Book excerpt: Satellites are the only major Air Force systems with no maintenance, routine repair, or upgrade capability. The result is expensive satellites and a heavy reliance on access to space. At the same time, satellite design is maturing and reducing the cost to produce satellites with longer design lives. This works against the ability to keep the technology on satellites current without frequent replacement of those satellites. The Global Positioning System Joint Program Office realizes that it must change its mode of operations to quickly meet new requirements while minimizing cost. The possibility of using robotic servicing architectures to solve these problems is considered in this thesis. The authors accomplished this through a systems engineering and decision analysis approach in which a number of different alternatives for on-orbit satellite repair and upgrade were analyzed. This approach involved defining the problem framework and desired user benefits, then developing different system architectures and determining their performance with regard to the specified benefits. Finally, the authors used decision analysis to evaluate the alternative architectures in the context of the user's goals. The results indicate favorable benefit-to-cost relationships for on-orbit servicing architectures as compared to the current mode of operation.

Book excerpt: On-orbit servicing (OOS) presents new opportunities for refueling, inspection, repair, maintenance, and upgrade of spacecraft (s/c). OOS is a significant area of need for future space growth, enabled by the maturation of technology and the economic prospects. This congestion is leading s/c operators to explore how they can leverage OOS. OOS missions for s/c in geostationary orbit (GEO) are currently underway. This is being driven by the closure of the business case for refueling long lived monolithic chemically propelled GEO assets. However, there are currently no plans for OOS of low-earth orbit (LEO) s/c, aside from technology demonstrations, because of their shorter design life and lower cost. It will become particularly important to enable the servicing of LEO s/c as the industry shifts its focus towards LEO. Designing OOS systems for LEO constellations differs from that of GEO based systems, this difference is attributed to LEO's proliferation of satellites, environmental effects (J2 nodal precession, drag), and different constellation patterns. Satellite constellations in LEO are becoming more distributed due to increased access, distributed risk, flexibility, and cost. OOS of s/c may enable the reduction of requirements on subsystems such as safety and the need for redundancy. These requirement reductions will enable lower risks, lower costs, and increased system resilience. This paper analyzes the benefits of OOS in proliferated LEO constellations. Several OOS system architectures are modeled in various scenarios; in each system architecture the model will vary qualities such as mass, altitudes, time, propulsion system, maneuver, and type of service. The objective of the model will be to optimize for cost, time, and utility to generate a tradespace for an OOS system architecture. OOS provides higher utility over the comparative alternative of using spare satellites in some scenarios. The utility of OOS provides even more utility when considering failure rates of satellites and allowing for an increase in failure rates when adopting an OOS system.

This system may possibly be what most nations hope for. Preliminary results show that, if it is desired to satisfy this requirement, there is a need for a satellite constellation composed of 27 low orbit satellites in five respective orbital planes in order to provide regional navigation and positioning services. From research associated with this article, it is proven that the concept of a regional positioning system formed from a low orbit satellite constellation is feasible. Although the number of individual satellites required is not necessarily a lot fewer compared to original global positioning systems, due to the low orbit satellites, however, delivery energies required by the satellites are, by contrast, much less compared to synchronous orbit satellites. This point should be an advantage which making use of low orbit satellite constellations to provide navigation and positioning functions can achieve.

The Global Positioning System (GPS) constellation is currently used to provide positioning and timing worldwide. As satellite technology has improved over the years, the cost to develop and maintain the satellites has increased. Using a constellation design tool, it is possible to analyze the tradeoffs of new navigation constellation designs (Pareto fronts) that illustrate the tradeoffs between position dilution of precision (PDOP) and system cost. This book utilized Satellite Tool Kit (STK) to calculate PDOP values of navigation constellations, and the Unmanned Spacecraft Cost Model (USCM) along with the Small Spacecraft Cost Model (SSCM) to determine system cost. The design parameters used include Walker constellation parameters, orbital elements, and transmit power. The results show that the constellation design tool produces realistic solutions. Using the generated solutions, an analysis of the navigation constellation designs was presented.

GPS uses include positioning, navigation, timing, as well as many other daily applications. With such dependence, protection against attacks on the system is paramount to continue its effectiveness. Attacks on its signal is the easiest way for enemies to degrade and harm not only everyday functioning for civilians, but a nations defense as well. Jamming interference and spoofing are the two most frequent attacks on GPS signals. Could these two attacks cause significant effect on military operations? We use a System Effectiveness Analysis Simulation (SEAS) model to emulate a special operation force (SOF) using GPS recovering a weapon of mass destruction (WMD) against an opposing military in an urban canyon environment. Simulating jamming (modeled as availability and accuracy) and spoofing (modeled as timeliness) of the GPS satellites signal produces a greater understanding of its impact on this type of operation. Statistical analysis determined the significance of these types of attacks on several responses for this simulation. Our results include a designed experiment capturing how individual model factors representing spoofing and jamming can degrade GPS performance, and the subsequent impact on mission operations through selected MOEs for the scenario modeled.

Book excerpt: This investigation determined the effect of changes in eccentricity to the orbits of the proposed Global Positioning System (GPS) 18-satellite baseline constellation by analyzing the geometric performance obtained. The effect of satellite losses upon global coverage as also examined with an emphasis on determining which combination of remaining satellites provided the best and worst cases. The potential of GPS for navigation of the space-based user was explored by analyzing the geometric performance obtained for a variety of user trajectories and GPS antenna beamwidths. A computer program which analyzes the many aspects of the geometric performance of pseudoranging navigation satellite systems was used. The results of this analysis indicate that a simple modification to the baseline constellation could reduce outages on a global basis by nearly 50%. The modification consists of changing the shape of the GPS circular satellite orbits to slightly elliptical ones, resulting in more favorable satellite geometry and fewer outages to the user on a global average. Degradation of coverage due to satellite losses was found to be largely dependent on the combination of the remaining satellites which suggests that rephasing of the remaining satellites could significantly improve the degraded performance. The potential for conventional use of GPS for navigation in space was shown to exist for the low altitude user but will be very limited for the higher altitude user due to present GPS antenna design.

New economies are forming in low- Earth orbit (LEO), driven by miniaturization of technologies and the promise of lower launch costs, which should then allow many of these LEO systems to capitalize on designs incorporating smaller, shorter-lived spacecraft in highly-disaggregated constellations. Meanwhile, many spacecraft at geosynchronous orbit are continuing along a trend towards increasingly massive and longer-lasting satellites, and while they do represent some of the most exquisite, highest-performing satellites ever launched, some experts now feel that such trends are unsustainable and are beginning to place increasing strain on the underlying industry. To support current and future spacecraft, orbital infrastructures have been proposed as a means of providing on-orbit services to customer spacecraft and guiding space architectures towards more sustainable paradigms. In LEO, an infrastructure of communications and data relay spacecraft is envisioned as a means of aiding new and existing space enterprises in the areas of satellite connectivity and downlink capability. Meanwhile, an on-orbit servicing (OOS) infrastructure, located primarily in geosynchronous orbit, would provide services such as repair, rescue, refueling, and upgrading of customer spacecraft, in order to alleviate the identified space industry trends. Physics and cost modeling, as well as tradespace exploration, are used to identify optimal LEO infrastructure designs, while system dynamics modeling is used to assess the trends likely to occur in the overall space industry as OOS is incorporated into space architectures. The primary conclusion from the analysis of LEO infrastructure designs is that, when designing for global connectivity, there is an optimal design point between a small constellation of larger spacecraft and a very large constellation of small spacecraft, but this will also depend on the intended mission of the infrastructure and the number of customers expecting to be serviced. Then, for an OOS infrastructure, it is determined that relatively low costs and heavy incorporation of servicing capabilities into customer architectures are needed to ensure long-term sustainability of such a project. Finally, the policy implications for both infrastructure concepts are discussed, with a heavy focus on options for the funding and development regimes employed to implement the infrastructures, as well as the major political and legal implications expected to accompany these projects.
