Book excerpt: Transportation agencies have long been tasked with helping to support community goals of mobility, accessibility, and economic vitality. Recently, there has been a rising interest in having sustainability and livability goals help guide transportation system investments, with considerable focus on the interrelationship between transportation infrastructure, housing, and land use planning. In addition to planning and designing transportation infrastructure, State, regional, and local governments play a key role in operating transportation systems from maintaining local traffic signals and crosswalks to operating regional transit services and Statewide traveler information programs. However, the role that transportation systems management and operations (M&O) plays in supporting livability and sustainability has not been well defined. As a result, transportation planners, operators, and stakeholders are not fully aware of the role that M&O may play in achieving livability and sustainability goals and how M&O strategies can support these goals in a cost-effective and timely manner. This primer describes the role of transportation systems management and operations (M&O) in advancing livability and sustainability. The document highlights the connections between M&O and livability and sustainability objectives and the importance of a balanced, comprehensive approach to M&O in order to support those objectives. The document describes nine key elements for managing and operating transportation systems in ways that support livability and sustainability. The document also provides a vision of how the regional transportation system could look in the future if M&O strategies were comprehensively implemented to advance livability and sustainability goals. Case examples throughout and a section on implementation will help practitioners to get started on implementing M&O to support livability and sustainability in their communities. The primer is directed at transportation planners and transportation system operators at the State, regional, and local levels. It is also meant to support the broader audience of stakeholders involved in all aspects of transportation and community decisionmaking, from elected officials and interested citizens to practitioners in related fields such as land use planning, community development, housing, the environment, and public health.

Book excerpt: This book presents an in-depth look at US infrastructure and its challenges in the 21st century. While infrastructure has received considerable attention in recent years, much of the discussion has concentrated on physical, economic, or noneconomic conditions. The Trump administration has heightened interest in the topic, promising infrastructure spending during his tenure, yet little demonstrable progress has been made. This book brings together a multi-disciplinary perspective—structural, technological, economic, financial, political, planning, and policy—that has been largely absent in discussions on the subject, to provide a clearer and broader understanding of the challenges facing US infrastructure. The book is divided into three parts: Part I looks at the challenges from a structural, technological, and sustainability perspective; Part II from an economic, productivity, and finance perspective; and Part III from an institutional, security, and political perspective. Written primarily for policy makers, managers, and administrators in public and private organizations, as well as individuals and academics with an interest in the future of US infrastructure, this book provides an in-depth analysis of the US infrastructure problem, its causes and consequences, and suggests timely, specific measures that may be taken at the state, local, and federal levels to improve and better secure our roads, transit, public buildings, economy, and technology.

Book excerpt: Transportation systems management and operations, or TSMO, encompasses a broad set of strategies that aim to optimize the safe, efficient, and reliable use of existing and planned transportation infrastructure for all modes. TSMO is undertaken from a systems perspective, which means that these strategies are coordinated with related strategies and across multiple jurisdictions, agencies, and modes. TSMO strategies range from regional traffic signal systems management to shared-use mobility initiatives and include efforts to operate the multimodal transportation system and activities to manage travel demand. The FHWA Office of Operations commissioned these case studies to highlighting TSMO strategies throughout the United States. The aim of this document is to provide State and local agencies with examples and advice that can assist them in planning and implementing TSMO strategies in their own jurisdictions.

This book was released on 2016 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many agencies are shaping their Transportation Systems Management and Operations (TSMO) programs to more effectively address those planned and unplanned events that affect road and travel conditions and can have an effect on overall system reliability. Business processes, in the context of TSMO, refers to activities such as planning, programming, agency project development processes, and those organizational aspects that govern various technical or administrative activities (such as training, human resource management, or agreements). Business processes get at the heart of many of the organizational issues that can influence TSMO. This primer presents business processes across several TSMO areas, including traffic incident management, planned special event traffic management, road weather management, work zones, and freeway traffic management. Case studies in each area illustrate where agencies have made concerted changes to their respective business processes, and modified aspects such as contracting, training, resource allocation, planning and other business processes. The primer also highlights available tools and resources to help assess business processes, provides strategies for engaging the right stakeholders, and provides a guide to next steps.
