Book excerpt: During the 1990s, the governments of South Asian countries acted as ‘facilitators’ to attract FDI. As a result, the inflow of FDI increased. However, to become an attractive FDI destination as China, Singapore, or Brazil, South Asia has to improve the local conditions of doing business. This book, based on research that blends theory, empirical evidence, and policy, asks and attempts to answer a few core questions relevant to FDI policy in South Asian countries: Which major reforms have succeeded? What are the factors that influence FDI inflows? What has been the impact of FDI on macroeconomic performance? Which policy priorities/reforms needed to boost FDI are pending? These questions and answers should interest policy makers, academics, and all those interested in FDI in the South Asian region and in India, Pakistan, Bangladesh, Sri Lanka and Pakistan.

Book excerpt: This book explains the dynamics behind Southeast Asia's foreign investment activity, and looks at the region's options for reviving its reputation as an attractive host for foreign investors. Each chapter focuses on a key element; together, they portray southeast Asia's foreign investment profile and prospects. By bringing these key interlocking elements together under a single cover, the book aims to provide a more profound understanding of the challenges southeast Asian countries face in their on-going attempts both to attract new foreign investment inflows and to continue hosting substantial existing foreign-invested assets.

South East Asia has been part of this development, with rapidly increasing inflows of FDI. However, there are large variations over time and between countries in the region with respect to policies towards FDI, and in actual inflows of FDI. This chapter aims to examine the size of FDI in South East Asia and trends in it. The main determinants of FDI in Southeast Asia, and their effect on the host countries are also discussed and examined.

Book excerpt: With the rapid growth of China and India and the resurgence of Southeast Asia post-1997–8, emerging Asia has once again become one of the most dynamic regions in the world. This dynamism has in turn been fuelled largely by a carefully calibrated embracement of economic openness to international trade, investments and capital flows. While much has been written about international trade, there has been somewhat less work on the issue of capital flows, macroeconomic management and foreign direct investment (FDI) to and from the region, a gap that this book attempts to fill. The book is divided into two parts. The first part deals with selected issues pertaining to macroeconomic management in small and open economies, with particular focus on exchange rates. The second part of the book deals with the trends and determinants of FDI in emerging Asia, its importance as a source of finance, its impact on growth and development, and the nexus between FDI and foreign portfolio flows (FPI). Overall, the chapters in this book tackle important policy issues of contemporary relevance, but are informed by analytical frameworks, data and empirics. While each of the topic areas chosen in individual chapters is intentionally narrow, the book as a whole covers a number of areas and countries/regions within Asia (i.e. East, Southeast and South Asia). While the chapters have been written in a manner that can stand up to academic scrutiny, they are also meant to be accessible to policy makers, researchers and others who might be interested in FDI and related issues in Asia.

Book excerpt: The phenomenon of South-South FDI flows, particularly those arising from multinational companies from China and India, has generated considerable interest among policymakers, academics and the popular press in recent times. This phenomenon raises several questions such as: What is behind the rise of such intra-regional investment flows? What is the magnitude of such flows, and can they be expected to persist/accelerate over time? What are the challenges faced by emerging market multinationals and the future prospects of intra-Asian FDI flows? This book, written by top scholars from academia, international organizations as well as think tanks, consists of a set of papers focusing on these issues. The book is unique in its coverage — focusing on China, India and Southeast Asia rather than limiting itself to a sub-regional or country-specific focus. The chapters in this book highlight important policy issues but are supported with relevant data and empirics, with rigorous empirical analysis being applied to important practical policy issues. The book also provides pertinent overviews of recent research on the questions explored. While the chapters have been crafted to be able to stand up to academic scrutiny, they are also written in a manner that makes them easily accessible to all policymakers, students and business/financial journalists who are interested in Asia and in the emergence of South-South FDI flows.

Book excerpt: By analysing foreign direct investment (FDI) in a macroeconomic framework, this study throws new light on various channels through which FDI influences saving, investment, growth, and the balance of payments on current account. The finding that FDI has differential impacts in a sample of five Southeast Asian and eleven other developing countries leads to several policy conclusions. First, FDI is attracted for privatization or debt-equity swap programmes, it may provide additional or alternative balance-of-payments support, but will not accelerate capital formation or economic growth. Second, in the presence of financial and trade distortions, FDI can remove from the host country more that it contributes. In other words, it can be immeserizing. Third, the most efficacious way of encouraging FDI is to implement policies that generally improve the investment climate. Where domestically financed investment is booming, FDI will seek to participate. Finally, maximum benefit from FDI can be achieved in open economies that are free of domestic distortions such as financial repression and trade controls.

Book excerpt: This monograph is the first book-length study of foreign direct investment in Southeast Asia during both the late colonial period and in the contemporary period. It examines the leading Southeast Asian countries receiving foreign investment this century. The arrival of today's Asian investors, from Japan and the four Asian NICs, is described after a brief discussion of the transitionary period of warfare, decolonization and assertion of newly independent states. Special attention is given to the impact of foreign investment on the economic development of the host country.

Book excerpt: Like many other developing countries, South Asian nations have been experiencing increased Foreign Direct Investment (FDI) inflows over the past decade as developing countries get a larger share of cross-border investments once sent to developed countries. Nonetheless, South Asia's FDI inflows remain the lowest relative to Gross Domestic Product (GDP) among developing country regions. Over the next 20 years, more than one million new workers will be entering the South Asian labor market each month as the region's youth bulge matures and seeks employment. To absorb these workers and provide higher living standards and reduce poverty, South Asian countries will have to rely on more than just public investment. This report looks into the historical patterns of FDI in South Asia, examines its sectoral composition, and evaluates current policies and policy options that may help create an environment for increasing FDI flows. The launching point for this study is the substantial empirical literature that suggests that FDI is associated with growth, development, and productivity enhancement. The goal of the study is modest in that it does not seek to estimate the size of FDI spillovers on productivity growth, or address whether governments should actively subsidize FDI inflows over domestic investment as a means to enhance growth, but rather to understand whether the level of FDI flows as a share of GDP, its sectoral composition, and intra-regional flows are comparable to other developing regions and, if not, what might be some of the impediments to these flows. While FDI flows have increased over the past decade to South Asia, particularly from developed countries to South Asian service sectors, it has lagged in other sectors and remains relatively low overall. Overall, positive changes have taken place over the past few decades, while restrictions on FDI differ substantially among countries in South Asia. India's progress on FDI promoting policies has accelerated in recent years to make FDI policies more transparent, predictable, and simpler. Many other countries have also taken steps to improve transparency in regulations and reassure investors about the security of their investments in the country. Finally, the paper examines the determinants of FDI growth in South Asia.

Book excerpt: This study examines issues such as the sectors that had attracted foreign direct (FDI), potential sectors for FDI inflows, the countries and the types of corporations from which FDI had originated, and global FDI flows, taking into account the experiences of the Association of South Asian newly industrializing economies and some countries of the Association of South East Asian nations. The study analyses sectoral flows of FDI to identify the underlying forces determining such flows and looks at policies pursued by several countyries in the region.
