The objective of the study was to enhance scholarship on the challenges stemming from the Ukraine crisis and to inform public discussions on the evolving nature and future of security and defense relations among the United States, the Baltic States, and Poland.

Book excerpt: This report examines security requirements for the Baltic States and NATO in the context of Russia's 2022 invasion of Ukraine. The war has provided an opportunity to understand the implications for NATO's eastern flank stemming from Russia's demonstrated willingness to use large-scale military force against another European nation, reassess pre-war assumptions concerning putative Russian military effectiveness, and to draw preliminary observations about Russian and Ukrainian combat performance. These observations help inform analysis about major aspects of defense of the Baltic region, with an emphasis on the key roles of precision-guided weapons. The authors conclude with a series of recommendations for the Baltic States, for NATO, and for the United States to enhance deterrence, defense, and security cooperation in Eastern Europe, with emphasis on the Baltic region.

Available in PDF, EPUB and Kindle. Book excerpt: Twenty-five years of relative calm and predictability in relations between Russia and the West enabled European governments largely to neglect their military capabilities for territorial defense and dramatically redraw Northern Europe’s multilateral, regional, and bilateral boundaries, stimulating new institutional and cooperative developments and arrangements. These cooperative patterns of behavior occurred amid a benign security environment, a situation that no longer obtains. Following Russia’s annexation of Crimea, its military incursion into eastern Ukraine, its substantial military modernization efforts, heightened undersea activity in the North Atlantic and Baltic Sea, and its repeated air violations, the region’s security environment has dramatically worsened. The Baltic Sea and North Atlantic region have returned as a geostrategic focal point. It is vital, therefore, that the United States rethink its security approach to the region—what the authors describe as an Enhanced Northern Presence.

Available in PDF, EPUB and Kindle. Book excerpt: In 2004 the Baltic states - Estonia, Latvia, Lithuania - finalized their return to the West by joining NATO and the EU after definitively throwing off their 'captive nations' status by regaining independence in 1991. This has not, however, halted resurgent Russian revanchism in the region; given Russia's aggressive actions starting in Ukraine in 2014, defense of the Baltic has gained a new urgency and prominence. In The West's East, Lukas Milevski places the Baltic states in strategic and historical perspective. Through these nations' experiences, he sheds light on how independent states have been able to persist, despite being surrounded by predatory great powers. The work offers a deep overview of the region's history, from the indigenous Baltic tribes which populated it to the post-Cold War era, followed by recent political analogies of West-Russia relations. Analyses of today's strategic balance in the region indicate the various actors' geopolitical outlooks, strategic cultures, military capabilities, and non-military security vulnerabilities. As Milevski argues, the NATO-Russia relationship will play the major role in any potential conflict in the Baltic, but neutrals Finland and Sweden must also be factored into the strategic analysis. Using the logic of strategy he anticipates potential military interaction in the region step by step-from deterrence, to Russia's choice of offensive strategy, to area denial and NATO's return and break into the Baltic theater, and finally war termination-to determine the answer to the ultimate question: how much defense for the Baltic is enough? The West's East gives both experts and policymakers alike the background and framework for thinking strategically about a region that has re-emerged as a significant geopolitical concern in the Putin-Trump era.

Book excerpt: "Whether it is a question of stabilizing U.S. and Alliance relations with Russia, adapting and enlarging Europe's primary security institutions, or restructuring military forces to meet the new challenges of Euro-Atlantic stability, what happens in the Nordic-Baltic region over the next several years can serve as a predictor for whether all of Europe will see peace and stability, the return of a cold war, or ongoing bouts of instability culminating in small but deadly wars on its periphery. The authors set forth a detailed examination of the new strategic dynamics at work in the Nordic-Baltic region and provide in-depth assessments of the security perspectives held by states bordering the Baltic Sea. The authors then examine current U.S. strategy toward the region and propose next steps for U.S. policy, including, most importantly, a policy for Baltic membership in NATO."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. Book excerpt: This book takes a comprehensive approach to security in the Nordic-Baltic region, studying how this region is affected by developments in the international system. The advent of the new millennium coincided with the return of the High North to the world stage. A number of factors have contributed to the increased international interest for the northern part of Europe: climate change resulting in ice melting in Greenland and the Arctic, and new resources and shipping routes opening up across the polar basin foremost among them. The world is no longer "unipolar" and not yet "multipolar," but perhaps "post-unipolar", indicating a period of flux and of declining US unipolar hegemony. Drawing together contributions from key thinkers in the field, Northern Security and Global Politics explores how this situation has affected the Nordic-Baltic area by addressing two broad sets of questions. First, it examines what impact declining unipolarity - with a geopolitical shift to Asia, a reduced role for Europe in United States policy, and a more assertive Russia - will have on regional Nordic-Baltic security. Second, it takes a closer look at how the regional actors respond to these changes in their strategic environment. This book will be of much interest to students of Nordic and Baltic politics, international security, foreign policy and IR.

Book excerpt: The Baltic Sea area has for centuries been a hub of international activity and exchange, embodied in particular by the Hanseatic League, with resulting conditions of intense cooperation and shared prosperity. It is therefore not surprising that, contrary to widespread fears, the situation in the region did not break loose after the bitter divisions imposed by the Cold War: in more ways than one, the region constitutes another 'mediterranean' area, with a potential for political solidarity and common security. In many of the countries on the shores of the Baltic the urge for European reintegration, in economic, political and security terms, has been particularly insistent; in others, less so. Which accounts for the fact that their international institutional statuses remain quite heterogeneous. This does not in itself diminish regional stability, while promoting differentiated formulas of convergence and cooperation that are conducive to overall security.--

Book excerpt: Major changes in the European security system in recent years, deriving principally from the collapse of the Soviet Union, have radically altered the security concerns of Baltic and Nordic states. The security interests of the region require a level of commitment to, and involvement in, reconstruction in the old Eastern Bloc countries. Failure to build economic stability in these countries will result in social and political unrest which could affect inter-state relations between the old adversaries of the Cold War. This paper discusses the security options and decisions facing the Baltic and Nordic states.
