the performance prediction models and sensitivity of the predicted distresses to various input parameters for local conditions and, if necessary, re-calibration of the performance prediction models. To achieve these objectives, the Minnesota Department of Transportation (MnDOT) and the Local Road Research Board (LRRB) initiated a study "Implementation of the MEPDG for New and Rehabilitated Pavement Structures for Design of Concrete and Asphalt Pavements in Minnesota." This report presents the results of the evaluation of default inputs, identification of deficiencies in the software, sensitivity analysis, and comparison of results to the expected limits for typical Minnesota site conditions, a wide range of pavement design features (e.g. layer thickness, material properties, etc), and the effects of different parameters on predicted pavement distresses. Since the sensitivity analysis was conducted over a span of several years and the MEPDG software underwent significant modifications, especially for flexible pavements, various versions of the MEPDG software were run. Performance prediction models of the latest version of the MEPDG 1.003 were evaluated and modified or recalibrated to reduce bias and error in performance prediction for Minnesota conditions.

Consequently, a North-West States' MEPDG User Group meeting was held in Oregon on March 9-10 to discuss the region's implementation plans and progress, related technical issues, and the future direction of the MEPDG. Book excerpt: The Mechanistic-Empirical Pavement Design Guide (MEPDG) developed under the National Cooperative Highway Research Program (NCHRP) 1-37A project is based on mechanistic-empirical analysis of the pavement structure to predict the performance of the pavement under different sets of conditions (traffic, structure and environment). MEPDG takes into account the advanced modeling concepts and pavement performance models in performing the analysis and design of pavement. The mechanistic part of the design concept relies on the application of engineering mechanics to calculate stresses, strains and deformations in the pavement structure induced by the vehicle loads. The empirical part of the concept is based on laboratory developed performance models that are calibrated with the observed distresses in the in-service pavements with known structural properties, traffic loadings, and performances. These models in the MEPDG were calibrated using a national database of pavement performance data (Long Term Pavement Performance, LTPP) and will provide design solution for pavements with a national average performance. In order to improve the performance prediction of the models and the efficiency of the design for a given state, it is necessary to calibrate it to local conditions by taking into consideration locally available materials, traffic information and the environmental conditions. The objective of this study was to calibrate the MEPDG flexible pavement performance models to local conditions of Northeastern region of United States. To achieve this, seventeen pavement sections were selected for the calibration process and the relevant data (structural, traffic, climatic and pavement performance) was obtained from the LTPP database. MEPDG software (Version 1.1) simulation runs were made using the nationally calibrated coefficients and the MEPDG predicted distresses were compared with the LTPP measured distresses (rutting, alligator and longitudinal cracking, thermal cracking and IRI). The predicted distresses showed fair agreement with the measured distresses but still significant differences were found. The difference between the measured and the predicted distresses were minimized through recalibration of the MEPDG distress models. For the permanent deformation models of each layer, a simple linear regression with no intercept was performed and a new set of model coefficients (ßr1, ßGB, and ßSG) for asphalt concrete, granular base and subgrade layer models were calculated. The calibration of alligator (bottom-up fatigue cracking) and longitudinal (topdown fatigue cracking) was done by deriving the appropriate model coefficients (C1, C2, and C4) since the fatigue damage is given in MEDPG software output. Thermal cracking model was not calibrated since the measured transverse cracking data in the LTPP database did not increase with time, as expected to increase with time. The calibration of IRI model was done by computing the model coefficients (C1, C2, C3, and C4) based on other distresses (rutting, total fatigue cracking, and transverse cracking) by performing a simple linear regression.

Book excerpt: The Guide for the Mechanistic-Empirical Design of New & Rehabilitated Pavement Structures (MEPDG), developed under NCHRP Project 1-37A and recently adopted by the American Association of State Highway and Transportation Officials (AASHTO), offers an improved methodology for pavement design and evaluation. To achieve this improved prediction capability, the MEPDG procedure requires fundamental material properties in addition to certain empirically determined binder and mixture properties as design inputs. One of the key tasks identified by the Virginia Department of Transportation's (VDOT) Asphalt Concrete MEPDG Committee was the laboratory characterization of asphalt mixtures commonly used in Virginia to generate a catalog of the MEPDG-required design inputs. The purpose of this study was to evaluate, compile, and present asphalt material properties in a format that could be readily used in the MEPDG software and to develop a comprehensive catalog of MEPDG design input parameters for pavement design in Virginia. To achieve this objective, 18 asphalt concrete mixtures, sampled from seven of the nine VDOT districts, were tested using a battery of MEPDG-required tests including dynamic modulus (E*), flow number (FN), creep compliance, tensile strength, and beam fatigue tests. Testing involving binder and volumetric properties of the mixtures was also conducted. Finally, rut tests using the asphalt pavement analyzer (APA), a standard VDOT test protocol, were conducted to enable a direct comparison of the APA and FN test results. On the basis of these tests, suggestions for additional studies were made. The results of the study were presented in a form matching the MEPDG input format, and a catalog of design input parameters was developed for the 18 asphalt concrete mixtures. Included in the catalog were binder stiffness, mixture E*, mixture gradation, and mixture volumetric properties that would enable a designer the flexibility to select the desired input level (1, 2, or 3) depending on the pavement type. An illustrative example of how the developed inputs could be implemented using the MEPDG software was also provided. The results showed that E* master curves of asphalt mixtures obtained using the five standard testing temperatures described in AASHTO TP 62 could be obtained by testing at only three temperatures, which could result in a substantial reduction of testing time. The results also showed that the FN test was a sensitive test for evaluating rutting susceptibility of asphalt mixtures in the laboratory. The FN test was found to be sensitive to binder stiffness, mixture stiffness, mixture volumetric properties, aggregate gradation, and amount of recycled asphalt pavement (RAP) for the mixtures considered in this study. The study recommends that the catalog of input data for typical asphalt mixtures developed in this study be considered for pavement design in Virginia. The data followed expected trends and compared quite well with those reported in previous studies. Further studies should be conducted to evaluate the FN test as an additional tool for evaluating rutting in asphalt mixtures. Mixtures containing higher amounts of RAP (>20%) exhibited comparatively lower rutting resistance than those with 20% or less RAP. This phenomenon was unexpected since it is generally believed that adding more RAP should result in stiffer and hence more rut-resistant mixtures. Additional research should be conducted to investigate this phenomenon further.
