Available in PDF, EPUB and Kindle. Book excerpt: How did the individual human being become the focus of the contemporary discourse on security? What was the role of the United Nations in "securing" the individual? What are the payoffs and costs of this extension of the concept? Neil MacFarlane and Yuen Foong Khong tackle these questions by analyzing historical and contemporary debates about what is to be secured. From Westphalia through the 19th century, the state's claim to be the object of security was sustainable because it offered its subjects some measure of protection. The state's ability to provide security for its citizens came under heavy strain in the 20th century as a result of technological, strategic, and ideological innovations. By the end of World War II, efforts to reclaim the security rights of individuals gathered pace, as seen in the Universal Declaration of Human Rights and a host of United Nations covenants and conventions. MacFarlane and Khong highlight the UN's work in promoting human security ideas since the 1940s, giving special emphasis to its role in extending the notion of security to include development, economic, environmental, and other issues in the 1990s.

Available in PDF, EPUB and Kindle. Book excerpt: Since the 1960s, German scholars have developed distinctive methods for writing the history of political, social, and philosophical concepts. This work is a critical introduction to this emerging genre: the history of political and social concepts, or Begriffsgeschichte. Systematically surveying political, social, and philosophical discourses and their contexts, historians of concepts track linguistically how the advent, mentalities, and effects of modernity have been conceptualized in contested forms. After assessing the programs and achievements of this genre, and analyzing extended examples of its use, the author argues the need for an analogous project to chart the careers of concepts central to the political and social vocabularies of English-speaking societies.

Book excerpt: "This text explores mankind's origins, as considered and examined in light of nature, with particular emphasis on the following parts and assertions: I. That according to the light of nature and natural reason, the visible world was not eternal, but had a beginning; II. That if there could be any imaginable doubt thereof, yet by the necessary evidence of natural light it does appear that mankind had a beginning, and that the successive generations of men were in their original form; III. That this truth is evident by demonstrative reason and arguments; IV. That there are moral evidences of the truth of this assertion, which are herein particularly expanded and examined; V. That those great philosophers that asserted this origination of mankind, both ancient and modern, that rendered it by hypothesis different from that of Moses, were mistaken--here the hypotheses of Aristotle, Plato, and others are examined, and the absurdity and impossibility of their theories are detected; VI. That the current author's theory explaining the creation of man and of the world, in general, abstractly considered without relation to the divine inspiration of the writer, is according to reason, and preferable to the sentiments of other philosophers; and VII. That the author has concluded the whole of this work with certain corollaries and deductions, necessarily flowing from the things thus asserted, as well touching the existence, the wisdom, power, and providence of Almighty God, as touching both the duty and happiness of mankind"--Foreword. Book excerpt: International institutions play important roles in political-military issues as well as in economic and environmental affairs. Indeed, it is impossible to understand efforts to resolve regional and local conflicts, or the form and pace of alliance formation and expansion, without paying attention to security institutions. Imperfect Unions discusses a wide variety of security institutions, including NATO, the Western European Union, United Nations peacekeeping, the ASEAB Regional Forum, and the Organisation for Security and Co-operation in Europe. It describes changes in security institutions, documents the effects of such institutions on national policies, and explores the conditions that affect the patterns of co-operation and discord that ensue. The book helps to improve our understanding of recent developments in international relations such as NATO enlargement and the regionalization of peacekeeping. In theoretical terms, it shows how institutionalist approaches, such as those represented in this volume, can enrich the important field of security studies.

Book excerpt: This volume is comprised of a collection of diplomatic documents covering British reactions to, and policy towards, the collapse of the German Democratic Republic and the unification of Germany in 1989-90. The peaceful unification of Germany in 1989-90 brought a dramatic end to the Cold War. This volume documents official British reactions to the collapse of East Germany and the fall of the Berlin Wall, and the evolution of British policy during the ‘Two plus Four’ negotiations that provided the international framework for the merger of the two German states. All of the documents fall within the UK’s 30-year rule and have therefore not previously been in the public domain. Most are drawn from the archives of the Foreign and Commonwealth Office, but there are also a large number of Prime Ministerial files from the Cabinet Office archives. These are of particular interest for the light they throw on the views of Margaret Thatcher. Taken together, the documents show that despite Mrs Thatcher’s well-known reservations about German unity, the United Kingdom played a vital and constructive role in the negotiations that helped to bring it about. This volume will be of great interest to students of International History, British Political History, and European Politics and International Relations in general. Patrick Salmonis Chief Historian at the Foreign and Commonwealth Office. Keith Hamiltonis a Historian at the Foreign and Commonwealth Office and Senior Editor of Documents on British Policy Overseas. Stephen Twiggeis a Senior Historian at the Foreign and Commonwealth Office.
