Book excerpt: In 2005 around 18 per cent of all pupils in schools in England were categorised as having some sort of special educational need (SEN); around 3 per cent had a statement of SEN; and 1 per cent were in special schools. Although many of these children are receiving the education they need, there are large numbers who are being failed by the system. This report, based on over 230 written memoranda and oral evidence from 50 witnesses, considers how the Government can improve outcomes for all children with SEN and disabilities. It concludes that education has moved on in the past 30 years, yet the SEN system is still based on the 1978 Warnock Report and is no longer fit for purpose. The Government should clearly state a vision for children with SEN and disabilities an provide a National Strategy linked to minimum standards and a statutory requirement for local authorities to provide a broad continuum of flexible provision, including high quality special schools.
