This report determines the DoD's ability to supply troops deployed to Saudi Arabia with the necessary support items and repair parts and the lessons learned by the services in the Desert Shield/Storm conflict. The authors visited military units of the Air Force, the Army, the Marine Corps deployed in Saudi Arabia and Bahrain that used a wide variety of weapon systems and services. They also obtained observations on logistics support from military officials who had been involved in Desert Shield and Desert Storm.

Book excerpt: Without oil, no engine can run. "Movement" is the oil that enables America's military forces to sustain an operation, and nothing happens until something moves! As America's military priorities are reordered, the ability to move quickly, sustain forces anywhere in the world, and pre-position equipment and materiel near likely areas of crisis is more important than ever. Because of the apparent ease of movement during Desert Shield and Desert Storm, however, decision makers may be prone to misinterpret the lessons of the Gulf War and fail to address movement capabilities properly for the future. A good example is a recent Congressional decision to divert funds from slated improvements to the Army's afloat pre-positioning capability to the building of an amphibious assault ship. The capacity to foster global stability and defend our national interests depends upon correct long-range planning for transport. Logistics, especially mobility, has long been a bill payer for combat equipment, so perhaps a reappraisal is in order. Lessons from the Gulf War can help reshape America's defense transportation system for the post-Cold War era. Commitment to a balanced and unified mobility strategy should provide the most cost-effective, rapidly deployable, and sustainable combat capability. Regional focus, particularly in a multiple-conflict scenario, and reduced forward presence will significantly increase America's reliance on movement in the future. Careful restructuring of military movement capabilities will lessen the risks of distance and time in an unstable world and contribute to the economic well-being of the nation. To do less might invite confrontation with adversaries willing to test the substance and purpose of U.S. reach.

Book excerpt: The Iraqi invasion of Kuwait on August the 2nd, 1990, and the resultant decision by the President to deploy land, air, and naval forces to protect Saudi Arabia and the United Arab Emirates led, since August the 8th, 1990, to a steady, measured commitment of soldiers, sailors, airmen and supporting equipment to Southwest Asia. That commitment, which began approaching its apparent apex by early November, suddenly broadened on the 8th of that month when the President expanded the original defensive objective to entail the liberation of Kuwait. His policy addendum called for doubling the 200,000 men in Southwest Asia to about 400,000, and he gave Iraq a January the 15th, 1991 deadline to quit Kuwait or face massive military force. Overall American policy in this matter could, therefore, be considered roughly three-phased: one, the original defensive deployment of 200,000 strong, August 8-November 8, 1990; two, the reinforcement to attack strength of about 400,000, November 8, 1990, to January 15, 1991; and three, January 16, 1991, to February 27, 1991- war.

Available in PDF, EPUB and Kindle. Book excerpt: The last comprehensive study of defense logistics was published in 1959. In the ensuing forty-five years a revolutionary change in information technology and defense strategy has swept the field and mandated a new understanding of the objectives and principles of military logistics. The author, renowned defense logistics expert General William Tuttle, covers all aspects of the subject including force projection, force sustainment, and minimizing the logistics "footprint" in battle spaces. Within these objectives, he includes five principles that are employed to assess the effectiveness of the process and identifies their shortfalls and remedies. He also illuminates the major influences of culture and politics on defense logistics and proposes ways to minimize their adverse impact on combat readiness. Written for defense logistics leaders —those currently coping with the challenges and those logistics aspiring to lead —and for everyone involved in the complexities of planning and strategy, this up-to-date volume is sure to become a hallmark in the field.

Book excerpt: "Strategic mobility, the capability to transport military forces rapidly across intercontinental distances into an operational theater, lies at the heart of US military strategy. Nowhere has the importance of strategic mobility been more evident than in Operation Desert Shield/Desert Storm, the military response to the Iraqi seizure of Kuwait that began in August 1990 and ended in March 1991. "This study presents a detailed analysis of how the Defense Transportation System (DTS) - the United States Transportation Command, its service components, and the civilian transportation industry - provided the strategic mobility that enabled the United States and its allies to assemble an overwhelming military force to defeat Iraq and free Kuwait. It is also a tribute to the hard work and dedication of the military and civilian personnel who ran the DTS during the operation. "This volume is the first major history of a joint operation to be published by the Joint History Office and supports the efforts of the Joint Chiefs of Staff to promote a greater understanding of the joint system. I recommend it to military planners, operators, and logisticians, as well as to readers interested in joint and combined operations." John M. Shaliksahvili Chairman of the Joint Chiefs of Staff

Book excerpt: Twenty years ago, the Persian Gulf War captured the attention of the world as the first test of the U.S. Army since the Vietnam War and the first large-scale armor engagement since World War II. Saddam Hussein's invasion of Kuwait and his subsequent ouster by the U.S.-led coalition are keys to understanding today's situation in the Middle East. The coalition partnerships cemented in that initial operation and in the regional peacekeeping operations that followed provided the basis for a growing series of multinational efforts that have characterized the post-Cold War environment. Moreover, the growing interoperability of U.S. air, sea, and land forces coupled with the extensive employment of more sophisticated weapons first showcased in Desert Storm have become the hallmark of American military operations and the standard that other nations strive to meet.
