Available in PDF, EPUB and Kindle. Book excerpt: Approximately 25% of Latin Americans live on less than $2 a day, and Latin America is the most unequal region of the world. Poverty and inequality cause suffering and slow development. The solution must include generating an inclusive development process through satisfying the basic needs of the poor that enhance their productivity, that enable them to contribute to the development process, and that enables them to earn the income necessary to live a full life. Decentralization of taxing and spending from the central government to lower levels of government can help to satisfy basic needs of the poor and create an inclusive development process. However, decentralization is a stepby-step process that must implemented by taking into account real-world circumstances such as a lack of administrative ability in local government, and by formulating policy accordingly. The book derives economic principles for implementing the process of decentralization, and it presents cases that illustrate the principles at work. It is an economic guide for policymakers and practitioners.

Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 2005, explores the location and dynamics of power within the state, focusing on a recent wave of decentralizing reforms that have swept across both developed and developing countries in recent years. Variation in the timing of reform across countries only vaguely relates to the genesis of an international consensus pushed by big lenders and development banks or the reemergence of democracy in decentralizing countries. The book develops a theory linking decentralization's adoption to the electoral concerns of political parties: decentralization represents a desirable strategy for parties whose support at subnational levels appears more secure than their prospects in national elections. It examines this argument against experiences in Bolivia, Colombia, Ecuador, Peru and Venezuela and speculates on how recent political changes may affect decentralization's shape and extent in coming years.

Book excerpt: Is it always true that decentralization reforms put more power in the hands of governors and mayors? In post-developmental Latin America, the surprising answer to this question is no. In fact, a variety of outcomes are possible, depending largely on who initiates the reforms, how they are initiated, and in what order they are introduced. Tulia G. Falleti draws on extensive fieldwork, in-depth interviews, archival records, and quantitative data to explain the trajectories of decentralization processes and their markedly different outcomes in Argentina, Brazil, Colombia, and Mexico. In her analysis, she develops a sequential theory and method that are successful in explaining this counterintuitive result. Her research contributes to the literature on path dependence and institutional evolution and will be of interest to scholars of decentralization, federalism, subnational politics, intergovernmental relations, and Latin American politics.

Available in PDF, EPUB and Kindle. Book excerpt: The Economic Development Institute (EDI), in cooperation with the United Nations Development Programme (UNDP) and the Inter-American Foundation, launched the Partnerships for Poverty Reduction program in six countries in Latin America and the Caribbean—as part of the Bank's Mission "to fight poverty with passion and professionalism for lasting results." The program sought to promote the adoption of an approach to poverty reduction that relies on partnerships among local, regional, and central governments, other public sector agencies, nongovernmental organizations, private sector companies and other civic organizations. This publication is a result of these collaborative efforts. It contains a powerful message about partnerships with the state, civil society and business: these partnerships have the potential of becoming the basis of an approach to poverty reduction that replaces old and failed paradigms in the region.

The pieces build to a contribution that is reminiscent of O’Donnell himself: brilliant, quirky, important."_ editorial
