Book excerpt: In this follow-on report to Europe's High-End Military Challenges: The Future of European Capabilities and Missions, the CSIS Europe, Russia, and Eurasia Program and International Security Program examine the other side of the coin of European military effectiveness: the political will of European countries to conduct military missions and operations. The report identifies the endogenous and exogenous factors constraining or increasing political will and maps them onto six country case studies. Four prototypes of political will emerged from the analysis: global partners, international activists, constrained partners, and minimalists. The report then assesses the political will of European allies and partners to conduct fifteen types of military missions and operations worldwide, from peacekeeping to large-scale combat. It concludes with a summary of key findings. First, it finds that internal and external factors—such as strategic culture and alliance dependence, respectively—will continue to constrain European political will in many cases, even after the Russian invasion of Ukraine. Second, European states are more likely to have the political will to engage in military missions at the lower end of the conflict spectrum (such as maritime patrol missions) and less likely at the higher ends of the spectrum, except in cases of significant collective or national defense.

Apuleius in European Literature: Cupid and Psyche since 1650 examines the reception of the long two-book romantic story of Cupid and Psyche in European literature from 1650 to the present day, with some attention also devoted to fine art and opera across this period. Stephen Harrison and Regine May argue that Cupid and Psyche had a broad and profound influence on certain important and specific areas of European culture; it was appropriated and adapted to suit particular cultural and generic contexts, especially the development of the fairy tale. This constitutes an important strand of the more general reception of the ancient novel, since the tale of Cupid and Psyche is arguably the most famous section of any fiction from Greece or Rome. Apuleius' story has enjoyed an extraordinarily rich reception throughout the five centuries from its rediscovery in the Renaissance to the present day. Previous studies of this reception have focused on the tale's prominence in Renaissance art and literature, or otherwise on its status in the German Romantic period. In Invisible Mind, Lasana Harris takes a social neuroscience approach to explaining the worst of human behavior. How can a person take part in racially motivated violence and then tenderly cradle a baby or lovingly pet a puppy? Harris argues that our social cognition—the ability to infer the mental states of another agent—is flexible. That is, we can either engage or withhold social cognition. If we withhold social cognition, we dehumanize the other person. Integrating theory from a range of disciplines—social, developmental, and cognitive psychology, evolutionary anthropology, philosophy, economics, and law—with neuroscience data, Harris explores how and why we engage or withhold social cognition. He examines research in these different disciplines and describes biological processes that underlie flexible social cognition, including brain, genetic, hormonal, and physiological mechanisms. After laying out the philosophical and theoretical terrain, Harris explores examples of social cognitive ability in nonhumans and explains the evolutionary staying power of this trait. He addresses two motives for social cognition—prediction and explanation—and reviews cases of anthropomorphism (extending social cognition to entities without mental states) and dehumanization (withholding it from people with mental states).
