Book excerpt: This book investigates why the rate of female labor force participation in the Middle East and North Africa is the lowest in the world. Using a multidisciplinary approach, the book explains that the primary reason for the low rate of female labor force participation is the strong institutions of patriarchy in the region. Using multiple proxies for patriarchy, this book quantifies the multi-dimensional concept of patriarchy in order to measure it across sixty developing countries over thirty years. The findings show that Middle Eastern and North African countries have higher levels of patriarchy with regards to women’s participation in public spheres compared with the rest of the world. Although the rate of formal female labor force participation is low, women across the region contribute greatly to the financial wellbeing of their families and communities. By defining a woman’s place as in the home, patriarchy has made women’s economic activities invisible to official labor statistics since it has caused many women to work in the informal sector of the economy or work as unpaid workers, thus creating an illusion that women in the region are not economically active. While religion has often legitimized patriarchy, oil income has made it affordable for many countries in the region.

Despite high and increasing unemployment rates, employers in the region are facing difficulties to find workers whose competences and skills fit their employment needs. The study first surveys international best practices for the delivery of employment services and then reviews the provision of these services in a selected group of countries in the MENA region, with a focus on public provision through existing public employment agencies. Findings indicate public agencies in the region face many challenges for the effective delivery of employment programs, namely poor administrative capacity,system fragmentation, lack of governance and accountability, regulation bottlenecks, and flaws in program design. In order to help unemployed workers to obtain the competences required by available jobs, this study proposes a reform agenda based on the development of strong partnerships between public agencies, public providers, and employers for the design and implementation of flexible employment programs that respond to real employment needs. These partnershipss will need to be developed with strong governance mechanisms that make beneficiaries, private providers, and firms accountable for making sure that investments in employment programs lead to employment insertion. The book is directed to policy makers, practitioners, economists, and anyone interested in international best practices to promote a more effective delivery of employment services.

Book excerpt: Through quantitative and qualitative methods, this dissertation endeavors to explain why the rate of female labor force participation (FLFP) in the Middle East and North Africa (MENA) is the lowest in the world. Using panel data models for fifty-four developing countries over thirty-five years, the first essay suggests that the most likely factor affecting the rate of FLFP negatively in MENA is the institution of patriarchy. Being part of MENA, which is characterized primarily by the institution of patriarchy, is associated with lower than average FLFP. Oil income appears to have a positive effect on FLFP for countries outside MENA but no effect for countries inside MENA. Moreover, Muslim countries outside MENA do not have lower than average FLFP, while Muslim countries in MENA do. Using ten proxies for patriarchy, the second essay quantifies patriarchy in order to compare MENA countries with the rest of the world. Using principle component analysis (PCA), the study measures patriarchy for fifty-nine developing countries over thirty years. The technique creates three main components for patriarchy, namely; the gender gap in education and demography, children's survival rate, and participation in public spheres. The results show that MENA has the highest level of patriarchy with regard to women's participation in public spheres, education and demography compared with non MENA countries. The region's culture and religion seem to be associated with high levels of patriarchy in MENA. The third essay focuses on women's unpaid work as well as women's participation in the informal sector in MENA. The results point to a severe undercounting of women's work. Since women are expected to provide care and produce goods and services for their family at home, women do not participate in the formal labor force in large numbers. Because of the patriarchal culture, patriarchal family laws and labor laws, many women including educated women have to choose to work in the informal sector in MENA. Since women's unpaid work and their participation in the informal sector are not recorded in labor statistics, the MENA region appears to have a lower rate of FLFP than it does in reality.

Book excerpt: The Middle East and North Africa region is known for having low female labor market participation rates as compared with its level of economic development. A possible explanation is that these countries find themselves at the turning point of the U-shape hypothesis when countries transition from declining to rising female participation rates. This paper tests the U-shape hypothesis in countries in the Middle East and North Africa. It finds that the region has outperformed other world regions in terms of the main drivers of the U-shape hypothesis, including gross domestic product per capita, economic transformation away from the agricultural sector, female education, and fertility rates. These facts are consistent with nonparametric evidence that shows countries in the region are distributed over a U-shaped curve. However, parametric tests of the hypothesis point in a different direction. The region shows an inverted U-shape overall and great heterogeneity across countries and age cohorts that defies any law on the relation between gross domestic product and female participation rate. The explanation behind these findings may be economic and cultural. Jobless growth and the lack of growth in employment sectors such as manufacturing and services, which proved critical for female employment in other countries, weaken labor demand and strengthen the role of institutions that may discourage female participation, such as marriage, legislation, and gender norms.
