Only from an accounting viewpoint is there any distinction worth noting: under the straight line method the annual allow ance for depreciation is Obtained from only one source, ' or from charges to the operating expenses alone; under the sinking fund method the annual allowance is obtained from two sources, or partly from charges to the operating expenses and partly from the interest received for the use of depreciation balances. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Depreciation in Theory and Practice The depreciation problem is one of live importance. It has recently attracted much attention on the part of accountants and engineers interested in the solution of problems of a financial character. Although the litera ture on the subject is constantly growing in volume, it is often difficult for the student to secure a good knowl edge of the fundamentals of the subject because of the form which most of the recent discussions have taken. Almost all of the material on the subject is in the form of magazine articles. Usually the writer of such an article fails to cover the field fully, preferring to expand on some point in which he is especially interested. It is needless to say that this lecture does not cover in detail all phases of the matter. On the contrary, in the attempt to cover the essential features of the problem it has been necessary to omit referring to many things of secondary importance/ It is believed, however, that this lecture covers the most important features of the prob lem, and if an interest in the subject and a fair under standing of its leading features is acquired by the student its purpose will have been fulfilled. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Valuation, Depreciation and the Rate-Base A thorough discussion of the principles which control the engineer, the economist, the assessor and the business man in making valuations will not be attempted in these pages. This book is the result of personal contact with the valuation problem. No apology need be made for the fact that, in presenting an original analysis of the problem, the arrangement of the material is not always as logical as might have been expected if the present state of the art only had been brought under review. Special consideration has been given to a discussion of the non-agreement of the actual life of articles which have a limited period of usefulness with their probable or normal life. The effect of this non-conformity has been studied by the author and the results have been thought worthy of a special chapter. These results show that there is great advantage in adopting, instead of "present value," a rate-base without deduction of depreciation, which will include but little, if anything, other than legitimate and properly estimated cost as the starting point when rates are to be fixed. He therefore recommends for the thoughtful consideration of the student, the method of procedure which he has named the Unlimited Life Method and which is herein fully explained. The author feels, too, that the owner of a public utility is, generally, entitled to larger earnings than will yield a bare interest return on the invested capital. Volume of business transacted and also the unearned increment should, sometimes, be taken into account when estimates are made of the earnings that may with propriety be allowed. Book excerpt: Excerpt from Depreciation of Public Utility Property: A Collection of Papers No attempt has been made to edit these papers or to give them any greater coherence and unity than they already have through their relation to a common subject and through their authorship by men who have been working together in the same field, and frequently on the same problems. Instead, it has been felt that they might possibly have addi tional value, particularly for a student of the trend of thought in this field, if these papers were published in the form, and more or less in the order in which they were written, even though inconsistencies, duplication and lack of unity should be found to exist in them. With this thought in mind, the authors are adding the following brief statement regarding the origin and history of the several papers. Book excerpt: Excerpt from In Re Theoretical Depreciation: A Discussion of the Subject With an Analysis of a Paper by Dr. Weber, Statistician of the Public Service Commission for the First District, State of New York, Entitled "Accounting for Depreciation" The cost of reproduction less accrued depreciation seems to be the one generally employed in rate cases. But it is merely a rule of convenience and must be applied with reason. On the one hand, it should not be so applied as to deprive the corporation of a fair return at all times on the reasonable, proper and necessary investment made by it to serve the public, and, on the other hand, it should not be so applied as to give the corporation a return on improve ments made at public expense which in no way increase the cost to it of performing that service. Book excerpt: Excerpt from Theoretical Depreciation: A Menace to the Public and the Investor Furthermore, when it is considered that the adoption of these methods has already resulted in the confiscation of hundreds of millions of dollars invested in public utility properties, and that its general adoption would result in the confiscation of several billions more, it would appear as though it were high time for those whose inter ests are thus threatened to bestir themselves in defense of their properties and for those who are clothed with authority and power to determine rate cases, involving a consideration of the element of property, to inform their minds as to the fundamental economic facts, which are of paramount importance and which must be given controlling consideration if the interests of the public and of the investors are to be conserved. Book excerpt: Excerpt from Depreciation of Public Utility Properties: And Its Relation to Fair Value and Changes in the Level of Prices The regulation of public utilities in the United States is a development of recent years and is still in the period of formation and establishment of rules of practice. The great war, with its unsettling of business conditions, and the violent price fluctuations which accompanied and followed the actual war period have introduced new complications into some of the problems which were being dealt with by Regulating Commissions and Courts just at a time when it appeared that definite conclusions were being reached. Valuation and Depreciation, and the accounting methods which deal with these subjects, have been greatly complicated by the price fluctuations of the period 1914 to 1921. New questions have been raised, new arguments have been introduced and it would appear that some conclusions are in danger of being reached which may have a far reaching effect upon utility properties through the weakening of the stability of valuations already established, and the ultimate wiping out of a large part of the actual investments necessarily made in extensions of property during the period of high prices.
