Book excerpt: This paper gauges the key determinants of China's private consumption in relation to GDP using data on the Chinese economy and evidence from other countries' experiences. The results suggest there is nothing "special" about consumption in China. Rather, the challenge is to explain why the conditioning variables-notably a low level of service sector employment, the level of financial sector development, and low real interest rates-are so different in China relative to other countries' historical experience. The results suggest, in particular, that efforts to further raise household income and the share of employment in the services sector, as well as to develop capital markets, including liberalizing interest rates and creating alternative savings instruments are likely to have the biggest impact on consumption. Other mechanisms to raise household income and mitigate household-specific risk (such as by improving the healthcare and pension systems) also have a role to play.

While there is an inverse and significant relationship between private consumer spending and both interest rates and government consumer spending in the long run. This supports the effect of the displacement between the private consumption agreement and government consumption spending in Egypt. In the short term, there is a positive and significant relationship between private consumption spending and both output and population. While there is an inverse relationship between consumer spending Private and short-term interest rate. Hence, the central bank can use monetary policy tools in order to influence the intermediate objective of monetary policy and influence private consumer spending and aggregate demand, as well as taxes can be used as one of the fiscal policy tools to influence disposable income in order to change private consumer spending and aggregate demand.

We estimate a consumption function for a panel of quarterly data for 14 advanced economies spanning 1998 to 2012, using an error correction specification. We find a significant long-term relation between consumption and the different components of income and wealth. While fiscal policy had direct effects on consumption, the analysis suggests that wealth effects were sizeable, and therefore need to be kept in mind when analyzing consumption trends going forward.

However, recent developments in private consumption in the euro area have been disappointing. Since 2001, growth in private consumption has been persistently sluggish and has been much weaker than in some other EU countries or in the USA. Furthermore, after years of a declining trend, households have responded to deteriorating growth conditions with a rise in their saving rate in 2001-02. Since then their saving rate has remained broadly constant.

The issue is of particular interest for Greece, now that the economy is trying to return to a sustainable growth path following the pandemic episode, since private consumption constitutes the main component of Greek GDP. The study analyses the determinants of private consumption, paying particular attention to the significance of income and wealth. The major novelty of the paper with respect to the Greek literature on consumption is that it assumes that different types of income play a different role in consumers' behavior: so, disposable income is decomposed into its labour and non-labour components. To this end, four alternative measures of labour income are computed based on quarterly non-financial accounts data of the households' sector. The results indicate that decomposing disposable income is essential for analyzing private consumption. Labour income turns out to be the most important determinant of private consumption in Greece in the long and the short run. Thus, labour income should primarily be monitored and targeted by the policy makers, in their policies aiming at domestic demand and GDP growth.
