Book excerpt: Tropical atmosphere and ocean are receiving increased attention in relation to the functioning of the global climate system, the remarkable climatic variability in low latitudes, and the associated manifold environmental and societal consequences. Beyond the traditional emphasis of meteor ology on weather analysis and forecasting, there is a growing interest in the climate and large scale circulation of the tropics. This book may serve as a text for graduate and upper-division undergraduate students in meteorology, and is also intended as a reference work for practicing meteorologists, and researchers in the atmospheric, oceanic, and other environmental sciences. I began writing this book in 1979, but the roots reach further back. Early experiences in North Africa fuelled my curiosity about the low latitudes. In 1960 I seized the opportunity to work in the National Meteorological Service of El Salvador in Central America. My interest in the tropics continued after joining the University of Wisconsin in 1963. Field research brought me to the equatorial Pacific, and many times to the tropical Americas and Africa. This involved visits and correspondence with many weather services. My acquaintance with Australasia and South Asia is limited to short study visits, but includes continuous contacts with colleagues at key research institutions in India, namely the India Meteorological Department, the Indian Institute of Tropical Meteorology, and Andhra University. A guest semester at the University of the Witwatersrand in 1971 and related travels provided a perspective on the problems of Southern Africa.

It is the source of all life on earth, and once convective clouds are formed, it enables large vertical transports of momentum, heat and various atmospheric constituents up to levels above the tropical tropopause. Water triggers very complex processes at the earth's continental surfaces and within the oceans. At last, water in its gaseous phase is the most important greenhouse-gas! Numerical modelling and measurements of the state of the present climate system needs a very thorough understanding of all these processes and their various interactions and forcings. This is a prerequisite for more substantial forecasts of future states in all scales of time, from days to centuries. Therefore, the management of the World Climate Research Programme established in 1988 the new programme GEWEX (Global Energy and Water Cycle Experiment). GEWEX is specifically defined to determine the energy and water transports in the fast components of the climate system with the presently available modelling and measurement means and to provide new capabilities for the future. Research in GEWEX must further develop methods to determine the influence of climatic anomalies on available water resources.

Maintaining an unbroken record of Total Solar Irradiance (TSI) is critical in resolving ongoing debates regarding the potential role of solar variability in influencing Earth's climate. Space-borne instruments have acquired TSI data since 1978. Currently, the best calibrated and lowest noise source of TSI measurements is the Total Irradiance Monitor (TIM) onboard NASA's Solar Radiation and Climate Experiment (SORCE). These TIM-era data are of higher quality than the older data in the full record. Thus, the TSI climate data record (CDR) has two components. There is the shorter, but more accurate record of the TIM era and the full (33+ year) space-based TSI measurement record. Both are important and require preservation. Review of NOAA Working Group Report on Maintaining the Continuation of Long-Term Satellite Total Irradiance Observations evaluates NOAA's plan for mitigating the loss of total solar irradiance measurements from space, given the likelihood of losing this capacity from instruments currently on the SORCE satellite in coming years and the short term/experimental nature of the currently identified method of filling the data gap. This report evaluates NOAA's plan for mitigating the gap in total solar irradiance data.
