Henceforth, there have been attacks on social and political rights that severely affect the lower classes and reverted progressive policies on various issues. Through a historical reconstruction, this book analyzes how different left movements and organizations contributed to the democratization of Brazilian society, and how their contradictions contributed to the actual conservative turn. The essays also focus the development of Brazilian Left in the light of socialist politics and especially Marxism, both in terms of political organizations and theory. In this sense, the essays in this collection represent an effort to rethink some aspects of the history of the Brazilian left and how it can reorganize itself after the conservative turn.

In the context of a fast aging population, Brazil’s greatest economic opportunity is to increase its labor productivity, especially that of youth. This report documents important new facts about the extent of the youth economic disengagement, while at school and at work. Today, close to half of the Brazilian youth aged 15-29 years old is not fully economically engaged, because they are neither working nor studying, are studying in schools of poor quality, or are working in informal and precarious jobs. The report shows how the youth prospects in the labor market are dimmed by policies favoring existing workers over new entrants; in addition, it shows how youth are often ill equipped to meet an increasingly challenging labor market. The report suggests new education, skills, and jobs policy changes that Brazil could prioritize moving forward, so that it can take advantage of the last wave of its demographic transition. The report discusses in particular depth policies aiming to increase learning and reduce school dropouts in upper secondary education, and labor market policies that aim to support more effective and faster youth transitions from school to work.

Book excerpt: At the border where Brazil, Paraguay, and Argentina meet under the scrutiny of the US and Mercosur (the large South American trade bloc), Arabs have long fulfilled what author John Tofik Karam calls a "manifold destiny." Karam casts Lebanese, Palestinians, and Syrians at this American border as circumstantial protagonists of a hemispheric saga. For the more than six decades since they started settling at the trinational border between Brazil, Paraguay, and Argentina, Arabs have animated the hemisphere. Their transnational economic and social projects reveal a heretofore unacknowledged venue of exceptional rule in which the community accommodates and abides multiple states' varied suspensions of norms and laws. Arabs set up businesses and community centers at the border under authoritarian military governments between the 1950s and 1980s; thereafter, when denied full democratic enfranchisement, they instead underwent increasing surveillance from the 1990s to today. Karam reveals an unfinished history of exceptional rule that Arabs accommodate from an authoritarian past to a counterterrorist present. Karam's riveting account draws on anthropological and historical research from each side of this trinational South American border, as well as from the US—where government bureaucrats still suspect Arabs at the border of would-be-terrorist subversion. Systematic analysis of this subject has been held back, however, by the lack of a cross-national index of immigrant exclusion from social benefits over time. The Exclusion of Immigrants from Welfare Programs fills this gap by taking advantage of a novel and original measure called the Immigrant Exclusion from Social Programs Index (IESPI), which includes twenty-five indicators regarding immigrants’ access to seven different social programs, for twenty-two countries, at four moments in time. The book includes an assessment of key trends, an investigation of the origins and consequences of variation, and four detailed country case studies of particular theoretical interest: Norway, Austria, Portugal, and the United States. Presenting a cross-national index to facilitate and encourage systematic cross-country comparisons, this book provides insights and data that will allow researchers to probe such questions as the degree to which countries include or exclude immigrants in developing public policies, why some countries are more exclusionary than others, and what the future consequences of this exclusion might be.
