Book excerpt: Excerpt from Theoretical Depreciation: A Menace to the Public and the Investor Furthermore, when it is considered that the adoption of these methods has already resulted in the confiscation of hundreds of millions of dollars invested in public utility properties, and that its general adoption would result in the confiscation of several billions more, it would appear as though it were high time for those whose inter ests are thus threatened to bestir themselves in defense of their properties and for those who are clothed with authority and power to determine rate cases, involving a consideration of the element of property, to inform their minds as to the fundamental economic facts, which are of paramount importance and which must be given controlling consideration if the interests of the public and of the investors are to be conserved. Book excerpt: Excerpt from In Re Theoretical Depreciation: A Discussion of the Subject With an Analysis of a Paper by Dr. Weber, Statistician of the Public Service Commission for the First District, State of New York, Entitled "Accounting for Depreciation" The cost of reproduction less accrued depreciation seems to be the one generally employed in rate cases. But it is merely a rule of convenience and must be applied with reason. On the one hand, it should not be so applied as to deprive the corporation of a fair return at all times on the reasonable, proper and necessary investment made by it to serve the public, and, on the other hand, it should not be so applied as to give the corporation a return on improve ments made at public expense which in no way increase the cost to it of performing that service. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Valuation, Depreciation and the Rate-Base A thorough discussion of the principles which control the engineer, the economist, the assessor and the business man in making valuations will not be attempted in these pages. This book is the result of personal contact with the valuation problem. No apology need be made for the fact that, in presenting an original analysis of the problem, the arrangement of the material is not always as logical as might have been expected if the present state of the art only had been brought under review. Special consideration has been given to a discussion of the non-agreement of the actual life of articles which have a limited period of usefulness with their probable or normal life. The effect of this non-conformity has been studied by the author and the results have been thought worthy of a special chapter. These results show that there is great advantage in adopting, instead of "present value," a rate-base without deduction of depreciation, which will include but little, if anything, other than legitimate and properly estimated cost as the starting point when rates are to be fixed. He therefore recommends for the thoughtful consideration of the student, the method of procedure which he has named the Unlimited Life Method and which is herein fully explained. The author feels, too, that the owner of a public utility is, generally, entitled to larger earnings than will yield a bare interest return on the invested capital. Volume of business transacted and also the unearned increment should, sometimes, be taken into account when estimates are made of the earnings that may with propriety be allowed. Only from an accounting viewpoint is there any distinction worth noting: under the straight line method the annual allow ance for depreciation is Obtained from only one source, ' or from charges to the operating expenses alone; under the sinking fund method the annual allowance is obtained from two sources, or partly from charges to the operating expenses and partly from the interest received for the use of depreciation balances. It presupposes a knowledge of debit and credit, and from this point con ducts the serious student through the field of accounting. Elementary bookkeeping is reviewed; Single Entry is studied, compared with, and changed to, Double Entry; accounting is differentiated from bookkeeping, and is itself defined; and then the applications Of accounting to book keeping are shown and applied. The complete set Of books which accompanies the last chapter is intended to afford practice in modern practical accounting. With these four chapters as a basis, the student is introduced, in succession, to partnership and to corporation accounting, the latter including consolidations. The preparation Of final state ments, according to the most approved modern practice, is the subject of two full chapters. An intervening one deals with the difficult subjects of depreciation, reserves, sink ing fund and investment accounting. Chapters on the accounts of non-trading concerns, statements Of' affairs and deficiency accounts, and realiza tion and liquidation, are also included. Then there have been incorporated two chapters on cost accounts, and finally a chapter on auditing. Supplementary exercises on all chapters, together with sample examination papers from various sources, have been furnished for additional practice.
